People’s government of all districts and counties, all departments of Nanning Municipal Government, management committees, dual administrative units at the city level, public institutions and enterprises directly under the municipal government:
Interim Measures on Administration of Orphans’ Education in Nanning, which was deliberated and adopted at the 57th executive meeting of the 12th session of Nanning People’s Government on February 12, 2009, are hereby printed and distributed to you. And these Measures shall be earnestly implemented based on the actual situation.

Interim Measures on Administration of Orphans’ Education in Nanning
Article 1The Measures are formulated in accordance with the relevant State and provincial regulations and based on the actual situation of Nanning to protect the education right of orphans in Nanning.
Article 2The Measures are applicable to the administration of orphans’ education in all districts and counties under the jurisdiction of Nanning.
Article 3The education departments of municipality and counties (districts) shall take the responsibility for guiding the orphans’ schooling.
The civil affairs departments of municipality and counties (districts) shall confirm the identity of orphans, submit the list to the education department at the same level and ensure that orphans have the treatment as the households of “Five Guarantees” in rural areas or have the subsistence allowances as urban residents.
The departments of finance, personnel, labor and social security, health and other departments of the municipality and counties (districts) shall play their role within their range.
Article 4The local governments shall reduce or exempt orphans from all school fees and provide subsidies to those who have quite large personal expenses.
Article 5Orphans’ schooling arrangement:
(1) provided that orphans go to the schoolsproviding compulsory education, the education departments of counties (districts) shall arrange them to the closest school based on the orphan’s census register and residence conditions; and
(2) when completing compulsory education and choosing an ordinary high school, orphans shall be enrolled to the corresponding high school based on the rule of “two-way selection”, which means the candidates select schools at their own will and high school enrollment offices select their students according to the enrollment plan. Where orphans prefer to go tosecondary vocational schools, they can apply and take examinations for various vocational schools at their own will or under the guidance of their current schools.
Article 6Sources of subsidies
(1) Source of basic living allowance for orphaned students:
The basic living allowance for orphaned students shall be granted by the civil affairs department at the same level according to the principle of “residence administration”. Where orphans’ residence is registered in urban areas, orphans shall be granted full amount of subsistence allowance for local urban residents; where orphans’ residence is registered in rural areas, orphans shall have the same treatment as the local households of “Five Guarantees”, with the discrepancy filled up by social donations or guardians;
(2) Source of schooling expenditures of orphaned students:
An exemption shall be given to all of the tuition and expenses to the pre-school orphans who are at kindergartens. The funds needed for the exemption shall be secured by children’s welfare institutions and the financial budget at the same level according to the principle of “residence administration”.
An exemption shall be given to all of the tuition and expenses to the orphaned students who go to schools providing compulsory education and all textbooks are provided free of charge. The funds needed for the exemption and textbooks shall be secured by observing the relevant State regulations.
An exemption shall be given to all of the tuition and expenses to the orphaned students who go to ordinary high schools and secondary vocational schools. The funds needed for the exemption shall be secured by the financial budget at the same level according to the principle of “residence administration”.
A one-time aid shall be given to the newly enrolled orphaned college students according to the assisting standard to newly enrolled college students from poor families by the education department at the same level. The tuition and living expenses of the orphaned college students shall be covered by College and University Student Finance Assistance Scheme, which is applied for by the orphaned students to their colleges or universities.
The finance departments of municipality and counties (districts) shall allocate special subsidy funds to the education department at the same level, and the latter shall directly grant the subsidies to the schools which orphans go to.
(3) Source of medical fees for orphaned students:
The orphans receiving compulsory education enjoy the health care system according to the principle of “residence administration”, which is either medical insurance for urban residents or new rural cooperative medical system. Where the orphans receiving compulsory education attend the medical insurance, the fees to be paid by individuals shall be assisted by the local government. Meanwhile, the treatment to the sick orphaned students shall be covered by the urban and rural medical assistance.
Article 7Nanning Bureau of Civil Affairs and Nanning Bureau of Education shall be responsible for the interpretation of the Measures.
Article 8The Measures shall come into effect as of the date of promulgation.
