I, on behalf of the Nanning People’s Government, present to you the Report on the work of Nanning municipal government for 2011 for your consideration and approval along with Nanning 12th Five-Year Plan for the National and Social Development. I also solicit comments and suggestions on the report from the members of the Municipal CPPCC and the other invited comrades.
I. Recall of the 11th Five-Year Plan
The past five years has witnessed the unusual development of Nanning. The major tasks of the 11th five-year plan and the 3-year plan of scientific development have been satisfactorily accomplished, the near-future foundation for the target of building Nanning into a regional international city and Guangxi “best city” basically achieved. A new chapter on Nanning scientific and faster and harmonious development has been written with hard work, passion, and struggle of of all ethnic groups of Nanning, a new situation of opening-up and modernization construction has been created.
New steps were made in the total economic volume. For the past five years, the economic scale of Nanning city has accelerated, quality and efficiency obviously improved, its economy developed well and faster. By the end of 2010, compared with 2005, more than double increase has been achieved in the 18 social and economic development indexes such as the regional GDP, per capita regional GDP, the total value of all the industries, the total value of the whole social consumer goods, the investment in the whole social fixed assets, the financial revenue, the traveling revenue, the total export value, the direct foreign investment. In particular, the regional GDP has reached 180.0,34 billion yuan, 2.5 times that of 2005, accounting for 18.9% of the GDP
of Guangxi with the annual increase rate of 15.5% ; the financial revenue has reached 300.88 billion yuan, three times that of 2005, accounting for 24.49% of the total revenue of Guangxi with the annual increase rate of 24.59%; the investment in the whole social fixed assets has reached 148.302 billion yuan, four times that of 2005 with the annual increase rate of 32.52%; the accumulated amount of the investment for the whole social fixed assets for the past five years 422.8 billion yuan, 3.9 times that of the 15th plan, accounting for 70% of the total investment in Nanning since the implementation of the Open-up policy more than 30 years ago, the largest five-year investment in the history of Nanning. The total value of all the industries has reached 150.293 billion yuan, three times that of 2005 with the annual increase rate of 25.08%; the total retail volume of the social consumer goods hits 90.593 billion yuan, 2.4 times that of 2005 with the annual increase rate of 18.96%.
New progress has been made in structural adjustment. For the past five years, we have accelerated the transformation of economic development modes and the shaping of modern industrial system by fully implementing strategy of “Reinforcing the primary industry, expanding the secondary industry and improving the tertiary industry” and building “three bases and three centers”. The ratio of the three industries has increased from 16.55∶31.96∶51.49 in 2005 to 13.58∶36.26∶50.16 in 2010.
In industry, the construction of the base for the regional advanced manufacturing has been accelerated. Greater development has been achieved in the eight advantageous industries such as processing of produce, mechanical manufacturing, aluminum processing, bio-engineering and pharmacy, electronic information, chemical engineering, architectural materials, paper making with a great batch of key industrial projects further undertaken. In 2010, the added value of all the industries has reached 48.481 billion yuan, 2.94 times that of 2005; the industrial added value accounts for 26.93% of the regional GDP, 4.1% more than 2005; the contribution rate of industry to economic growth is 32.28%, which pulls up 4.58% of the economic growth; 299 enterprises in Nanning have the output of over hundred million yuan, ranking first in the whole province.
In service, the shaping of regional advanced manufacturing bases has been accelerated. Further prosperity of Chaoyang Business Circle has been achieved; Langdong Fengling Business Circle has taken shape; the further development of commercial centers along the express ring road has been quickened, international reputed brands like LV, Wal-Mart, Paris Spring, Guangzhou Friendship have opened business in Nanning; new business such as e-business and chain business has rapidly developed. The four logistic parks of Jiangnan, Yudong, Anjie and Jinqiao have initial established and a batch of logistic projects have been completed, as a result, Nanning has been designated by the Commerce Ministry as Model City for National Modern Logistics in Circulation Field. Further growth is seen in information, finance, exhibition, and tourism.
In agriculture, the construction of agricultural bases with regional characteristics has been accelerated. Consecutive increase is seen in grain output for the sixth year, strong and rapid growth is seen in advantageous industries like vegetables, fruits, sugars, silk worms, flower tea, cassava, and edible fungus. The greater progress has been made in scale, standardization, improved seeds, and industrialization in animal husbandry; no widespread animal disease has occurred for the 6th consecutive years with the output of fresh water products and milk ranking first in Guangxi. The process of agricultural industrialization has accelerated with 131 leading enterprises in agriculture, 13 of which are state-level.
Frog leap has been made in urban development. For the past five years, in line with the development layout of “With the Yongjiang River as the axial line, build the west and expand the east, improve the north and promote the south, and develop southward” and by sticking to high standards in planning and construction, great improvement has been achieved in the efficient management and urban functions. The construction of the regional comprehensive traffic pivot center has entered a new stage, barrier-free urban construction has passed state inspection, “China Water City” has taken shape, the reputation of Nanning as “China Green City” has been widespread, modern ecological and suitable urban habitat has fully displayed its charm, great improvement has been made in city reputation, influence and competitiveness.
Acceleration has been made in the construction of new districts. The infrastructure of Fengling New District and Xiangsihu New District has been constructed, Wuxiang New District has been further developed, full development is seen in key areas like Panlong, headquarters base, Longgang and China-ASEAN International Logistic Base, and the city framework has been further enlarged.
