8. Supplementary Provisions
Article 23 Eligible enterprises should submit an application to local commercial and financial departments as per procedures.
Article 24 Enterprises (institutions) entitled to the supportive policies stated above should meet the following requirements at the same time:
(1) The enterprises (institutions) should strictly comply with relevant laws and regulations and relevant rules while carrying out cross-border e-commerce businesses, and accept the supervision of relevant departments in the comprehensive pilot zone.
(2) For e-commerce enterprises within the comprehensive pilot zone, their import and export volumes should be included into the statistics of the import and export trade of the customs of the zone.
Article 25 The most preferential policies should be implemented if the “Supporting Policies” overlaps the current policies of Nanning or new policies issued by the nation and the autonomous region. Overlapping entitlement to policies is strictly forbidden.
Article 26 Key cross-border e-commerce projects determined by Nanning Municipal People’s Government should follow the rewarding and subsidizing policies in the principle of “one resolution for one project”.
Article 27 The “Supporting Policies” should take effect from January 1, 2019 to December 31, 2023. Specific implementation should be interpreted by Nanning Bureau of Commerce. Upon taking effect of the “Supporting Policies”, the “Notice on Printing and Issuing Several Measures for Accelerating Cross-border E-commerce Development in Nanning” (NFG  No. 8) is abrogated.
