I. General Requirements and Target Tasks of Government Work in 2010
The year 2010 is a crucial year for implementing the 11th Five-Year Plan and the three-year plan of scientific development as well as a complicated year for economic and social development. To do this year’s work well is of great significance to succeed in responding to the global financial crisis, maintaining steady and rapid economic and social development and laying a solid foundation for the 12th Five-Year Plan.
At present, Nanning City has entered a new stage with rapid development of industrialization, urbanization and internalization and a new phase of overall opening-up and multiregional cooperation, with rapid growth of fixed assets investment, fast implementation of industrial restructuring, rapid promotion of city’s image in the world and good momentum of economic and social development. These basic facts, especially together with such major events as the establishment of China-ASEAN Free Trade Area, a new round of the west development, several opinions on further promoting the economic and social development in Guangxi issued by the State Council of the People's Republic of China, and comprehensive policies of further accelerating Nanning’s economic and social development to be promulgated by the People’s Government of Guangxi, provide perfect foundation and condition for the accomplishment of this year’s work. We should take the opportunities and fulfill our plan. With accelerating the development as our most important and urgent task, we shall make better preparations for responding measures and work wholeheartedly in a down-to-earth manner for the improvement of people’s living standard and social harmony.
The general requirements for the work of the municipal government in 2010 are: to conscientiously implement the guiding principles of the 17th National Congress of the Communist Party of China and the 3rd and 4th plenary sessions of the 17th Party Central Committee, as well as the principles of the China’s Central and Guangxi Regional Economic Working Conferences and the 9th plenary session of the 10th CPC Nanning Committee; to take Deng Xiaoping Theory and the important thought of Three Represents as our guide; to thoroughly implement the Scientific Outlook on Development; to earnestly implement Several Opinions on Further Promoting the Economic and Social Development in Guangxi issued by the State Council of the People's Republic of China; to grasp the opportunities of the State’s new round of west development program and the establishment of China-ASEAN Free Trade Area; to focus on restructuring industries, promoting the transformation of the economic pattern, boosting the strength, improving people's livelihood and building a harmonious society; to further carry out the theme activities of “Project Construction Year”, “Year of Serving Enterprises” and “Environment-Improving Year”; to tackle the difficulties and accomplish the tasks of revitalizing industry and economy, developing Wuxiang New District, constructing industrial parks, improving the transportation infrastructure and building Nanning as a “Water City of China”; to accelerate the construction of “three bases and three centers”; toimprove the balance between urban and rural development; toachieve all the targets of the 11th Five-Year Plan and the three-year plan of scientific development; to maintain and boost the good momentum of economic and social development; and to quicken the building of Nanning into a regionally international city and best city of Guangxi.
The main targets we have set for economic and social development in 2010 in Nanning City are: to increase GDP by 14%, fiscal revenue 18%, nationwide fixed assets investment 30%, total industrial output value 16%, total retail sales of consumer goods 17%, foreign trade volume of export 10%, and foreign direct investment 15% respectively; to decreasethe energy consumed for each 10,000 yuan of GDP by 2% andthe chemical oxygen demand emission by 2%; to hold the sulfur dioxide emission at the same level; to raise the per capita disposable income of urban residents and per capita net income of rural residents by 12% and 10% respectively; to hold the rise in consumer prices to around 5%; and to create jobs for 60,000 people entering the urban workforce, keeping the urban registered unemployment rate no higher than 4.5% and the natural birth rate no higher than 10‰. In the actual work, the requirements for higher standard have been set so that more achievements will be obtained.
II. Major Tasks for 2010
We need to focus on the following aspects of our work so as to achieve the target of economic and social development in the year.
2.1 Developing projects to maintain the strong driving force of investment for economic growth
By further carrying out the activity of “Project Construction Year” with four special measures, we will make every effort to promote the development of projects, expand investment fields and optimize the investment structure so as to form a favorable pattern of projects bringing investment and investment boosting growth. This year, we need to make sure that the nationwide fixed assets investment will increase by 30% or strive for an increase of 40% and that the investment of 148 billion yuan will be used in order for the investment to fuel economic growth.