Perfection has been made in infrastructure. A great batch of projects concerning traffic, telecommunication, urban utilities, and environment have been completed and put into use, in particular, the campaign in perfecting traffic infrastructure started in 2010 has pulled up the construction of a series of key traffic projects so that regional passage capacity with Nanning as the center and radiating neighboring areas has been greatly promoted. Wuxiang Avenue, Nanning Bridge and Guangxi Sports Center have become the new landmarks of Nanning city. In 2010, the quality of tapped water produced by the city water factories are 100% qualified, that of pipelined water 99.9% qualified, the best record in history.
Urban management has been completely strengthened. Further improvement has been made in digitalized management and commanding system. The long-term effective mechanism for “Urban and Rural Cleaning Project” has gradually established. The achievement in the creation of “National Civilized Model City” has been consolidated. The treatment of inner city rivers has commenced and its long-term efficient management mechanism has been initially established.
Promotion has been made in eco-construction. For the past five years, by sticking to the principle of building an ecologically-friendly city, the policy of energy-saving and emission-reduction has been strictly implemented, as a result, targets set by the provincial government for the 11th five-year plan have been hit, such as meeting requirements of the total consumption of energy per ten thousand yuan production, the total dioxide carbon emission, the discharge of chemical oxidization.
Great progress made in energy conservation and consumption. Special funds have been arranged to promote industrial energy-saving innovation and the termination of backward production capacities like cement, paper-making and leather-making. In 2010, The energy consumption of producing ten thousand yuan industrial added value is 1.8368 ton standard coal, 31.55% fall compared with 2005, exceeding the target set by Guangxi government during the 11th five-year plan by 15%.
The prevention of pollution has been fully reinforced. The rate of concentrated treatment of urban sewage has reached 85%, that of harmless treatment of living garbage 100%, the rates of concentrated treatment of county sewage and harmless treatment of living garbage both reach 60%. The waste water treatment plants in the towns of the six counties are under full operation and garbage pits in Hengxian county, Mashan county and Long’an county are basically completed. The pollution prevention has turned from passive treatment to active prevention and control, and has achieved “Five Firsts”: the first to become the capital city in China where all its sugar-making plants have met the standards of clean production class II and discharge class I; the first to have completed waste water treatment in cassava powder industry in Guangxi; the first to have upgraded the waste water treatment equipment in paper-making from waste paper in Guangxi, the first to explore and promote the application of reducing carbon emission with water and coal pulp in Guangxi, the first to have completed the construction of medical waste water treatment facilities in district-level township hospitals.
Continuous improvement has been made in the eco-environment. The activity of “plant more trees and plant big trees” has been launched so that the rate of forest coverage in the whole city has reached 43.65%, the green coverage in the built urban areas 40.36%, the major rivers have maintained class II to III water quality, and the qualification rate of ground surface water resources 100%. The comprehensive treatment of the Yongjiang River has shown initial effect, other work of pollution prevention progresses gradually and effectively like auto exhausted emission, noises produced by construction sites, dusting at construction sites and sand and soil leaking from truckers.
New paces have been made in unified development. For the past five years, we have insisted in unifying urban and rural development with focus on the work concerning agriculture, villages and farmers, have accelerated the construction of new socialist villages, and realized the goal of improvement in agricultural efficiency, farmers’ income and rural development.
Further development has been made in implementing the policy of further strengthening and favoring agriculture. The agricultural production develops steadily through greater investment in agriculture, villages and farmers, and full implementation of various policies of subsidization in fine seeds, farming machine procurement, grain planting and farming investment.
District/county economy shows vitality. Wuming County and Hengxian County are awarded Guangxi Top Counties in Scientific Development. Shangli County, Mashan County and Liangqing District are awarded Guangxi Progressive Counties/Districts in Scientific Development. Long’an County is awarded Guangxi Progressive Prize in County Economic Development. Qingxiu District, Xixiangtang District and Liangqing District are awarded the honorary title of National Advanced Counties/Districts in Scientific and Technological Progress. Binyang County tops Guangxi in the number of registered trademarks and famous trademarks. Mashan County’s “Nongla Mode” has become a model in national eco-protection and helping farmers to increase their income. Shanglin County and Long’an County have produced some influence for their eco-tourism and healthcare trip. Qingxiu District financial revenue ranks first in Guangxi counties and districts. Jiangnan District has succeeded in sponsoring China-ASEAN Light Industrial Products Exhibition. Xingning District‘s social consumer goods accounts for one fifth plus of the whole city’s total. Yongning District has made great achievements in the construction of infrastructure. The industrial output value of the Hi-Tech Development Zone and the Economic Development Zone have exceeded 25 billion and 12 billion respectively. The China-ASEAN Economic Development Zone outstands in building “National Overseas Chinese Farm Development and Reform Piloting Zone”.
Acceleration has been made in urbanization and the construction of new villages. The rate of urbanization increased from 38.5% in 2005 to 48% in 2010. Mashan County and Long’an County have fully accomplished the construction of infrastructure in big mountain areas, the piloting work in the construction of new villages in Wuming County and the original areas under the jurisdiction of former Yongning County has come to a satisfactory end, and the construction of “100 Model New Villages” and “New Village Demonstration Villages” and “Rural Eco-Homesteads ” has commenced steadily, great improvements have been made in infrastructure like rural roads, water supply, power supply, telecommunication and flood prevention, in the improvement projects concerning the urban and rural outlook and in rural production and living conditions.
New Breakthroughs have been made in reform and innovation. For the past five years, we have made greater efforts to accelerate the construction of innovation-oriented city, improve the structural mechanism of scientific development, now our city has displayed further vitality.
