Recent news from Guangxi Medical Security Bureau said that Guangxi Medical Security Bureau and Guangxi Health Commission jointly issued the “Notice on Further Adjusting and Improving the Policy on Centralized Drug Purchasing and Allocation in Medical and Health Institutions” (hereinafter referred to as the “Notice”), which made new provisions on controlling the unreasonable increase in drug prices and reducing the artificially high drug prices. The “Notice” has been in effect since April 12th, 2019 and will be valid for the next two years.
The "Notice" pointed out that all regions and relevant departments should attach great importance to the drug allocation, and ensure the smooth implementation of the policy. The supervision of drug bargaining, purchasing and allocation should also be strengthened. Enterprises should be supervised to allocate drugs according to the time, place and quantity stipulated in the drug purchase contract. In terms of the service for those remote areas with minority groups and the areas without convenient transportation, the enterprises should not refuse to allocate drugs because of the small amount or low price of some drugs. For the enterprises that cause troubles to clinical medication due to their unpunctual allocation or refusal to provide distribution services for remote areas, the centralized purchasing agencies of pharmaceuticals and equipment of Guangxi Zhuang Autonomous Region should urge them to rectify within a certain period of time; and if they do not provide services as required and make real rectification, their qualifications will be canceled. If the prices provided and promised by the manufacturing enterprises are false, the qualifications of the drugs to be selected, sold online and put on records should be canceled after verification.