Firstly, great pains are taken to push the coordination of all work. We will carry out a “Four-Level Coordination Mechanism”, (the principle leader of the CPC Nanning Committee and the municipal government, the leader of the municipal government assigned personal responsibility, the office of fixed assets investment and the non-resident working group), implement a “Five-Task Liability System”, (the work done by the municipal leader who comes into contact with major projects, annual investment work, work of functional departments, owners of investment projects and land requisition and resettlement work), and perfect the “Nine Working Mechanism”, (the work of coordination of project construction, overall arrangements of early stage, joint examination and approval, fund raising, guaranteed project-use land, bidding, project assessment, contact of leaders with projects, and supervision and responsibility taking). In addition, we will continue to have such regular meetings as project promotion meeting, project matchmaking meeting and coordination meeting so as to solve the difficulties that arise during the project-developing period. Moreover, the construction of 100 major projects and the preparations of another 100 major projects are pushed forward. By managing the projects in a manner that reflects changing conditions and promoting them by echelon and holding a ceremony of groundbreaking and completion of major projects every month, we will assure the completion of projects of the year on time or ahead of time and the progress of projects by years.
Secondly, efforts are put forth to guarantee the land use for projects. We will try to obtain the approval for the overall land use planning as soon as possible so as to provide land use proof for economic and social development. We will focus on serving the settlement of projects with more land by undertaking the work of land requisition and relocation, clearing up the idle land, accepting more land use applications and carrying out the approved application. We will further improve the work system of land requisition and resettlement, reinforce the main responsibility taken by the districts and development zones for land requisition and resettlement, strengthen the coordination of related departments, and explore a new land requisition pattern under the cooperation of owners and the government. We will also further improve the compensation policy for resettled households, create new relocation patterns, accelerate the construction of buildings for resettlement by securing social funds, and try to “resettle before demolishing the houses”. In addition, we will establish an arbitration and adjudication mechanism to solve disputes raised during the land requisition and resettlement work and to solve some problems left over by history. Any illegal land occupation and illegal construction is prohibited.
Thirdly, efforts are concentrated on the project reserve. We will increase the input for projects’ preparatory work of early stage, set up service centers for the use of fixed assets investment of early stage, and improve the efficiency of project application, examination and approval. We need to grasp the investment field correctly, strengthen the planning, selection, organization and application work of investment projects, and store up major projects in the fields of urban infrastructure construction, industrial development, social causes development and improvement of people’s wellbeing. We will drive the establishment of investment project pool at the levels of municipality, competent departments and counties (districts and development zones) and fill up the major project pool. We will construct, apply for, examine, and store up batches of major projects.
Fourthly, emphasis is placed on the project financing. We will see to the incoming of the project funds and guarantee the capital needed for major projects, trying to apply for more projects that are in the category of newly-added projects for expanding domestic demand to be invested by the Central Government so as to obtain more funds from the Central and regional governments. We will deepen the cooperation between the government, banks and enterprises and select a number of major projects with infrastructure and industries to recommend to banks for more loans. We will try to set up a state-owned investment and financing platform, further improve its mechanism and enhance its investment and financing capacity. In addition, we will expand the investment and financing channels and carry out the financing work of issuing bonds by Chengtou Corporation. We will also reinforce the guidance of the government, which will encourage all kinds of social capital to be put into the construction of projects of municipal works, social causes and other public welfare.
Fifthly, attention is paid to business promotion. We will renovate the ideas, methods and patterns of business promotion and make the promotion more oriented and efficient. We will link the work at selected spots with that in entire areas to attract as much investment as possible and introduce big projects. As of the “spots”, we mean to secure the big companies and groups that have the intention of investment and make efforts to cooperate with them; as of the “areas”, we mean to take advantage of Nanning’s geographical superiority and its rich resources to promote overall investment attraction for industrial parks and industry chains based on the development direction of industrial parks. With the focus on good projects closely related to each other, the industries are integrated and industrial structure optimized and upgraded. Moreover, we need to fulfill the signed projects, normalize the management and continue to carry out project contracts, improve projects’ groundbreaking and completion rate and guarantee the investment to be funded.