The reform of administrative structure has been deepened, acceleration in the transformation of governmental functions and further improvement in law-based administrative execution. Progress has been made in reforming state-owned enterprises, state-owned asset management and the mechanism of investment introduction and capitalization; investment introduction platforms like Urban Construction Group, Water Affairs Group and Rail Transit Company have been in operation one after another, and great improvement in their market competitiveness and profit-making capacity. Preliminary achievement has been made in deepening the reform of medical and healthcare mechanism, that is, the National System for Essential Drugs has initially established and comprehensive reform basically completed in 60% of grass-level medical and healthcare institutions. The reform of the rural collective forest right system has reached the stage of completing the task of determining the boundaries and ownership. The structural reform of grass-root level supply and marketing cooperatives has been completed one year ahead of the timetable. Non-public economy has shown great progress.
Major breakthroughs have been made in the construction of an innovation-oriented city. Nanning, for the fifth consecutive year, has been awarded “National Advanced City in Scientific and Technological Progress”, upgraded as “National Model City for Scientific and Technological Progress and National Piloting Innovation-Oriented City”, listed among “China Top 50 Cities with Strong Comprehensive Innovation Capacity” and “Top 10 Cities Having Contributions to Development Modes in the Construction of Innovation-Oriented Nation”. Acceleration has been made in the construction of regional scientific and technological innovation bases, so far one national key lab, nine provincial key labs, one national incubator and four provincial incubators have been completed, and Nanning Scientific and Technological Incubation Base, the first development-type quasi-bio professional incubator has been put to use. Innovation has been made in assessing the performance of innovation-oriented government; Nanning is the first in Guangxi to have completed the construction of institutional performance assessing platform, which was awarded “2010 China Urban Information Management Innovation Prize”.
The opening–up has entered a new stage. For the past five years, we have insisted on focusing on ASEAN, actively participating in multi-regional cooperation, reinforcing investment introduction, expanding export-oriented trade so as to further open up to the outside world in a complete, multi-level and diverse manner. Great progress has been made in the process of urban internationalization, opening-up-oriented economy has developed quickly. Nanning was listed as one of the top ten cities in the promotion of global urban comprehensive competitiveness in the Report on 2009-2010 Global Urban Competitiveness compiled by China Academy of Social Sciences.
“Nanning Channel” has become more mature. China-ASEAN has been successfully held for the 7th consecutive years; five ASEAN nations have established consulate general, business affairs liaisons for ASEAN, Japan and Korea have been put to use to establish important platforms to promote the economic and trade exchanges between China and ASEAN nations, Nanning has changed from a nervous end of Southwest China to become an open frontier facing ASEAN. Nanning Warehousing Center has been completed and begun operation, and the “water-free harbor” begins to show its benefits
New situation has been created through multi-regional cooperation. Nanning has made friendship cities with 17 cities in other parts of the world. Foreign exchanges and cooperation cover five continents in the world. The integrated cooperation with “Beihai, Qinzhou and Fangchenggang” has been thoroughly deepened, the cooperation with the Yangtze River Delta, Pan-Pearl River Delta and Southwest China has been further promoted. Great achievements have been made in accepting domestic industrial relocating enterprises such as Foxconn, Master Kong, president and other well-known enterprises and major projects.
Further expansion has been made in foreign trade. In 2010, Nanning total value of imports and exports reach 2.313 billion US dollars 3.08 times that of 2005, of which export amounts to 1.593 billion US dollars, 2.76 times that of 2005.
Great improvement has been made in people’s living. For the past five years, by taking good care of employment - the core of people’s living, and guarantee – the basis of people’s living, we further implemented ‘Ten Billion Projects for Social Development”: for the past five years, 20 projects aimed to improve people’s living have been undertaken each year, from which the great masses have benefited a lot.
Faster rise are seen in the income of urban and rural residents. In 2010, urban residents had 18,032 yuan disposable income per capita, 8,829 yuan more than or nearly two times that of 2005 with an annual rise of 14.4%; the net income of rural residents per capita was 5,005 yuan, 2,325 yuan more than or 1.87 times that of 2005 with an annual rise of 13.31%.
Further improvement has been made in public employment service system. Greater efforts have been made in creating job opportunities. For the past five years, 335,400 new jobs have been created, 88,200 laid-off have been helped to get reemployed. The rate of registered urban unemployment has been below 4%.
Further improvement has been made in social security systems. Unification has been made in five social securities like pension insurance, unemployment, medical care, injuries at work and family planning. Subsidy standards for insurance, urban and rural households enjoying the minimum living guarantee and rural households enjoying the five guarantees increases every year, medical aid standards for urban and rural people have been unified, the payment scope of medical insurance accounts and clinical serious diseases has gradually been widened, the rate of buying new village cooperative medical insurance has remained at over 90%.
Acceleration has been made in the shaping of diversified housing guarantee system. The housing difficulty of low-income families is being solved step by step by providing low-rent houses and affordable houses; the housing demand of “sandwiched layer” families can be gradually met by providing public-rent housing and controlled price commercial housing; the housing condition of special groups have been improved by relocation, shanty town reconstruction, the reconstruction of old and dangerous houses, comprehensive treatment of old areas. For the past five years, over 57,000 apartments of various guaranteed housing have been built.
New progress has made in social growth. For the past five years, we have coordinated the development of various social causes, gradually promoted the equalization of basic public services, and greatly improved our urban soft power.
