5. To step up support for land use of the comprehensive pilot zone.
Article 17 Priority of newly-increased construction land quota should be given to projects of the comprehensive pilot zone that are eligible to submit the land use application for approval as per the principles of “collective coordination and graded guarantee”. The transfer price of land for projects that use a large number of standard plants in the fields of warehouse logistics, cold-chain logistics and production-oriented service industries should be rationally determined based on the state of the industrial land market and referring to the estimated price, but not lower than the land equivalent as per the “National Bottom Price Standard for Industrial Land Transfer”.
Article 18 The term for the land transfer in the comprehensive pilot zone can be determined as per the maximum time limit under national stipulations. Upon expiration of the term, the user can extend the term under approval, except that the land needs to be taken back due to the public interests.
Article 19 Industrial projects in the comprehensive pilot zone can obtain the right to the use of state-owned land through leasing or transfer after leasing, with rent and transfer price complying with the “Management Measures for Industrial Land Resilient Transfer of Guangxi Zhuang Autonomous Region” (GZBF  No. 126).
