Article 1 This system is formulated to improve the emergency management capability of the government, ensure that emergencies can be handled in a timely and effective manner, and that the emergency platform can operate normally.
Article 2 The municipal emergency platform refers to the platform system constructed with the investment of governments at all levels and relevant departments, and it is composed of municipal emergency command center (the core), emergency command sub-centers of the people's governments of all counties and districts (management committees of development zones), some special emergency command sub-centers and all kinds of software (hardware) facilities and equipment.
Article 3 Planning, construction and management of the municipal emergency platform are taken charge by the Emergency Management Office of the Municipal People's Government (the “Municipal Emergency Office” for short). The platform shall meet the needs of connection and communication, resource sharing and fast and convenient information reception among different units, achieve unified command and dispatch at municipal level, multi-level emergency response by different departments in a timely, efficient and coordinated manner, and be equipped with integrated application functions of administrative on-duty shifts, emergency on-duty shifts, management and command.
Article 4 The people's governments of all counties and districts (management committees of development zones) and the special emergency command sub-centers shall designate personnel to be in charge of managing the emergency platform of the unit, and establishing complete account and archives of the system equipment. The Municipal Emergency Office shall regularly organize inspections every year to ensure that all kinds of equipment are in good condition and can operate normally.
Article 5 The emergency platforms and relevant systems are facilities and equipment that guarantee the normal operation of the emergency operation of the city. They shall run in good condition and be kept clean and tidy. No unit shall, without the consent of the Municipal Emergency Office, dispose of, transfer, alter or use them for any other purpose.
Article 6 Any breakdown or abnormal phenomenon in the use of the facilities and equipment of the emergency platform shall be inspected and repaired in a timely manner by the very unit. In case the breakdown or abnormal phenomenon cannot be repaired in time and the platform remains out of operation after 24 hours, the unit shall immediately report to the Municipal Emergency Office and the relevant technical staff shall be organized to continue the repair; if the platform cannot be restored within 48 hours, the unit shall apply to the Municipal Emergency Office to arrange technical staff to do the repair or replacement. Upon the examination and verification by the Municipal Emergency Office, if not repairable, the facilities or equipment shall be replaced by relevant unit or the Municipal Emergency Office.
If the facilities or equipment of the emergency platform are aging after long-term use or cannot meet the needs of work, they shall be adjusted, supplemented or replaced by the Municipal Emergency Office.
Article 7 For any damage or loss of the facilities or equipment of the emergency platform caused by violation of relevant management provisions or human factors, the person/persons involved or the unit such person/persons belonging to shall compensate and the person in charge shall be held responsible.
Article 8 The system data of the emergency platform mainly includes various data systems and resources such as geographic information data, city basic data, professional data, event process data, document data, plan data, knowledge data, model data, emergency resource data, typical case data, etc. The data storage and backup of the municipal emergency platform shall be in the charge of the Municipal Emergency Office; the data storage and backup of the people's governments of all counties and districts (management committees of development zones) and the special emergency command sub-centers shall be in the charge of the units.
Article 9 The data of each emergency platform is internal information, and each unit shall strictly follow the relevant provisions of data information management to ensure safety. The data information management of the emergency platform adopts the security responsibility system of "the one who use shall manage and take responsibility". The Municipal Emergency Office regularly organize units to collect and update system data of the platform each year, and the units shall actively cooperate and provide real, accurate and complete data as required.
Article 10 The Municipal Emergency Office shall, according to the needs of work and the division of responsibilities of the units, issue the data access authority, and each unit shall make reasonable use of the data according to the needs of work and the access authority.
Article 11 The personnel responsible for operating the facilities and equipment of the emergency platform shall meet the criteria and requirements of the relevant position, familiarizing themselves with and grasping the use and operation methods of the emergency platform and its system.
Article 12 The operation training and exercises of the emergency platform facilities and equipment shall be held by the Municipal Emergency Office in due course according to the needs of work.
Article 13 The implementation and management, supervision and inspection, interpretation and amendment of this system shall be in the charge of the Municipal Emergency Office.
Article 14 The system takes effect on the date of promulgation.