Priority is given to the development of education. The task of “making a nine-year compulsory education universal by and large, and basically eliminating illiteracy among young and middle-aged people” has been completed two years ahead of the schedule, the task of vocational education basically completed, and teachers’ performance salaries in the compulsory education sector have been paid. Development in public health has been quickened, the three-level medical health network has been further improved, urban and rural medical health service system has taken shape, the capacity of disease prevention and control has increased, and major health indexes of local residents are superior to the national average. The cause of family planning goes smoothly, standardization and regularization of 112 township family planning stations have been completed , the rate of natural population growth has been controlled within the index, and Nanning is listed among “National Model City for the Comprehensive Reform of Population Control” and “National Piloting City for Equality of Basic Public Service for Migrant Population Control”. The task of enabling each village to access to broadcasting and TV has been satisfactorily completed. The brand of Songs Flying over the Land has been further promoted, a batch of cultural elites like The Sky Cries and Haitang Pavilion have been successfully released, Stories of Hotels are awarded National Witty Skits Excellency Program Prize. Nanning TV Station and ASEAN TV stations have jointly held four cross-border Spring Festival Galas so as to promote cultural exchanges. Grass-rooted cultural activities are rich in contents and styles, and new breakthroughs have been made in the construction of public cultural service system. Sports for the masses, competitive sports are actively undertaken. Sport industry shows vitality in development. Nanning has succeeded in holding major events such as the IAAF World Half-Marathon Championship.
New achievements have been made in maintaining peace and security. For the past five years, we have insisted that stability tops everything by enhancing and innovating social management, trying to raise the educational and ethnical standards of the whole society. Seek development via stability, promote stability and harmony via development.
Activities aimed to “sieve”, “coordinate” and “eliminate” conflicts and “Open Reception” activities have effectively been launched. 12345, the mayor open telephone number is 24 hours on line, great improvement has been made in administrative review work, people’s arbitration mechanism, farming worker’ rights protection platforms, and channels for the masses to seek solutions to problems have been further facilitated. Illegal crimes have been effectively prevented and cracked down, and Nanning was awarded with title of “National Excellent City in the Comprehensive Treatment of Social Security”. Further improvement has been made in emergency response management by performing rehearsals against earthquakes and geological disasters and in the capacity to handle emergent public events. A better situation has emerged in safe production and the average annual death toll per accident falls by 7.4% .
Nanning citizens’ educational and ethnical standards has been greatly raised by undertaking activities of building civilized city, towns and villages and units, by advocating Nanning spirit of “Help when you can and dare to do good deeds” and by bettering development environment. Nanning for the 4th consecutive year has won the title of “National Model City for Two Supports” and “Guangxi Model City for Two Supports” five times. Urban ethnic minorities’ migrants’ service and management, the so-called “Nanning Model”, has become one of five typical models in the national ethnic affairs service system. Nanning is among the top in the work of monitoring, assessing and handling ethnic relationships, and has won the title of “Advanced City in the Progress of National Ethnic Unity”.
Further efforts have been made in promoting governmental construction. We have implemented the resolutions the decisions made by the Nanning Municipal People’s Congress (NMPC) and its standing committee, always ready to accept the supervision from (NMPC), CPPCC and society. So far we have handled 1,158 proposals from Guangxi People’s congress, NMPC and representatives and 2,214 proposals from CPPCC, 100% rate of concluding cases. We have performed administration in compliance with laws, and 13 local regulations have been submitted for examination and 40 governmental charters released according to the strict procedures.
Mechanisms like the System of the First’s Responsibility, System of Concluding a Case within a Given Time and System of Responsibility Investigation have been implemented to promote the open administrative affairs. Working style has been improved by launching activities like further studying and practicing the outlook of scientific development and contests of being No. 1.
Great amount of work has been performed by the municipal departments and units like overseas Chinese affairs, religious affairs, inspection and audition, and great guarantees and contributions have been made by central and Guangxi units based in Nanning to the social and economic development of Nanning.
2010 was the decisive year of implementing “11th five-year plan”. We consolidated and put forward the momentum of the whole city’s social and economic development by overcoming disadvantages like natural disasters and complex external environment, focusing on structural adjustment and people’s living, promoting transfer, building harmony, and performing thematic activities. The regional GDP increased by 14.2%, the total volume of the whole social consumer goods by 20%, foreign direct investment by 18.62%, energy consumption of ten thousand yuan production decreased by 2.1%, the emission of chemical oxidation decreased by 3%, the emission of dioxide sulfur remained unchanged, urban residents disposable income increased by 10.94%, farmer net income by 14.1%, the CPI by 2.5%, creating 73,800 new urban jobs, the rate of registered urban unemployment is controlled at 3.69%, so is the rate of natural population growth at 8.36%. The targets made by the municipal 12th people’s congress 8th session have been satisfactorily completed, which will lay a solid foundation for the commencement of “the 12th five-year plan”.
In 2010, we have highlighted and completed the following work:
1. Highlighting the strategy of “Reinforcing the primary industry, expanding the secondary industry and improving the tertiary industry”, we have adjusted and optimized the industrial structures. Recovery was seen in industrial economy and simultaneous increase made in production, investment and earning. Gross output value of industrial enterprises above designated size was 128.869 billion yuan, 31.32% rise over the previous year; industrial investment reached 35.407 billion yuan, 46.41% rise; the main indicators on economic efficiency of industrial enterprises above designated size were 261.7, 32.85 points up; its profit was 6376 million yuan, a rise of 87.83%. There are 182 new enterprises above designated size and 75 ones with one hundred million yuan output. Quick growth was seen in service industry, whose contribution rate to economic growth was 234.1%, an increase of 30.77%. The total output of farming, forestry, animal husbandry and fishing was 40.327 billion yuan, 5.89% rise over the previous year. The total output of grain was 2,119,000 tons, a record high, grain planting area and total output of Nanning ranked first in Guangxi.
