Recently, the General Office of Nanning Municipal People’s Government issued the “Cultivation and Development of Housing Rental Market Pilot Work Program of Nanning City” (hereinafter referred to as the “Program”).
The “Program” clarifies that Nanning will comprehensively promote the pilot work of housing leasing by focusing on building a platform, cultivating main body and increasing supply and stabilizing leasing relationship. By the end of 2020, a housing rental market with state-owned capital as leading factor, active participation of social capital, standardized service management and stable leasing relationship, will basically be formed; a housing rental service supervision platform based on Internet information system will be basically established, realizing housing rental information service objectives of clear housing resources, flexible regulation, convenient service and timely supervision; and the focus of housing rental management and service will be transferred downwards, and the goal of grid management of housing rental will be implemented.
In addition, Nanning will explore the transformation of “urban villages” land to build rental housing. In line with urban planning, the city will encourage village collective economic organizations to transfer idle urban villages into rental housing through self-construction, cooperative development and share pricing, and the rental housing will be managed by the organizations independently or entrusted to rental enterprises. The city will support villagers or village collectives in “urban villages” to develop rental housing in accordance with the law and the basic requirements of rental housing, and encourage lessors to improve the conditions and quality of rental housing.
