On the other hand, Nanning’s private enterprises must grasp the opportunities brought by the strategic partnership between China and the ASEAN countries. General Secretary Xi has put forward three missions for Guangxi, namely, to build an international ASEAN-oriented channel, to build a new strategic pivot for opening-up and development in southwest, central and south China, and to form an important gateway for the “Belt and Road” Initiative. Nanning is on the front line of entering the ASEAN countries, and a total of 15 China-ASEAN Expos have laid a solid foundation for the exchanges between the two sides. Therefore, by making use of Nanning's geographical advantages and existing economic exchange basis, Nanning’s private enterprises can expand their presence in the ASEAN countries deeply to reduce the adverse impact of unilateral trading advocated by countries like the United States. First, the government departments should organize experts and scholars to study the policies of Japan, Singapore and other countries for export-oriented economy, especially their concrete measures and practices for the ASEAN countries, and formulate related policies and measures suitable for Nanning’s private enterprises into the ASEAN countries; effectively analyze the industrial development and industrial policies of the ASEAN countries, issue annual analysis reports, provide investment consultation and guidance for enterprises, and guide enterprises to match their own industrial development with the industrial development of the investing countries. Second, the government departments should encourage and guide the third-party financial and legal service institutions to actively participate in the “Going Global” Strategy of enterprises. The departments should introduce influential third-party service institutions into Nanning, and strengthen the service for the export-oriented development of enterprises, so as to effectively play the role of “Nanning Channel” and provide various convenient conditions for private enterprises in Jiangsu, Zhejiang and Fujian to invest in the ASEAN countries through Guangxi. By doing this, more enterprises all over China that want to invest in the ASEAN countries will gather in Nanning gradually to promote the effective development of export-oriented economy of the city. Third, the government departments should make full use of the chamber of commerce to strengthen exchanges in the private sector. The departments should regularly organize relevant training courses, explore typical cases for analyzing and studying, and learn the successful experience of foreign enterprises of investment and operation in the ASEAN countries, so as to improve the adaptability and international competitiveness of Nanning’s private enterprises.
