Recently, Guangxi issued “The Management Measures for Industrial Parks in Enclaves (Trial)” (hereinafter referred to as “The Measures”) to encourage cities and counties (or county-level cities, districts) with the necessary conditions to develop parks in enclaves, promoting rapid and healthy growth of the “enclave economy”.

According to “The Measures”, Guangxi’s industrial parks in enclaves aim to attract emerging sectors such as next-generation information technology and new energy vehicles, future-oriented sectors such as AI and the metaverse, and key manufacturing sectors relocated from eastern regions. “The Measures” includes allocating funds from the development fund of Guangxi Beibu Gulf Economic Zone and seeking various national fiscal resources and central investment to support infrastructure construction of industrial parks in enclaves. For large-scale and promising cross-provincial parks, Guangxi will offer targeted support.
