Policy Interpretation on Regulations on Reporting of Significant Activities of Social Organizations in Nanning

I. Applicable Scope

The Regulations apply to the reporting and filing management on the significant activities of social organizations, private non-enterprise units and foundations which have legally registered with the civil affair departments at all levels in Nanning. The Regulations can be applied to the significant activities of those social organizations filed by communities.


II. What to report

Consisting of five parts: 1. The convening of important meetings; 2. The convening of significant activities; 3. The participation in foreign-related activities; 4. The occurrence of major events; 5. Other important issues.


III. Management requirements

1. If the social organizations want to implement significant activities, they shall fill up the Filing Form on Significant Activities for Social Organizations in advance, which should be submitted to their competent authorities of businesses and registration authorities for review and filing (for those private non-enterprise units, the Filing Form should be submitted to their competent authorities of businesses for review and approval, and submitted to the registration authorities for filing during the annual inspection); if there are any major events or any other significant affairs occurred in the social organizations, they shall timely fill up the Filing Form on Significant Activities for Social Organizations or the Form of Principal Adjustment in Social Organizations, which should be submitted to their competent authorities of businesses and registration authorities for review and filing. The Filing Form on Significant Activities for Social Organizations or the Form of Principal Adjustment in Social Organizations should be separately kept in the registration authorities, the competent authorities of businesses and the social organizations.


The reporting system of significant activities of social organizations should be included in the standardization development appraisal, listed as an important part of the credit system development of social organizations, and used as an important reference for annual inspection appraisal, advance appraisal, governmental supports and rewards. If any social organizations violate these Regulations, the registration authorities are entitled to impose such sanctions as warning, rectification, stopping activities within a fixed time, replacement of relevant principals and withdrawal of registration certificate based on different situations in accordance with laws and regulations.


The social organizations which have directly registered with registration authorities and those without competent authorities of businesses can directly report their significant activities to the registration authorities or to relevant administrative departments in accordance with relevant laws and regulations.