2. Win five campaigns by outstanding four thematic activities. “Project construction year” activities were launched. 334 projects more than the previous year (excluding real estate) were commenced, 9 new projects started, additional 368 projects completed and put into operation, 80 of 100 key projects are under construction, completing 18.099 billion yuan investment, the number of commenced projects and completed investment both exceeding the previous year; 82 provincial-level key projects were promoted, completing 15.180 billion yuan investment. “Serving enterprises year” was launched. 350 issues put forward by enterprises were solved with the coordination of the government, the rate of concluding cases is over 95%. “Developing environmental construction year” was launched. The satisfaction degree about Nanning’s environment of investment ranked first in Guangxi, and development environment was further optimized. “Party organizational construction year” was launched. Grass-root party construction was enhanced and the atmosphere of trying to be No. 1 has prevailed.
Winning the battle of vitalizing industrial economy. The construction of a batch of key projects were promoted and the development of a group of key enterprise were facilitated by using well special funds, industrial land reserves as well as preparing strategic industrial cultivation, industrial development. The annual industrial targets like GDP, technical innovation investment, the construction of 100-million-yuan output enterprises were met. We have won the battle of developing Wuxiang New District. 6,940 million yuan investment was completed, accounting for 138.8% of the annual plan, the trend of constructing new districts is underway. Great efforts have been spent in building industrial parks. 8,540 million yuan investment, accounting for 106.8% the annual plan; 775,000 square meters of standard workshops were built, accounting for 193.8% the annual plan. Traffic infrastructure has been further improved. 23.187 billion yuan investment was completed, accounting for 100.81% the annual plan. 45 of the 58 key projects are under construction, urban light track and Laokangkou Navigational Pivotal Project have been approved by the state. Great progress has been made in the construction of projects like Airport New Field Area and Eastern Railway Station. Doing well in the battle of building “China Water City”. 2,679 million yuan investment was completed, accounting for 112.33% the annual plan, four thematic river-lake parks like Mingehu-Zupaijiang Park, Minyue Hu (Xinxu River) Park, Xiangsihu Park and Qingxiuhu Park have basically been built with the core landscapes of the water city initially being shaped.
3. Enhancing the work concerning agriculture, villages and farmers by focusing on the unified growth of the urban and rural areas. With the mode of “the city makes loans while counties/districts use and pay them back”, 1.96 billion yuan loan has been well utilized, greatly enhancing the infrastructure construction of county/district industrial parks and building county/district-level industrial parks with outstanding features and advantages. Promote service industries like rural business and trade, logistics and tourism. Activities such as Binyang Dragon Parade Festival, Hengxian Lily Festival, Shanglin Health Tourism Festival and Mashan Tourism-Gourmet Festival were staged in counties and districts. Greatly develop labor economy, additional 89,400 rural laborers have found jobs elsewhere. Enhancing the construction of rural infrastructure and improving the working and living conditions of farmers. 523.93 kilometers rural
roads have been built, 115 dangerous reservoirs consolidated, the problem of drinking water concerning 353,900 people solved, new 4,820 methane pools built. Projects for the improvement of the outlook of urban and rural areas are underway to promote the construction of new villages. Major international events like China-ASEAN Forum and Free Trade Area Completion Ceremony were successfully sponsored. New progress was made in investment introduction, 820 contracted projects were introduced in 2010 with a total contracted capital of 103,842 million yuan, 22.35% rise over the previous year; 5,583 million yuan has been in place, an increase by 22.11%. 73 new foreign-invested enterprises were approved to establish with a total amount of 707 million US dollar capital, an increase by 35.18%; 330 million US dollars direct foreign capital was used (statistics from the Ministry of Commercial Affairs), an increase by 18.62%.

Nanning Confucius Temple was relocated and open to the public. The project of 2,580 villages accessing radio and TV broadcasting was completed solving the problem of 77,400 people in listening to the radio or watching TV. The construction of “Peaceful Nanning” and “Model City for Harmony and Stability” has been steadily undertaken, the number of massive accidents and complaints via letters and visits has dropped. The issue of “married daughters”’ land interest, which has been the headache for the government for many years, has been basically solved. We clearly realize by recalling what we have done in the past five years, Nanning on the whole is a backward and developing area with some outstanding issues. They are: the economic total volume is not big enough, the industrial competitiveness not strong enough, industry still the “short leg (weakness)” for industrial development, high-end service industry is not well developed; the development between the urban and rural areas is not in harmony, central urban functions is not perfect, county economic power is not strong; the level of reform and cooperation is not high, the capacity to participate in international competition is not strong; the social development is not balanced, urban and rural public service guarantee level is not high. Therefore, we should address these outstanding issues to promote the urban and rural development, meet the people’s expectation to live a better life and enable people to live a happier and more dignified life.
II Major Goals and Tasks for 2011
2011 is the 90th anniversary of the founding of Communist Party of China, the first year of implementing the 12th Five-Year Plan. We shall maintain the good and fast momentum of social and economic development and make a good beginning for the 12th five-year plan with adherence to the promotion of scientific development, the acceleration of development, the priority to development and harmonious development as the theme, accelerating the swift of economic development mode as the mainline, focusing on adjusting structure, expanding domestic demands, better people’s living, promoting harmony, further performing the three thematic activities of “project construction year”, “environmental construction year” and “party organizational construction year” and continuing to make great efforts to fight the five hard fought battles.