Sixthly, efforts are made to establish a better system. We will do more research on policies and make the project construction and management more standard. We will establish and improve measures on management of governmental investment projects, management of project capital, project assessment and consultancy, bidding and purchasing by construction units, and compensation for removal of pipes and cables. We will also further standardize the management on owners and agents of the governmental investment projects, set up credit assessment system of construction units and supervision units, thus improving the agent system for governmental investment projects.
2.2 Building an advanced regional manufacturing base as the core to accomplish the tasks of revitalizing industry and economy and developing industrial parks
To expand, strengthen and optimize the industry is considered as the core strategy and leading direction of restructuring Nanning’s economy, transforming the pattern of economic development and enhancing sustainable development capacity. We will further carry out the activity of “Year of Serving Enterprises”, accelerate the building of an advanced regional manufacturing base and realize new breakthroughs in industrial development. This year, a total industrial output value will reach 146 billion yuan and the number of enterprises whose industrial output value reaches 100 million yuan is 250, and the used investment in industrial technology renovation is 26.8 billion yuan.
Firstly, major efforts are devoted to the improvement of quality. We will carry out the strategy of revitalizing Nanning through quality management and implementQualityInvigoration Program issued by the State Council. By taking enterprises as the subject and implementation of strategies of technology standard and brand development as the carrier, we will continue to build the public examining and testing platform, quality credit system, quality law and personnel pool and intensify the basic protecting function of quality work manifested in the transformation of the pattern of economic development, in response to the market challenge, improvement ofthe independent innovationability, resources and energy saving and other areas. We will strive to improve the product quality, engineering quality and service quality and encourage the creation of famous brands in China and in Guangxi.
Secondly, efforts are made to increase the input. Besides the 700 million yuan reserved to the land for industrial use and 350 million yuan allocated to the industrial development, we will set aside another amount of 3 to 4 billion yuan to support the construction of major industrial projects. We will explore new investment patterns for major industrial projects. By taking the industrial investment company as a carrier and using the fiscal fund of 10 billion yuan accumulated for three years, we will cultivate some strategic industries and accelerate the restructuring, optimizing and upgrading of aluminum processing, machinery and equipment manufacturing and other major industries.
Thirdly, efforts are put forth to strengthen and expand industries. We will insist on using big projects to drive big industries, continue to implement the program of constructing 100 industrial projects and give priority to the development of the project of producing 200,000 tons of large-scale high-performance aluminum plates and strips a year by Nannan Aluminum Processing Company, the project of relocating Nanning Guangfa Heavy Industries Co., Ltd. and Nanning Chemical Industry Co., Ltd., the project of manufacturing special medium and heavy-duty vehicles by Nanning Wuling-Guihua Vehicle Co., Ltd. and other major industrial projects. We will press on with the preparatory work for a batch of projects and accelerate the start-up of the project of producing 800,000 boxes of cigarettes annually by China TobaccoGuangxiIndustrial Co., Ltd., the project of manufacturing heavy-duty vehicles by Guangxi Yuchai Special Purpose Automobile Co., Ltd. and other projects. We will continue our efforts to push forward the project of producing 300,000 tons of chlor-alkali annually by Lvzhou Chemical Co., Ltd., the project of installing a generator set with the capacity of 2x660 MW by Nanning Power Plant, the project of producing 200,000 tons of paper annually and 98,000 tons of mulberry branch pulp annually by Jingdaxing Company, the project of producing 200,000 tons of paper annually by Yongkai Daqiao Paper Co., Ltd., the project of removal and reform of Nanning Jinhong Cotton Textile Co., Ltd. and other projects under construction. We will also make sure that the project of improving the production capacity of Nanning Guangfa Heavy Industries Co., Ltd. (Phase I), the project of producing 150,000 sets of intercoolers annually by Baling Science & Technology Company, the project of producing 1 million sets of auto lamps annually by Liaowang Auto Lamps Company and other projects will be completed and put into operation this year so that a new industrial growth point will be formed.
