The Development and Reform Commission of Guangxi Zhuang Autonomous Region has issued the Development Plan of China-ASEAN Nanning Airport Economic Zone (hereinafter referred to as the Plan) which covers the period from 2011 to 2020. According to the blueprint, an emerging airport satellite city which will have 300,000 people is going to rise in the land of 180 square kilometers in 8 years.
Transportation here will be three-dimensional—water, land and air. Modern industrial clusters including airline logistics, processing and manufacturing, airport high technology, featured agriculture, and tourism and leisure industry will emerge. More people will enjoy their life and future here.
Transport Network Characterized by “11421”-one airport, one railway, four roads, two light rails and one waterway
One airport and two zones — supported by Nanning Wuxu International Airport, Wuxu Airport Economic Zone and Fusui Airport Economic Zone will be established. Nanning and Fusui County will therefore be connected by the two economic zones.
The Airport Satellite City: the two economic zones will have a population of 300,000 in the land of 180 square kilometers, in which industries including air transport, aeronautical manufacturing, general aviation, aviation logistics and inflight catering and airport high technology will be established.
Transport Network Characterized by “11421”— one airport, one railway, four roads, two light rails and one waterway
One airport: Nanning Wuxu International Airport
One railway: the section from Nanning to Pingxiang of the Hunan—Guangxi Railway. In order to join the rail transport and air transport, stations will be set up at the airport, its supporting zones and at Fusui Airport Economic Zone.
Four roads: They are the Nanning-Youyiguan Expressway (Nanning to Youyiguan Ppass), the Beiliu (Qingwan) to Nanning (Suxu) Expressway, Fusui (Longtou) to Longan (Natong) Expressway and the Fusui to Wuxu first-grade road. These four high-grade roads all lead to the airport.
Two light rails: the first light rail which is from Nanning downtown to Nanning Wuxu International Airport is being built and the second one which extends to Fusui Economic Zone is reserved. The two light rails will connect the airport.
One waterway: Jiangjunling Work Zone, Fusui Port Area, Chongzuo Port, and the class-Ⅲ channel of Zuojiang River (Sanjiangkou of Nanning to Chongzuo) form an effective link between water transport and air transport.
Mature Construction Conditions
So far, airport economic zones have been or are being built in more than 30 cities, including Beijing, Shanghai, Shenyang, Wuhan and Kunming and so on. The construction of airport economic zone has become an underlying trend in giving impetus to industrial transformation and upgrading, to broadening the urban development space and strengthening the city competitiveness.
Nanning Wuxu International Airport is the major hub of and gateway to the ASEAN (Association of Southeast Asian Nations).It has direct international routes to ASEAN countries, such as Singapore, Malaysia, Indonesia, Vietnam, Cambodia, Laos, Burma, and Thailand. The domestic routes cover all capitals of the provinces and major cities and have direct routes to Hong Kong, Macao and Taiwan. Its rank in major national airports has also ascended from 32nd to 27th, which means it has become one of the medium and large-sized airports in China. Thus, relying on its hinterland Nanning City and Chongzuo City, Wuxu International Airport has been equipped with the basic conditions to develop airport economy and to build airport economic zone which is airport-based.
To this, the experts of the Plan think that Nanning Airport is equipped with the conditions to develop airport economic zone for the reason that this airport has ranked among the medium and large-sized airports throughout the country. Moreover, Guangxi Zhuang Autonomous Region has sped up the construction of new terminal area in Nanning Wuxu International Airport to build it into a major hub and gateway to the ASEAN.
According to the point “five years to take shape and ten years to complete”, which is specified in the Plan, it is estimated that the passenger throughput of Nanning Wuxu International Airport will reach 12 million in 2015, and the Gross Regional Product of the airport economic zone will be 16 billion yuan. The population in the economic area will reach 150,000 and the modern industry with airport characteristics will take shape. While in 2020, the passenger throughput will be 22 million and the Gross Region Product of the airport economic zone will be 50 billion yuan, and the population will reach 300,000. By then, the well-known airport economic zone with great influence will have been built fundamentally.
Nanning and Fusui Integrated into a Whole
The airport economic zone will be built according to the layout of “one airport and two zones”, which will integrate Nanning and Fusui into a whole. One airport means Nanning Airport and two zones mean Wuxu Airport Economic Zone and Fusui Airport Economic Zone. Wuxu Airport Economic Zone will cover an area of 120 square kilometers, which includes Nanning Wuxu International Airport, Nanning Wuxu Town and Yangming Industrial Park. Fusui Airport Economic Zone will mainly cover the eastern Fusui County and have an area of 60 square kilometers.
