Lately, Nanning Municipal Bureau of Administrative Approval invited Dr. Long Yao from the Division of Laws and Regulations, Department of Forestry of Guangxi Zhuang Autonomous Region to interpret the “Regulations on Protecting Old and Precious Trees of Guangxi” (hereinafter referred to as the "Regulations"). Forty three officials and staff in charge of work on protecting old and precious trees from Nanning Municipal Bureau of Forestry and Gardens, Nanning Municipal Bureau of Administrative Approval and each district of Nanning attended the training.
Dr. Long Yao participated in drafting and compiling the “Regulations”. He minutely interpreted the “Regulations”: firstly, explained the background and significance of enacting the “Regulations”; secondly, fully interpreted the clauses on the basic conditions for transplanting old and precious trees; thirdly, highlighted under the circumstance "where construction projects cannot avoid or protect effectively old and precious trees", the transplantation of old and precious trees could be applied and pointed out that major construction projects and large infrastructure construction projects stipulated in the “Regulations” should refer to those concerning airport, railway and expressway and other construction projects should take protection measures in situ; fourthly, stressed that urban and rural planning authorities above county level should draw clear development control zones around old and precious trees to protect their growing environment and landscape when formulating detailed plans on urban and rural development control.
During the training, it was underlined that the people's governments at counties and districts must strengthen protection of old and precious trees and strictly implement the “Regulations”; owners of each construction project should improve their awareness of protecting old and precious trees and integrate related protection measures into construction planning for unified management.