Fourthly, great efforts are continued to strengthen enterprises. We will further implement the program of supporting superior and strong industries and the project of constructing industrial enterprises with gross output value of 100 million yuan, promote the merging and reorganization of the enterprises engaged in major industries in Nanning, support the introduction of Central Government-led enterprises and well-known domestic and foreign enterprises that are to merge or reorganize with the enterprises of Nanning so as to create industry flagship. We will also drive the development of superior enterprises to a larger scale and higher level and accelerate cultivating large groups and enterprises with annual sales income reaching over 5 billion yuan or 10 billion yuan. We will work hard to implement the development plan of small and medium-sized enterprises by giving them more support in granting interest-free loans, input for technology improvement and independent innovation. In addition, we will encourage small and medium-sized enterprises to strengthen themselves with their own features in a new and specific way and to support larger enterprises so that we can achieve the goal of adding 100 more industrial enterprises over designated size this year.
Fifthly, efforts are made to build industrial parks. We need to stress the industrial development plan, optimize the industrial layout and promote the construction of development zones, industrial parks and parks of distinctive features by following the principle of “highlighting features and developing with different positions”. This year, the gross industrial output value of industrial parks will surpass 72 billion yuan (25 billion yuan by Nanning New & Hi-tech Development Zone and 12 billion yuan by Nanning Economic & Technological Development Zone), with an increase of more than 35%. We will encourage the building of “parks inside parks”, explore a park development mechanism with enterprises as the main body, improve the financing pattern of “loaned by municipality, used and repaid by counties (districts)”, and fasten the building of basic facilities and standard workshops in industrial parks. Up to 6 billion yuan of the investment in basic facilities of industrial parks will be finished and over 400,000 square meters of standard workshops will be built. We will work to promote the construction of two industrial parks greatly supported by the autonomous region and eight parks of distinctive features, develop the industrial parks engaged in aluminum processing, bio-pharmacy, processing of farm produce and sideline products and processing of textile and other light industries to a certain scale, start up constructing the two parks of mechanical manufacturing and photoelectrical industry and try to attract enterprises to settle in. We will also complete the preparatory work of the early stage for the chemical industrial park and try to have the innovation park for students returned from abroad settle in Nanning. We will ensure the land for industrial purpose in parks and arrange more than 500 hectares of land use quota.
Sixthly, major efforts are devoted to reducing consumptions. We will energetically develop low-carbon economy, improve energy-efficient technology and work hard to conserve energy and reduce emissions. We will strictly control the projects that produce severe pollution and consume too much energy and resources, strictly implement the assessment and examination system of rational energy use for fixed assets investment projects and actively evaluate the environmental impact made by planning and projects so that low productivity can be controlled and eco-environment can be protected from the source. We will fasten the close-up and elimination of the industries with backward productivity and try to make the 60 major energy-consumption enterprises save more than 150,000 tons of standard coals and decreasethe energy consumption for industrial added value of enterprises over designated size by 3.92%.We will energetically develop a circular economy, build renewable resources bases, create a national circular economy demonstration zone and promote new-type wall materials.
2.3 Having the concept of building a city suitable for habitation and business to build a “Water City of China” and Wuxiang New District
Efforts are needed to create a water city and further promote the image of “Green City” by utilizing 27 billion yuan of investment for urban construction.
Firstly, the focus is on planning and management. We will further strengthen the planning for new areas and improve the renovation planning for old areas, for which we attach importance to the harmony of human and nature, insist on protecting natural scenes and eco-environment without cutting trees, filling up water or pushing down hills. We will also watch the uniqueness in urban construction, trying to fully demonstrate Nanning’s beauty as a southern city, with its ethnic features and city culture. We will finish a batch of special planning, regulatory planning and site planning and intensify the management and law reinforcement on planning. In addition, we will deepen the digital management on the city, carry out “sanitary project in urban and rural areas” extensively and persistently, strengthen the comprehensive regulation of city’s appearance and scenery and prevent the “Five Arbitrary Behaviors”.
