Recently, “Implementation Measures for Guangxi’s Basic Medical Insurance for Urban and Rural Residents” (hereinafter referred to as “Measures”) was officially issued. “Measures”, which covers key areas such as payment for insurance, fund management, benefits, and medical services, aims to further enhance the basic medical insurance system for urban and rural residents in Guangxi while standardizing its operation.
“Measures” introduces two innovative mechanisms, namely the “Continuous Insurance Incentive” and the “Zero Reimbursement Fund Incentive”. These mechanisms reward residents who have participated in the insurance for consecutive years without utilizing the medical reimbursement fund. Additionally, a waiting period for treatment benefits is imposed on those who interrupt their insurance coverage, during which they will not be eligible for medical reimbursement. This approach encourages residents to maintain continuous insurance participation with the principle of “the longer you pay, the more you benefit”. It prevents selective participation, where individuals only enroll when ill and drop out when healthy, and challenges the traditional belief of “losing out if you don’t get sick”, while reinforcing the collective, mutual assistance of the medical insurance system.
