Established in 1987, the Dashatian Economic Development Zone of Nanning (referred to hereafter as the Dashatian Development Zone) was the first development zone in Guangxi. Located between Nanning City and Yongning County, the Dashatian Development Zoneis, three kilometers from the downtown area of Nanning, serving as the south gate of the city. With a planned area of 39.6 square meters, (the area for first-phase construction is 6.5 square kilometers this zone is 120 kilometers and 160 kilometers from Qinzhou Port and Fangcheng Port, respectively, and is 25 kilometers from Nanning International Airport. Approved to be a provincial development zone in December 1994, the Dashatian Development Zone now has a population of 30,000 or more, and has set up Nanqu and Beiqu neighborhood committees. Since its establishment, the Dashatian Development Zone has introduced 119 projects with contracts for the investment of 1.88 billion Yuan, of which 870 million Yuan is already in place. The result is a modern industry system consisting of forage industry, pharmaceutical industry, building material processing industry, machinery processing industry and real estate industry. The Dashatian Development Zone boasted a industrial turnover in 2001 of 730 million Yuan, the total revenue from technology industry, industry and trade is 840 million Yuan and the fiscal revenue of 21.81 million Yuan Three additional projects were introduced, representing a contractual value of 65 million Yuan, including foreign investment in the amount of 280,000 US dollars.
Major Developments in Construction
Prior to 2001, the Dashatian Development Zone put 200 million Yuan into the construction of infrastructure, which allowed the completion of the projects concerning the installation of water and power supply systems and the construction of roads, telecommunication facilities, landscape and streetlights. In 2001 12 million Yuan was put into infrastructure construction, accomplishing the construction of 1177 meters of streets, 12,890 square meters of concrete pavement, 2230 meters of sewers and the excavation of 510,000 cubic meters of earth and stones. Among these, projects that had been completed included: the waiting hall of the Business Parking Lot, 90% of the road construction projects, 85% of the office building project of the Administrative Committee, the construction of roads and sewers in 10 districts, and the design and bidding of the pavement and sewer projects of Middle Jianshe Road Middle, South Tuanjie Road and South Rongguang Road. The Dashatian Development Zone now has three markets for farm produce, one department store and a recently expanded base of 453 private industrial and commercial units, with over 600 stores and restaurants spreading over the Zone.
Suitable Environment for Construction
In 2001, Dashatian Development Zone mainly conducted the following work in soft environment construction:
Firstly, to increase the transparency of administrative work;
Secondly, to formulate such regulations as Measures of Rewards to Personnel in Attracting Foreign Investment to Dashatian Development Zone of Nanning, the Provisions Concerning the Responsibility System of Staff Members, and the Provision Concerning Rewards to Personnel who Make Contribution to Maintaining Social Stability, that enabled the Development Zone to develop in a sound way;
Thirdly, to strengthen the management of townscape, focusing on the control and monitoring of hygiene and order of the stands in night market, eliminating the advertisements and banners that were pasted or stretched across the streets without the permit of the government, strictly implementing the system of three responsibilities for cleanliness, maintenance of trees and grass, and public order in the area before a stand and enhancing the management of environmental sanitation and city reforestation.
Fourthly, to enhance the management and services of enterprises inside the Zone, strengthening the surveillance of safe production, making regular inspections, helping the enterprises improve their service before, during and after production process;
Fifthly, to promote the mass cultural and ideological progress, actively constructing “civilized units”, intensifying the surveillance and monitoring of cultural markets, carrying out campaigns against pornography and other crimes, holding recreational and sports activities in the Zone so as to enrich people’s cultural life, organizing the “Bayin” theatre and art troupe to attend the Evening Party for Marking the 80th Anniversary of Chinese Communist Party held in Yongning County and to perform later in Beijing, and setting up a non-professional drama society in the Zone;
Sixthly, to tackle the public security in a comprehensive way, taking sever measures against grave illegal and criminal activities, attacking illegal pyramid selling activity, so as to enhance and maintain the social stability in the Development Zone.
Situation of Enterprises Involving Foreign Funds
In 2001, 19 projects were introduced into the Development Zone, 16 of which were completed and put into operation, with the contractual investment of 52.18 million US dollars of which 46 million US dollars was in use. Among the new enterprises were the Nanning Zhengda Animal Husbandry Limited Company, the Taige Metal Articles Processing Limited Company, the Nanning Zhengda Building Material Limited Company, the Nanning Jingang Cement Processing Plant, the Nanning Kebao Paper Industry Company, and the Dachang Animal Husbandry Limited Company of Guangxi. The total revenue of foreign-funded enterprises in 2001 was 460 million Yuan, which represented 63% of the gross industrial output of the Development Zone. As just one example, the Nanning Zhengda Animal Husbandry Company boasted revenue of 307.7 million Yuan with the profit and tax of 16.721 million Yuan.