Secondly, the “Water City” and corresponding sights are created. We will deepen the research on the planning of “Water City of China”, regulate river passages, link water systems, dig up lakes, raise water-covered surface rate and improve the water environment. We will accelerate the comprehensive regulation on the environment of rivers, lakes and pools, focus on the first and second phases of the project of building “Water City of China”, ensure the connection of Nanhu-Zhupaichong-Mingehu and Xinxu River-Keli River and build a waterscape in central city with flowing rivers, clear lakes, green banks and beautiful scenes, finishing an investment of 2.384 billion yuan in the year. In addition, we will quicken the overall improvement of the 18 inner rivers, make renovations on the banks of the Yongjiang River and beautify its course. We will intensify the protection to water head sites and work harder to improve the environment of water head sites so as to guarantee the safe water for urban areas. We will also establish a sounder system for flood prevention, water-logging drainage and disaster reduction and build Yongning flood control project.
Thirdly, new districts are expanded and old city renovated. In the year, 5.3 billion yuan will be allocated to build the infrastructure of Wuxiang New District to quickly make the amount of investment and the large construction site. Besides, we will continue such major road network projects as Pingle Dadao, Yudong Dadao and Bachijiang Bridge and build new roads in Panlong Area and Longgang Area. We will also accelerate the construction of Guangxi Sports Center (Phase II), Guangxi Arts Center, Beibu Gulf International Headquarters Building, coastal railroad headquarters base, industrial base headquarters of Wenzhou Chamber of Commerce, residential base of Petro-China and other major projects and set off a new upsurge of developing headquarters base, real estate in Panlong Area and Longgang Area. We will also speed up the construction of basic facilities in the new district such as power and water supply, drainage and communications and provide supporting services to quicken the operation of China-ASEAN Logistics Park and assist the settlement of enterprises and institution headquarters. In addition, we will accelerate the construction of the road network in north Fengling Area and complete the road network project of China-ASEAN International Business Zone. Following the principle of “comprehensive renovation, unified development, government guidance and market operation”, we will accelerate the rebuilding of Chaoyang Area and the old area along the banks of Yongjiang River, transform other old urban areas that have no value of conservation and promote the transformation of “villages inside city”.
Fourthly, the ecology is improved and the environment beautified. We will work to improve and protect the environment, energetically promote the development of “Eco-Nanning”, making it a national environmental protection model city and trying to achieve the target of creating Nanning as a “national ecological garden city” and “national forest city”. We will comprehensively improve the environment of the Yongjiang River and tackle the pollution problems such as noises made by vehicles, catering business and construction sites and flying dust and dusted trucks in construction sites. We will continue the project of urban refuse comprehensive treatment, complete Phase III of Langdong Sewage Treatment Plant, fasten the construction of pipe network for rain and sewage water and ensure a sewage centralized treatment rate of 85% in urban areas. We will accelerate the afforestation and gardening, make residential quarters more beautiful, continue the project of trees planting in Qingxiu Mountain, the project of building Fengling Children’s Park and Sports and Leisure Park, newly build Qingxiu Mountain Forest Botanical Garden, with 2.6 million trees to be planted this year. In a word, we will consolidate and enhance the achievements of the “Green City of China”.
2.4 Building a regionally international transport hub as the target to improve transportation infrastructure
We need to accelerate the establishment of three-dimensional modern traffic system, fasten the improvement of the infrastructure for intercity transportation, the transportation inside Beibu Gulf Economic Zone and the transportation in counties and urban areas and create a fast and easily accessible communications network, finishing an investment of 23 billion yuan and setting off a new upsurge of transportation construction.
The construction of the city’s transportation infrastructure is accelerated. We will focus on 14 projects of building urban arterial roads such as the road of Nanning to Wuming City, Changgang Road, the connection road between Qingshan Road and Nanhu, Fengling Road (South), and Wuliu Dadao, finishing an investment of 2.87 billion yuan. We will also accelerate the development of projects of building some cross-river bridges like Lingtie Bridge, comprehensive improvement of the traffic in Ring Expressway (Phase III), improvement of traffic facilities for some roads and so on. We will continue the construction of the experimental urban railway and work hard to start the construction for the whole Rail I this year. We will carry out the strategy of public transport priority, add more bus stations and renovate some old ones, increase the number of buses, develop air-conditioned buses and make experiments in recharging compressed natural gas for petroleum buses.