The major goals of 2011 are: 11% increase in regional GDP; 13% increase in financial revenue; 20% increase in the overall social fixed asset investment; 20% increase in the total industrial output; 17% increase in the total volume of social consumer goods retail sales; 10% increase in foreign trade and export; 13% in direct foreign investment; complete the target of energy-saving and emission assigned by Guangxi government; 12% increase in average disposable income per citizen, 12% increase in net income of farmers; about 5% increase in resident consumption prices; creating additional 70 thousand jobs in the urban area, keeping the registered urban unemployment rate below 4.5%; the natural growth population rate below 9.5%. However, in practice, we have set higher goals and work harder to achieve them. To accomplish these goals, we shall do well the following work concerning the ten aspects:
1. Accelerating industrial economic vitality by focusing on building regional advanced manufacturing bases.
Continuing to carry out the campaign of building industrial parks to vitalize industrial economy. Making great efforts to start the 100 key projects and complete the ongoing 50 projects, completing 46 billion yuan investment; Making sure that a batch of projects are to be put into operation to form new industrial growth spots and drives so as to exceed the 200 billion yuan industrial output value.
Adjust industrial structure and build industrial bases with unique features. The investment in key industrial projects by industrial investment companies, project construction like Nannan Aluminum 200,000 Tons Aluminum Alloy Sheets, 30,000 Tons Aviation High-Purity Aluminum, Guangfa Industry Relocation and Wuling Guihua Special-Purpose Vehicles are to be promoted, aluminum processing and medium-sized heavy mechanical manufacturing bases are to be built, and strategic leading industries are to be cultivated. Traditional industries are to be upgraded with hi-tech and advanced technical innovation. Nanning Chemical Co., Ltd Relocation project is to be commenced at the earliest possible date, and Jingdaxing and Yongkai Paper Making Projects are to be in operation so as to build the chemical engineering and paper making industrial bases; Taiwan Max Group Shoes and Leather Products Projects are to be promoted to build light textile processing bases. Beverage production projects like Pearl River Beer, Master Kong Beverags, Shineway Food, President Beverags and Wong Lo Kat Beverags. Sugar making industry are to be further developed and expanded and build the biggest food processing bases in Guangxi. New industries are encouraged to develop such as the electronic information, biology, new energy, new materials and energy-saving and environmental protection. The Foxconn Project is put into operation at the earliest date, meanwhile Shajing Industrial Park Project is to be constructed at the same time and the corresponding infrastructure projects are to be planned so as to build the ASEAN-oriented IT industrial base. Specialized parks like Baota Bio Medicine Park and Hi-Tech Development Zone Medical Park are to be promoted to built national hi-tech bio-industrial bases.
Enhancing the construction of parks and promote industrial bearing capacity. Over 8 billion yuan investment in infrastructure is to be completed, over 400,000 square meters standard plants are to be built, keeping the industrial growth at over 35%, and making great efforts to exceed 100 billion yuan output value of industrial parks. Development modes are to be explored for the cooperation of between hi-tech zones, economic zones, district and state-owned farms and forest farms. China-ASEAN Economic Development Zone is to be upgraded as state-level economic development zone. Supports are offered to big enterprises, groups and strategic investors to develop “park within parks” to expand the development space of a park. Further decentralizing economic management in order to enable the parks to increase their self-development capacity.
Leading enterprises are to be cultivated to increase the concentration of industry. A batch of enterprises with over 500 million output are to be selected and cultivated as “flagship” enterprises. Within 2011, there will be one new enterprise with 5 billion yuan output, one with 2 billion yuan output, 4 with 1 billion yuan output and over 30 with 100 million output, and over 40 above designated size.
2. Accelerating the construction of beautiful new rural homesteads by focusing on building agricultural bases with regional features.
The mechanism of unifying urban and rural development will be gradually established by investing more in the work concerning agriculture, farmers and villages, implementing the strategy of increasing farming output and quality, enhancing agricultural comprehensive production capacity, risk-resistant capacity and market competitiveness, and promoting the shift of agricultural development mode.
Industrial bases with regional features are to be established by developing industries like grain, sugar, silkworm, cassava, vegetables, poultry and water products. Ensuring the production of grain and cassava to remain No. 1 in Guangxi and sugar output grow steadily. Ten silkworm raising model spots are to be built. Ten fruit standardized demonstration bases and two national banana standardized demonstration bases are to be built, making sure that the production of banana remains No. 1 in China and that of longan and firedrakes No.1 in Guangxi. Efforts are spent to cultivate tea processing bases around Daming Mountain and build standardized and internationalized jasmine production bases and ensure Hengxian County to be No.1 in the production and sale of jasmine in China. Efforts are made to keep cow breeding No.1 in Guangxi. Special aquatic products aquaculture is to be developed, and 10 fish standardized healthy demonstration farms are to be built and 3,000 mu low-productive fishing ponds are to be reconstructed.
Improving modern agricultural service system. The promotion of agricultural technology is to be quickened with a focus on good seeds and good ways of farming so as to improve the level of innovation in breeding industry. The level of agricultural mechanization and productivity is to be improved. With the combination of agricultural machines and techniques as focus, the level of technology in preventing agricultural disasters is to be improved so as to maintain agricultural sustainable development. The construction of produce logistic system is to be strengthened, and the network of monitoring and inspecting produce quality and safety is to be improved, and the piloting spots in tracking down produce quality and safety is to be launched.
Building new and beautiful homesteads. The drafting of the overall plan for the 12 townships, which will include all the townships under Nanning’s jurisdiction, is to be completed. The unified

Accelerate the construction of public logistic information platforms, and promote the third party logistic and electronic logistic development.
