A: since the notice’s issuance in 2013, some compensation measures have mismatched current economic and social development and failed to meet the needs of land acquisition. Therefore, it needs to be revised and adjusted. 2. What are the main features of the new “Measures”?
A: The new “Measures”, a total of 71 articles, are divided into six parts, with following characteristics:
The new one covers a wider range. It has undergone major changes in several aspects: the calculation of land acquisition compensation fees, methods of compensation for demolition and relocation, and demolition and disposal methods for land use in special planting (farming). At the same time, it also focuses on requirements for land acquisition management and supervision.
It is more operability. In compensation for land acquisition, demolition and relocation, the new one adopts measures, like standardized compensation and flexible rewards, and strives to enhance the cooperation awareness of land-expropriated and demolition people with rewards to make the process more harmonious.
Last, it keeps a closer pace with the times. The new “Measures”, making full use of the sufficient housing supply, implement a compensation and resettlement method for housing demolition based on evaluation, and introduce subsidies for housing purchases to speed up the resettlement.
