Ⅶ. Construction Conditions
Shanglin County of Nanning City teems with vanadium-rich stone coal resources. There are vanadium-rich stone coal reserves of 270 million tons(C+D grade) and vanadium pentoxide reserves of 1.53 million tons. The stone coal has a 800－2143 C／g of caloric value and the rank of the vanadium pentoxide averages 1.2% (the lowest rank standard for mine is 07%). They belong to a large-scale mineral bed of deposited vanadium and are suitable for comprehensive development and utilization by way of new clean-type technology of vanadium extraction from stone coal, or technology of stone coal made to generate power － vanadium slag calcified to extract vanadium by alkali process － waste residues comprehensively utilized to produce cement and baking-free bricks.
The new clean-type technology of vanadium extraction has passed small-scale tests and industrial tests. Vanadium rate of return has turned out to be 54%, contained- calcium and -silicon of vanadium waste residues near 60%, useful for fabricating cement or adding to cement to produce baking-free brick.
Ⅷ.Total Investments and Capital Composition：
Investment totals about 1.3 billion Yuan, of which,
the annual 5,000 tons vanadium pentoxide smeltery takes up 250 million Yuan;
the 550 thousand × 2 stone coal thermal power plant takes up 450 million Yuan;
the annual output 1.2 million tons cement mill takes up 550 million Yuan;
the baking-free brick field with an annual 10 million pieces of baking-free bricks takes up 5 million Yuan, and
acquisition of mineral hills and land takes up about 45 million Yuan.

Ⅺ. Analysis on Market and Anticipated Economic Benefits:
1). Analysis on Market
Vanadium pentoxide is extensively used as a steel additive in the area of steel and aviation, etc. So far, the annual domestic demand is about 100 thousand tons, but its annual output is less than 20 tons. The demand for vanadium pentoxide will further rise along with the development in steel industry. Besides, the cost of using waste residues to produce cement is lower than using traditional method (production cost is 40 Yuan lower per ton), and again stone coal power plant may provide power to the outside as well as satisfying the energy consumed by metallurgical plants and cement mills. That means the project has invaluable benefits both in economy and in community.
2). Anticipated Economic Benefits:
After procduction, the sales revenue will be an estimated 981.06 million Yuan, the profit totals 362.82 million Yuan, the investment recovery period is 5.5 years (construction period exclusive).
Ⅻ. Progress of Preparation Work：Feasibility Study Report has been completed and Environmental Impact Assessment (EIA) has also been conducted.