The construction of roads and transit stations are promoted. We will coordinate in the projects of new Outer Ring Expressway and Liujing-Qinzhou Port Highway and begin the projects of building Class II roads of Laibin-Mashan, Mashan-Pingguo, and Wuming-Pingguo and expanding Liuzhou-Nanning Highway. We will develop projects concerning roads in rural areas such as asphalt roads to towns, cement roads to villages, bridges for ferries and passenger terminals and so on, with the goal of every village of the six districts having cement roads and building 250 kilometers of cement roads in the villages of the six counties. We will carry out special treatment to hidden hazards in basic facilities of village roads, improve supporting facilities for their safety and upgrade major roads and repair dangerous bridges. We will accelerate the construction of Xixiangtang Passenger Terminal, South Cargo Terminal and other major transit stations and start the construction of Liujing Coach Service Center.
The construction of railroads and civil aviation is pushed forward. We will coordinate with the development of the projects concerning railroads inside Nanning, trying to finish an investment of 13.35 billion yuan in four former projects of building special Liuzhou-Nanning passenger rail, Nanning-Guangzhou Railway, Nanning-Qinzhou section of Guangxi coastal railroad and Litang-Qinzhou section and in four new projects of building Yunnan-Guangxi Railway, Nanning East Railway Station, Nanning-Jinchengjiang Railway and Nanning-Pingxiang Railway. We will also coordinate in accelerating the ongoing project of the new terminal of Nanning Wuxu International Airport (Phase I), with 1.5 billion yuan to be used.
The development of golden waterway is promoted. We will accelerate the completion of early-stage preparatory work for ten projects including Yujiang Laokou shipping hub, Niuwan area of Nanning Harbor (Phase I), Liujing transfer station in Liujing Port area and so on, and make efforts to fully start the construction in the second half year. We will also continue the preparatory work for Yongning water control project, trying to finish an investment of 650 million yuan.
2.5 Creating bases of regional agriculture with distinctive characteristics to promote the development of socialist new countryside
We need to improve the balance between urban and rural development layouts, the balance between urban and rural industries and the balance between urban and rural infrastructure construction, make every effort to makeindustrialization, urbanization, and agricultural modernization progress together harmoniously, and push the work in the areas of agriculture, rural areas, and farmers to a new step.
To accelerate the development of modern agriculture: We will carry out the policies to aid agriculture and benefit farmers such as providing direct subsidies for grain producers, subsidies for purchasing superior crop varieties and agricultural machinery and tools and general subsidies for purchasing agricultural supplies so as to fully motivate farmers’ enthusiasm in developing agriculture. We will put emphasis on the development of grains, sugarcanes, fruits, vegetables, silkworm, edible mushrooms, cassava and flower tea but always give priority to grain production and make sure that the area sown with grains will remain over 428,000 hectares, with 2.06 million tons of yield and 85% of the total area sown with superior crop varieties. We will develop lines with distinctive features. With “one line for one village, one variety for one village” as the goal, we will expand and strengthen the three industries with 10 billion yuan of output value, which are forestry, animalhusbandryand aquaculture and farm produce processing industry. We will promote industrialization in agriculture, support and step up the development of a number of leading enterprises thatcan givestrongimpetus to agricultural production. We will press on with the development ofspecialized farmer cooperatives and various socialized service organs concerned with agriculture and rural areas, and improve the organization of agricultural production and operation. We will actively develop eco-agriculture, leisure agriculture and other types of agriculture fit for the suburban so as to serve the urban areas and focus on the development of a number of modern agricultural demonstration parks like Changtang Demonstration Park. We will encourage the improvement of mechanization of sugarcane cutting in sugarcane plantation areas and we will work to prevent and control animal and plant diseases and fight against drought, flood and cold.
