Other matters

(1) Enterprises that meet the conditions of this “Measures” from January 1, 2023 may apply for the redemption of funds from the previous year in the following year. Long’an County Bureau of Economy, Trade and Information Technology shall formulate application guidelines on an annual basis and redeem reward funds, which shall be borne by the county level financial funds.

(2) The support objects of this “Measures” are independent legal entity enterprises or privately or individually-owned business, as well as foreign trade import and export enterprises that fulfill their legal obligations in accordance with the requirements of “The Statistics Law of PRC” and relevant departments of Long'an County including the statistics department. And they should not have any tax risks or not-yet-closed tax inspection cases, should not be subject to major administrative penalties for safety production, environmental protection, and food safety, and should not be included in the "blacklist" of dishonesty in various fields or listed as joint punishment objects. Only enterprises (individual businesses) that pay taxes in accordance with the law and have not been dealt with in accordance with the law due to major safety accidents, quality and environmental pollution incidents, and other illegal activities in their annual declaration can receive support funds.

(3) The total import and export volume of goods shall be based on the statistical data provided by Nanning Customs to Long'an County.

(4) The same enterprise may enjoy the national, autonomous-region-level and municipal support policies at the same time.

(5) The maximum reward for the same enterprise that meets the conditions of multiple types of policies in Long'an County shall not exceed 300,000 yuan.

(6) For rewards of the same type, the highest one will be taken and it will not be enjoyed repeatedly.

(7) Enterprises that comply with this incentive measure must be commercial enterprises that meet the development positioning and direction of Long'an County's industry.

(8) The currency for the bonus is RMB, and the tax related expenses for receiving the bonus are borne by the enterprise (self-employed person).

(9) Enterprises that use false information to defraud financial funds shall be included in the blacklist of the integrity system. At the same time, the reward and subsidy funds shall be promptly recovered and the responsibility of the enterprises, legal representatives, and main persons in charge shall be pursued. If the circumstances are serious, the cases shall be transferred to judicial authorities for handling.

(10) For enterprises (projects) that have received support through government investment attraction in a "case by case" manner, they will not enjoy the reward of this “Measures” until the economic contribution and other indicators stipulated in the investment contract (agreement) are met.

(11) This “Measure” shall be implemented from the date of issuance and shall be valid until December 31, 2025. If it overlaps with other current or future policies issued by Long'an County, the preferential treatment shall not be overlapped and the most favorable policy shall be implemented. Long’an County Bureau of Economy, Trade and Information Technology shall be responsible for explaining specific policy application issues.
