“Measures to Respond to COVID-19 and Promote Steady Development of Foreign Trade” (hereinafter referred to as the “Measures”) consists of ten articles as follows.
(1) Encourage foreign trade enterprises to resume work and production. In the event that foreign trade enterprises have a tight budget as they spent a large amount of funds in disinfection and epidemic prevention and control during the epidemic period, the commerce department will support foreign trade enterprises by providing subsidy for them based on the costs of protective materials and devices in a certain proportion from January to March 2020.
(2) Stabilize and expand the scale of imports and exports. The commerce department further strengthens the working system of contacting and serving key foreign trade enterprises, and proactively coordinates with relevant departments to solve the difficulties and problems in the process of the work resumption of foreign trade enterprises. It will also increase support for international market exploitation, guide enterprises to overcome the impact of the epidemic by implementing various policies, carry out economic and trade promotion activities in a flexible manner, build an international marketing service network, maintain and expand overseas customers, and actively expand import and export channels.
(3) Expand financing channels for foreign trade enterprises. It will advance the establishment of the “Nanning Financial Pooling for Supporting Export-oriented Enterprises”, provide advance payment of export tax rebates and order-based financing support services of supply chain to export-oriented enterprises in Nanning based on the business advantages of pilot enterprises providing comprehensive foreign trade services, strengthen the role of treasury and finance in promoting export-oriented economy, and help export-oriented enterprises prevent trade risks, ease financing problems, as well as improve the efficiency of capital turnover.
(4) Reduce the import and export costs of enterprises. It will coordinate with relevant institutions to implement policies and measures to reduce or exempt fees with respect to port storage, inspection and quarantine as well as other aspects, formulate various policies to reduce the burden of logistics costs on enterprises, promote quality improvement and fee reduction for imports and exports, and further optimize the business environment for cross-border trade.
