Adopters who adopt abandoned infants or children from social welfare organizations are not subject to practical constrains as to having no child of their own or adopting one child only. District or county-level Department of Civil Administration where the social welfare organization is located is responsible for the registration of adoption application. 1.The adopter shall submit the following certificates and evidentiary materials；
(1) Adoption Application (draft) containing such basic information as marital status, children, objective of adoption, guarantee not to abandon or maltreat the adoptee and to ensure the adoptee’s sound growth, and others.
（2）Original and a photocopy of residential booklet and ID card, and a bareheaded photo (2-inch) for each person
（3）Certificate issued by the unit they belong to or village committee or community residents’ committee evidencing the adopter’s marital status, children, rearing and educating abilities, finance, health, morality, etc, bearing the official seal
（4）Certificate concerning the adopter’s children issued by family planning department of street or township government
（5）Health certificate issued by hospital at county level.
(6) Two adopter’s bareheaded pictures (3-inch)taken with the adoptee
2．The person who places out the infant or child shall submit the following certificates and evidentiary materials:
（1）Original and a photocopy of the residence booklet, ID card of the legal person of the Social Welfare Institution;
（2）Original records for the abandoned infant or child adopted by the Social Welfare Institution;
（3）Certificate of reporting picked-up infant or child issued by public security organ
（4）Residential booklet and one two-inch bareheaded photo of the adopted infant or child
(5) Health check-up report of the adoptee issued by designated hospital.