To accelerate the development of county economy: We will work hard to develop county industry, push the industry in counties and districts forward to industrial parks and create competitive industrial parks and industry concentration parks with distinctive characteristics in counties and districts. We will strive to develop supporting economy, support the development of industrial clusters that serve the city and large enterprises, and promote the cooperation between large enterprises and small and medium-sized enterprises in counties. We will also encourage urban industrial and commercial enterprises to develop raw material production and processing bases in rural areas so as to push the capital, technology, personnel and other production elements to counties from urban areas. We will make efforts to develop service economy and promote the transfer of labor force in rural areas, cultivating and strengthening town and township enterprises to energetically develop commerce and trade, logistics, tourism and other service industries in rural areas. We will promote the development of Xijiang economic belt and step by step build it as a new economic growth belt based on the concept of “planning overall, implementing gradually, developing basic industries first and amassing industries”.
To accelerate the construction of agricultural infrastructure: We will highlight the development of new countryside, work out new countryside development programs in a scientific way, carry out projects concerning industry cultivation, rural public welfare causes, improvement of sanitary, rural social management and so on, upgrade 100 natural villages with the measure of “one strategy for one village” to make them become new countryside demonstration villages. Focusing on water conservancy, we will reinforce 100 dilapidated small reservoirs, upgrade pipes in 600 kilometers’ medium-sized irrigated areas for anti-seepage and water saving, and provide safe drinking water for 180,000 rural residents. We will work to renovate dangerous houses in rural areas, trying to secure 70 million yuan for this purpose and taking Mashan, Long’an, Binyang and Hengxian as trial areas. We will strengthen the upgrading of rural power grids and intensify the construction of basic facilities in resettlement sites for people relocated from reservoir areas.
To accelerate the urbanization: We will work out the general planning of towns and townships and land-use general planning and strengthen the construction plan for villages. We will increase the spending in the construction of cities and towns, focusing on developing roads, water and power supply, communications and other basic facilities. We willrelax requirements for household registration in cities and towns and allow eligible workers who have left agricultural work to gradually become urban residents so as to speed up urbanization. We will continue the project of upgrading appearances of urban areas and rural areas. Following the principle of “led by government, participated by people, carried out first with planning and driven by models”, we will continue the project of land consolidation and improvement of the appearance of cities and villages along Nanning-Baise Highway, and at the same time, start upgrading the facades and roofs of farmers’ houses in 135 villages within 500-meter visible range along the highways of Liuzhou-Nanning, Nanning-Beihai, Nanning-Wuzhou and Du’an-Nanning and build 30 model villages demonstrating upgraded appearance of cities and villages to make a friendly and harmonious urban and rural
Seizing the opportunity of establishing China-ASEAN Free Trade Area (FTA) to build Nanning into a business and trade logistic base and the center of finance and information exchange
It is to cultivate and develop the modern service industry to enable service industry to play the roles of guiding consumption upgrading, supporting economic development and improving city functions by holding firm to the direction of marketing, industrialization and socialization.
To promote the construction of business and trade bases: Efforts are made to accelerate the development of modern business and trade industry and optimize the structure and layout of business and trade. We will further upgrade Chaoyang Business Circle, prefect Langdong and Fengling Business Circle, plan the construction of Wuxiang New District Business Circle, accelerate the construction of the business and trade belt along Yongjiang River and the business and trade belt along the Express Ring Road; support the construction of China-ASEAN Business Area Business Streets to fully show the characteristics of the 12 nations and make it “Never-Closing China-ASEAN Expo”. We will encourage new business styles like e-business and chain operation, rebuild and upgrade traditional businesses, accelerate the cultivation of numerous big enterprises oriented to ASEAN markets, build a batch of specialized markets such as farm produce, forest products, industrial products, and industrial raw materials to form a regional distribution center for bulky consumer goods. And we will plan as a whole the development of urban and rural markets and build the network of modern rural business and trade circulation.