There will be some main industries in Wuxu Airport Economic Zzone, such as air transport, aeronautical manufacturing, general aviation, aviation logistics and inflight catering and airport high technology, etc., which will form an integrated region with highly clustered airport economy. In Fusui Airport Economic Zone, the processing and manufacturing industry related to air transport, integrated logistics industry, and airport services, will mainly be developed, supported by agriculture with airport characteristics, and recreation and tourism, which will achieve complementary development with Wuxu Economic Zone. Moreover, these two development zones will present the two-wing development pattern, and the two zones develop differentially at the beginning and will become integrated ultimately.
According to the radiation scope of the airport and the distribution of industrial types, the airport economic zone can also be subdivided into three zones: airport operations zone, core development zone, and radiation zone. The airport operations zone where Nanning Wuxu International Airport is located will cover an area of 19.57 square kilometers. The functions of this zone are to ensure normal operation of airport and to arrange aviation core industry and logistics industry which are closely related to airport transport, such as airlines bases, aviation oil, aviation materials.
The core development zone will cover an area of 40 square kilometers, which is the surrounding area of Nanning Wuxu International Airport. This zone includes Wuxu Town and Yangming Industrial Park. It will focus on manufacturing industry and modern service industry which are related to airport transport and aviation core industry.
The radiation zone is the biggest zone which will cover an area of 120.43 square kilometers. It includes Fusui Airport Economic Zone and most part of the Wuxu Airport Economic Zone and this zone will mainly develop strategic emerging industry, modern service industry, and featured agriculture, which have aviation features.
4. Building a City
An Airport Satellite City with A Population of 300,000
It is estimated in the Plan that the Gross Regional Product of the airport economic zone will reach 50 billion yuan and the population of the zone will be 300,000 in 2020, which indicates that the construction of a well-known airport economic zone with great influence will be completed. It means that an airport satellite city with 300,000 people will rise. Through the building of airport economic industrial clusters and important industrial bases and the breeding of the industrial distribution with modern industrial system in the airport economic zone, more commercial opportunities and more employment opportunities will be found.
As for transportation, an integrated city transportation system in which the dominant public transport is assisted by other forms of transport will be built.
In order to efficiently join Wuxu Airport Economic Zone and Fusui Airport Economic Zone, an arterial road will be built between these two zones, and the city public transportation will be employed and the Nanning municipal light rail will be extended to Fusui Airport Economic Zone. Meanwhile, the internal transport network in the economic zones will be optimized and the construction of express ways, arterial roads, collector roads and branch roads should be promoted to build an efficient and clear road system.
And in order to optimize the internal airport transportation and realize the passenger and cargo diversion, one main passenger entrance and six secondary entrances in working area will be set up. The main passenger entrance will be set up in south-north direction and be located between the short-term and medium-long term terminals, which will provide passengers and vehicles with efficient circulation when they get in and out of the terminal. Moreover, there will be some space between the main entrance and secondary entrances, which creates a smooth circulation in the working area.
In addition, the construction in the other aspects of the urban development will also be effected with high standard. A rational layout shall be worked out for some public services, such as administrative office, culture and sports, medical treatment and public health, education facilities, postal service, municipal administration, employment and social security, etc. Some large-scale public facilities such as stadium, library and culture centers will be built according to the need of the city development.
The Airport Getting Closer To You
After exiting from the airport, coaches, trains and light rails are available for visitors to go downtown, which is realizable for many large-scale international airports at present, and according to the Plan, multiple modes of transport will be built in Nanning to promote efficient traffic connections by constructing the comprehensive transportation network of “One Airport, One Railway, Four Highways, Two Light Rails, and One Waterway”.
It is introduced that the airport terminal area will be equipped with extensive comprehensive transportation hub station for automobiles, urban light rails, rapid transit, and taxis, thus establishing effective and convenient collection and distribution system, and achieving zero-distance transfer for passengers and commodities.
In terms of railways, the expansion of the capacity from Nanning to Pingxiang section in Hunan-Nanning Railway will be quickened, while railway stations will be built at the airport and supporting area and Fusui Airport Economic Zone, linking railway transport and air transport up smoothly.
In terms of highway, the construction of “Four Highways” will be sped up to give full play to Nanyou Expressway (Nanning to Youyiguan Pass), while Beiliu (Qingwan) to Nanning (Suxu) Expressway, Fusui (Longtou) to Long’an (Natong) Expressway and Fusui to Wuxu first-grade highway are planned to be built, thus leading them to the airport.
Simultaneously, the construction of “two light rails” will be promoted. The construction of the light way from Nanning downtown to the Nanning Wuxu International Airport will be sped up, and the other extending to Fusui Economic Zone is reserved to be built later, hence realizing two urban light rails to the airport.
