“Interim Measures for the Operational Subsidy of Home-based and Community Elderly Care Service Organizations in Nanning” (Regulatory Document No.8  of Nanning Municipal People’s Government, hereinafter referred to as the “Measures”) was issued upon the approval of Nanning Municipal People's Government with the purposes of promoting the pilot reform of home-based and community elderly care services in Nanning, improving the operation level and service quality of Nanning's home-based and community elderly care service organizations, fostering and developing the brand of Nanning's elderly care service industry, and promoting the development of Nanning's elderly care service industry. For an easy understanding of the spirit of the “Measures”, it is interpreted as follows:
Chapter 1 Main Content of the "Measures"
There are 12 articles in the "Measures", which mainly involve the following five aspects:
1. The scope of application. The “Measures” is applicable to all legally registered social organizations and enterprises that carry out home-based and community elderly care services in the administrative areas of the city.
2. The requirements of application. First, the social organizations and enterprises should get the operation right of the government-invested community day care center and the urban elderly care service center through the government's open bidding, and should sign service contracts or agreements with relevant urban units; the community service sites should be operated by the bid-winning enterprises on Nanning’s smart elderly care service platform. Second, self-invested social organizations and enterprises should provide more than 200 square meters of service area, sign a house-leasing contract for three years or more, register with the relevant departments according to law, and operate and offer services for more than one year.