Developing exhibition industry. Develop exhibition industry group by revolving around building the core area of regional exhibition economy and using China-ASEAN Expo as the basis, cultivate branded festivals like Nanning International Folk Songs and Art Festival, China-ASEAN (Nanning) International Auto Exhibition, Nanning International Student Commodities Fair and China-ASEAN (Nanning) International Education Exhibition, ASEAN Tourist Food Festival and so on. Introduce big forums and professional meetings on the basis of China-ASEAN Business and Investment Summit. Serve well the annual international events and organize well China Business Festival and International Fashion Exhibition.
Making great efforts to develop tourism. Develop other service industries like information and finance. Accelerate social informationalization by deepening the construction of “Digital Nanning” and cultivating information markets.
4. Expanding investment and consumption, accelerating the shift of economic development modes
Continuing to carry out the activities of “Project Construction Year” and “Environmental Construction Year”, try to exceed 200 billion yuan investment in the whole social fixed assets by promoting the construction of the state and provincial key projects; further enlarge consumption demand to exceed 100 billion yuan social consumer goods retail volume so as to realize the shift to the economic growth driven by the coordination of investment and consumption.

Do well the work of land reserves to ease the pressure of finding sufficient land for projects. Improve the policy of land acquisition and relocation and handle well the remaining problems resulting from it. Create new modes of relocation, introduce social funds to accelerate the construction of guaranteed housing, and try to “relocate before demolishing”. Ensure the completion of investment volume by enhancing construction management and accelerating construction schedule. Ensure the safety of funds and project quality through project inspection and improving governmental project management.
Expanding consumption demands. Adjust to meet the needs of consumption upgrade, and cultivate consumption hot spots like dining, tourism, keeping fit, relaxation, entertainment, education, and culture. Launch consumption promotions of various kinds and organize well Nanning consumption and shopping festivals. Launch the activities of “Home Appliances and Auto Replacement Program” in the sale of appliances and autos and “Home appliances to the countryside” and “Motorbikes the countryside”. Strengthen the market control of living necessities,
do well the monitor of market supply and prices, and try to maintain steady prices and sufficient market supply.
Making great efforts to better develop Wuxiang New District and improve traffic infrastructure, build “China Water City” and accelerate the construction of modern ecologically suitable habitat
Promote the internationalization of Nanning city, the first place among Guangxi cities and its place and role in Guangxi Beibu Gulf and China-ASEAN Free Trade Area by centering on building a megapolis, developing new area and reconstructing the old town, optimizing the layout and functions.
Continuing to develop Wuxiang New District. Promote the construction by improving the contact between Guangxi and Nanning, plan to invest 28 billion yuan, try to complete 30 billion yuan to accelerate the construction of more convenient roads out of the city and inner urban traffic network. In terms of urban public transportation, focus on the construction of 1st stage project of No.1 Transit Rail Line. In railways, continue the construction of the eastern station, promote the construction of Yunnan-Guangxi Railway and Nanning-Guangzhou Railway. In highways, promote the construction of the outer ring road, express highways, and passenger/cargo stations.
In civil aviation, promote the construction of Wuxu Airport Terminal Building Expansion Project. In gold waterways, continue the construction of Nanning Port 1st Stage, commence the construction of Laoshuikou Water Conservancy Project, and accelerate the prophase of Yongning terraced water conservancy project.
Continuing the construction of “China Water City”. Plan to implement 45 projects and complete 3683 million yuan to build “Landscape of Two Rivers and Eight Lakes” (the two rivers: Zhupai River and Kexin River; the eight lakes: Nanhu Lake, Minge Lake, Maoqiao East Lake, Maoqiao West Lake, Qingxiu Lake, Xiangsihu Lake, Keli Lake and Mingyue Lake). Continue the construction of 10 projects, commence 5 new projects, promote the prophase of 5 projects so as to form an urban core landscape of “smooth water flow, pure lake water, green river banks and beautiful scenes”. Enhance the long-term management of the inner rivers, accelerate the reconstruction of the Yongjiang River banks, and green, beautify and color the banks of the Yongjiang River.
Continuing the development of the new areas and the reconstruction of the old urban areas. Improve the infrastructure of Fengling Area, promote the construction of Fengling South Road and Gaopoling Road, commence the construction of the road network in Fengling North Area and try to complete it within the year. Plan to build Wuxu Airport New Town, integrate the construction of Xiangsihu New Area and Wuhe university Town, and accelerate the development of the outer eastern ring road area. Initiate the three-year plan for the reconstruction of the urban areas, explore new modes in the reconstruction of the old urban areas, try to make breakthroughs in the work of business introduction and reconstruction of 5-6 old urban areas and promote 1-2 piloting projects in the reconstruction of the old urban areas. Improve the policy of building and managing the reconstruction of villages in the city, and commence the project of comprehensive land use along the Yongjiang River.
Continuing the promotion of urban planning and management. Improve the draft of plans in accordance with “12th Five-Year Plan”. Do well the work of preventing and controlling infectious diseases and serious diseases and emergency response of public health events, and accelerate the construction of a
batch of key projects like AIDS Treatment and Care Center. Build a healthy city by conducting extensive health movements. Enhance the supervision of food and drug safety, and prevent the occurrence of serious food/drug safety accidents. Promote the long-term balanced growth of population.