Besides, the construction of Jiangjunling Work Zone at Fusui Port Area of Chongzuo Port and the class-3 waterway of Zuojiang River (Sanjiangkou of Nanning to Chongzuo) will be quickened based on the construction of Xijiang River Golden Waterway, promoting efficient traffic connections between the airport and waterway.
6. “One Airport and Two Zones” Cultivating “4+4” Modern Industrial System
China-ASEAN Nanning Airport Economic Zone will establish a spatial development framework of “One airport and two zones” which stand for Nanning Airport, and Wuxu Airport Economic Zone and Fusui Airport Economic Zone, forming the two-wing development pattern and covering an area of 180 square kilometers.
According to the Plan, the airport economic zones give priority to air transport, aviation logistics, aeronautical manufacturing and airport high technology. Moreover, four airport derivative industries including airport characteristic agriculture, tourism & leisure, business services, and education & training will form air industrial clusters and major industrial bases to cultivate “4+4” modern industrial system in the airport economic zone.
By 2020, here will appear an international air transport centre in Southwest China, Nanning high-end industrial cluster area and a new airport city, Nanning-Chongzuo economic pilot zone, a vital node of Nanning-Singapore economic corridor, and a new economic growth pole in Beibu Gulf Economic Zone.
Among them, the highlight of “the airport industrial aircraft” is the new airport terminal int Nanning Airport with a total investment of six billion yuan.
According to the staff in Nanning Airport, the aviation business of Nanning Airport has entered an unprecedented fast development period in recent years. After the new airport terminal is completed, the handling capacity of Nanning Airport will be 16 million passengers at home and abroad, and this international gateway airport will play an important role in connecting Nanning with ASEAN countries.
7. Five Years of Taking-off, Ten Years of Taking Shape
The initial stage of the construction of the airport economic zones is from 2011 to 2015. By 2015, the GDP of the airport economic zones will hit 16 billion Yuan, 1.2 times more than that in 2010; the population will be 150,000, 1.1 times more than that in 2010. The featured air modern industry is presenting its embryonic form then.
The shaping period is from 2016 to 2020. By 2020, the Nanning Wuxu International Airport will be gateway hub airport in China facing ASEAN area. The GDP in the economic zones will reach 50 billion yuan with a population of 300,000. An airport industrial cluster with large scale and complete system will come into being and well-known airport economic zones of great influence will substantially be established.
From then on, Nanning will give full play to the comprehensive transportation advantages of the airport, railway, highway and waterway for the airport economic zones featuring “four-in-one”, strengthen the construction of transportation infrastructure, and expedite the efficient docking of different transportation modes, in an endeavor to build a comprehensive transport network with “one airport, one railway, four highways, two light rails, and one waterway”.
8. Development Orientation
—— The international aviation transportation center of Southwest China. Nanning will accelerate the construction of a gateway hub airport facing ASEAN area, and enhance the airport’s influence on the development of the airport economic zones.
—— The high-end industrial cluster district in Nanning and airport new city. Nanning will foster and develop a high-end airport industrial cluster and the new airport district, thus forming a significant functional cluster to realize the integrative development of the “head” and “hinterland” of Nanning.
—— The pilot zone of Nanning-Chongzuo economic belt. It aims at driving the optimizing of the industrial structure of Nanning and Chongzuo and realizes the co-construction and sharing of great infrastructure facilities to expedite the integrative development as well as accelerate the establishment of Nanning-Chongzuo economic belt.
—— The important node in Nanning-Singapore economic corridor. Nanning is speeding up the construction of a regional international comprehensive transportation hub to realize the air and land connection of the economic corridor.
—— A new economic growth pole in Beibu Gulf Economic Zone. It will serve as complementation of the coastal and port-centered industrial clusters in Beibu Gulf Economic Zone to promote the co-development of the port and airport industries.
9. Functional Division
According to the influence and the industrial distribution of the Airport, the airport economic zone will be divided into three parts: the operation area of the Airport, the core development area and the expanding and radiation area.
The operation area of the Airport refers to the location of Nanning Wuxu International Airport whose main function includes guaranteeing the normal operation of the Airport, where the core aviation industry and logistics industry such as airlines bases, aviation oil, and aviation materials which are closely related to the airport transportation are to be arranged.
The core development area is the area surrounding Nanning Wuxu International Airport, including the urban area of Wuxu Town and Mingyang Industrial Park, where the manufacturing and modern service industries which are closely related to airport transportation and core aviation industry are to be arranged.
The expanding and radiation area includes most part of Wuxu Airport Economic Zone and Fusui Airport Economic Zone, where the strategic emerging industry, modern service industry, and featured agriculture with aviation orientation are to be arranged.
