The Department of Human Resources and Social Security and the Department of Finance of Guangxi Zhuang Autonomous Region jointly issued the “Notice on Issuing Unemployment Insurance in Supporting Poverty Alleviation” (hereinafter referred to as the “Notice”) recently. According to the “Notice”, Guangxi will increase the standards of unemployment insurance premium and enterprise post-stabilization subsidy in poverty-stricken areas from January 1, 2019, with the implementation period to December 31, 2020.
According to the “Notice”, the specific issuing standards of the unemployment insurance premium are as follows: For those whose accumulative payment time is not over 15 years (including 15 years), the premium will be increased from 80% to 90% of the minimum wage standard (I) of Guangxi. For those whose accumulative payment time exceeds 15 years, the premium will be increased one percentage each year based on 90% of the minimum wage standard (I) but not higher than the standard.
It clarifies that for the enterprises with unemployment insurance in poverty-stricken areas (including those fail to pay unemployment insurance premium in full and on time due to temporary difficulties, after paying the arrears of the previous year) which are eligible for post-stabilization subsidy, their subsidy standard will be raised from the 50% of the actual unemployment insurance premium paid by the enterprise and their employees in the previous year to 60% of that; the subsidy standard of enterprises in the list of resolving excess capacity of China and Guangxi is 65% of the actual payment of unemployment insurance premiums of the enterprises and their employees in the previous year.
In addition, it clearly expands the coverage of post-stabilization subsidy and skill promotion subsidy from the original enterprises to the institutions which employ and sign labor contracts with the workers who are on record for poverty alleviation in the poverty-stricken areas. Except for the audit conditions of the difference from organizations and enterprises, the other conditions are consistent with the conditions for enterprises to enjoy post-stabilization subsidy and skill promotion subsidy.