To promote the construction of logistic bases: We will speed up the development of modern logistic industry, integrate medium/small logistic enterprises, cultivate the third-party logistics, and foster a batch of leading logistic enterprises radiating the international markets. To promote the construction of financial center: We will work out policies and measures to promote the growth of financial industry, further optimize the environment for financial development. While fully implementing the strategy of “introducing capital into Nanning” to attract financial institutions of various kinds such as banks, insurances, securities, futures and funds to settle in Nanning, we also actively develop local financial institutions such as small-loan companies, township banks and rural credit cooperatives, and further perfect the system of financial service. In addition, we will enhance the building of state-owned financing and investment platform, promote the work of enterprise listing and money raising through bonds, encourage the building of outside transaction markets, and activate regional primary capital markets, trying to make Nanning a piloting city entitled to handling cross-border RMB settlement and become a regional currency settlement center by seizing the opportunity of the establishment of China-ASEAN Free Trade Area (FTA).
To promote the construction of information exchange centers: We will build “Digitalized Nanning” and “Wireless City” to upgrade the level of urban and rural information infrastructure. We will accelerate the building of basic public information platforms, enhance the development, integration and utilization of regional information resources, and promote the share and application of cross-department, cross-industry, and cross-field information. By accelerating the building of logistic public information platforms, we will promote the spread and use of logistic e-data exchange, trying to make Nanning a “National E-Business City”, and accelerate the building of e-port platforms to improve the efficiency of port supervision and clearance speed. Furthermore, we will also speed up the construction of key projects such as Urban and Rural Comprehensive Information Network and Service Center, China-ASEAN Information Building, Administrative Affairs Geographical Information Sharing Platform, promote the establishment of information technical standards and specifications for e-administration and information exchange, and build information safety evaluation centers.
To promote the consumption and structural upgrading: We will launch promotion activities centering on major holidays, major events, consumption hot spots and consumption seasons, implement the State’s policy of encouraging consumption and do well the work of “household appliances going rural”, “vehicles going rural”; promote the extension of modern logistic modes into the rural areas, further activate the rural consumption markets, and allow full play to rural produce logistic associations to broaden channels of farm produce circulation and effectively solve the problem of farm produce sales in rural areas.

To accelerate the pace of “Introducing from elsewhere and Going out”: We will optimize the creative investment introduction mechanism to attract more powerful big enterprises home and abroad to Nanning with focuses on the attraction of the big and the powerful., and play the role of Nanning as a joint city of China-ASEAN FTA and a key area to accept the transfer of national processing trade, initiatively accept the transfer of industries, capital, technology and talents, and increase the scale of utilizing foreign capital.; at the same time, we will enhance the force of going to Taiwan to make investment introduction and promote Nanning-Taiwan cooperation level in economy and trade by seizing the opportunity of Guangxi-Taiwan Economic and Trade Cooperation Forum to be held in Taibei; we will guide and support more enterprises to “go out” to make investments in plants, sales network spots and after-sale service bodies, undertake international economic cooperation businesses such as overseas contracted projects. Meanwhile, we will perfect the layout of key industries and major infrastructure projects, enhance the matching and cooperation in infrastructure, key industries and information exchange among the cities within Guangxi Beibu Gulf Economic Area, and do well the extension and service of the industries like petroleum, steel, forest pulp and energy in Beihai, Qinzhou and Fangchenggang, initiatively develop supporting industries, improve the collaboration ability in industrial support, extend industrial chain so as to build a regionally advanced manufacturing base.

We will further publicize the unity of all nationalities, combine the activities of improving unity/progress of nationalities with those of building ethnically-advanced cities, launch the activities of masses participating in the building of ethnically-advanced cities, advocate Nanning’s spirit of “Help If I Can”, praise highly bold acts with righteousness and promote substantially ideological and moral construction of young people.
To do concrete affairs in a down-to-earth manner for people and help solve their difficulties: We will continuously do 20 concrete projects for people this year, and the finance of each level will input 3.314 billion yuan (1.765 billion yuan at the city level) to undertake 20 projects with 71 sub-items concerning the interests of ordinary people (details in appendix).
Focusing on the improvement of executive force to enhance the construction of governments