Maintaining the social stability. Strengthen and improve the work of complaints via letters and visits, and continue implementing the activities like “Open Reception and Communication”, build “green channel for complaints via letter and visits”, and increase the satisfaction of the masses. Quicken the upgrade process of the urban integrated emergency response system to improve the capacity and level of handling emergencies. Enhance the comprehensive treatment of social security, and maintain public security by launching a new round of cracking down drug and preventing AIDS. Improve the capacity to handle big and serious accidents by implementing relevant systems.
Continuing to serve the masses in practical ways. 2,178 million yuan financial fund is arranged for the implementation of 20 down-to-the- earth projects (see appendix for details), and solve the outstanding issues concerning the immediate interest of the masses. Enhance the supervision of prices and market regulation, restrain the fast rising of prices of food and real estates. Cope with the issue of aging population, develop the service of caring the senior people and promote the construction of urban “home-based care service” system. Develop the cause of caring for the disabled, help families with disabled members build barrier-free facilities, and provide services for personnel with physical and mental disability.
8. Developing cultural undertakings and cultural industry, and accelerate the enhancement of the soft power of urban culture
Priority is given to the development of education. Adequate funds are arranged to ensure the 9-year compulsory education and increase the rate of consolidation by 1%. Implement the policy of financing poor students, and solve the problem of students from poor families who cannot afford to “go to school”. Implement the project of maintaining the security of school buildings, reconstruct or relocate school buildings with hidden dangers. Optimize the layout of schools and promote the education quality at all the levels. Enhance the international exchanges and cooperation in education. Promote the construction of key education projects like the new campus of Yongjiang University.
Developing cultural undertakings and cultural industry. Promote the construction of a batch of urban iconic cultural facilities like Nanning Museum, Nanning Ethnic Arts Base, Guangxi Center of Cultures and Arts and Museum of Folk Songs, and township cultural stations and village-level public service centers, and improve public cultural facilities and service systems. Enrich the cultural life of the masses by conducting a series of cultural activities for the masses. Discover historical cultural heritages, and enhance the protection and development of intangible cultural heritages. Develop cultural undertakings and create elite cultures, build a batch of cultural brands with local and ethnic features, and promote the development of online culture and animation culture. Further promote cultural exchanges and cooperation with ASEAN nations. Promote the construction of radio/video public service systems to ensure the safe delivery of radio/video programs.
Developing sports undertakings and industry. Launch a nationwide physicial fitness campaign, and do well the training of athletic and amateur sports. Promote the construction of projects like Nanning Sports School and Guangxi Sports Center. Organize well major sports events like International Dragon Boat Contest, International Half-Marathon Championship and International Chess Championship. Send sports delegate to participate in the 7th National City Sports Meet, and initiate the application to host 2014 World Gymnastic Championship.
Enhancing the construction of cultural and ethical progress. Promote the work of cultural and ethical progress in the urban and rural areas by consolidating the achievements in this aspect. Advocate Nanning’s spirit of “help others whenever you can”. Launch to campaign of becoming a “National Model City for Two Supports”, and consolidate the unity between the army and the masses.
9. Expanding the reform and opening-up, and accelerate the development of open economy
Deepening the regional cooperation. Promote the construction of Nanning –Singapore Economic Corridor, and participate in Pan-Beibu Gulf Economic Cooperation and Greater Mekong Sub-regional Cooperation. Cultivate regional international business markets, make policies and regulations to support the development of the 12 Nations Area Business Streets in the ASEAN Business Zone to ensure them to be open to the public during the convention of 2011 China-ASEAN Expo and become a model area for foreign exchanges and cooperation. Further promote the cooperation with the Yangtze River Delta, the Pearl River Delta, Hong Kong, Macau, Japan and Korea, initiatively accept industrial transfer of the eastern coast, and accept the extension of industrial chains of “Beihai, Qinzhou and Fangchenggang” in petrol chemistry, steel, paper pulp and energy, and develop supporting industry.
Increasing investment introduction. Promote contacts with foreign business associations, well-known enterprises and international investment promotion institutions and widen channels for foreign investment by making full use of the platform of China-ASEAN Expo and the role of 12 Nations Business Streets. Enhance domestic and foreign investment promotion, and increase the rate of contract execution, capital placement and project commencement.
Developing foreign economy and trade. By making good and full use of the favorable policies from the the central and provincial government, we will enlarge the trade scale with ASEAN, Japan and Korea, consolidate European and American markets, and explore African and Latin American markets. Cultivate enterprises of foreign trade and import and export, adjust the structure of export commodities, support the export of bulky advantageous products, electric machines and hi-tech products, and develop transit trade. Accelerate the construction of produce processing and export bases, and cultivate the industry of export-oriented advantageous produce. Support enterprises to invest in ASEAN nations, and perform outbound project contracts.
10. Deepening the reform and innovation, and quickening the improvement of the mechanism of scientific development
Deepening the reform in key fields and links. Complete a new round of reform in governmental institutions. Promote the reform of developing county economy via offering them more power, implement the financial mechanism of Guangxi directly administering counties’ finance, and balance the tax income distribution between municipal and county/district levels. Gradually promote the reform in the prices of resource products and the charging of environmental protection. Deepen the reform in the system of collective forest rights, state-owned farms and forest zones. Promote the reform in the urban and rural unification, the system of rural small water conservancy and the system of rural road construction management and maintenance.
Promoting the construction of independent innovation and talent teams. Promote the construction of innovation-oriented city and national model city for scientific and technological progress, implement the policy of independent innovation, launch the fifth round of innovation plan, and make breakthroughs in a batch of core technologies in key fields and common key techniques in industries. Implement the strategy of vitalizing a city via talents and the project of talent development, foster and introduce high-level innovative talents, and develop human resources in rural areas and at the grass-root level.
