Main Duties:


In accordance with the "Notice on the Establishment of Government Institutions of Nanning Municipal People's Government by Nanning Municipal Committee of the CPC, Nanning Municipal Government", the Nanning Housing Security and Real Estate Management Bureau is established as a government department of Nanning Municipal People's Government. The key responsibilities are as follows:


1. Implement the laws, regulations and policies of the state and Guangxi on housing security and real estate management; draw up the local laws, regulations and regulatory documents on housing security and real estate management and implement them.


2. Undertake the responsibility of housing security for the families with low incomes and housing difficulties all over the city. Organize, draw up and implement the housing security programmes and annual plans of the city; supervise and regulate all related work, such as the construction, rental and sale, and withdrawal of all types of indemnificatory houses and policy-related houses; undertake the responsibility of the store of housing resources; participate in determining the sales price and rent standard of the indemnificatory houses and policy-related houses.


3. Undertake the responsibility of boosting the reform and development of Nanning housing system and responsible for the supervision and management of the housing-reform houses.


4. Undertake the responsibility of management the state-owned real estates of the city. Draw up the related policies of the state-owned real estates; draw up and implement the annual plan of the maintenance and reconstruction of the state-owned real estates; review the rentals and sales of the state-owned real estates; responsible for the management of exchanging the state-owned real estates; implement the policies on privately-owned houses.


5. Undertake the responsibility of supervising the real estate development of the city. Draw up and implement the programmes of the comprehensive development of real estate and the annual plan of the city; responsible for the qualification management of the enterprises for real estate development, the supervision of development projects and the identification of ordinary commercial housing units; participate in drafting the plan of assigning and transferring the use right of the state-owned lands; participate in determining the building quotas of the related projects of real estate development in the bidding, audition and listing of the lands.


6. Undertake the responsibility of supervising the real estate market of the city. draw up the related policies on promoting healthy and stable development of the real estate market of the city; supervise the behaviors of the practitioners of the house mapping institutions and the house trade transactions of the real estate agencies (includes providing assessment, broking, consultation services); carry out the administrative license of the pre-sale commodity houses; establish a warning and forecasting system for the real estate market, collect and release the information of the real estate market; participate in the management of the second and third market of lands about the transfers with compensation, mortgages and rentals of the use right of the state-owned lands; participate in the management of the pre-sale and sale prices of the commodity houses.


7. Be responsible for the house property registrations of the city. Stipulate the relevant systems of house registration and property files management; responsible for the management of the files of the house property and the property register, and establish a unified information system of the house property.


8. Be responsible for the supervision of the property service industry of the city. Stipulate the occupation standard of the property service industry; responsible for the management of the qualifications of the enterprises in the property service industry; guide and supervise the tendering and biding of the property service.


9. Be responsible for the safety supervision of the houses which have been put into service in accordance with laws. draft the relevant systems of the management and appraisal of the housing safety and termite control; stipulate the standards of housing safety appraisal and termite control techniques, and guide and monitor implementation of the standards; supervise the behaviors of housing safety appraisal and the performances of practitioners from the termite control institutions; supervise the interior decoration and fitment of the houses.


10. Be responsible for the supervision of the funds of the house property all over the city. Determine the ways of supervising the funds of the house property; guide the collection and utilization of the funds including the funds of the house property transactions, special maintenance funds of the property services and funds of the housing system reforms; responsible for the supervision of all types of special funds, including the construction funds of the indemnificatory housing and its collection, the development funds of the affordable housing and the funds of the low-rent housing; responsible for the supervision of the deposits of housing construction.


11. Be responsible for the management of the housing security and the information of the house property. Collect and systemize the information of the management of the indemnificatory and policy-related houses, the house property transactions and the housing registration, and set up a management platform for information and standards; responsible for releasing the relevant information of housing security and real estates, and provide the relevant information of the industries and consulting service to government and society.


12. Be responsible for the promotion of the technology in the real estate industry, and conduct the housing industrialization. Guide the research and development of technology and information projects in real estate industry; organize the technological cooperation and exchanges, and promote the application of scientific and technological achievements; work with other relevant departments to comprehensively boost and coordinate the development of the housing industrialization, eco-environment protection and energy conservation.


13. Be responsible for the administrative enforcement of the housing security and house property management. Supervise and inspect the administrative enforcements of housing security, housing system reforms, real estate development, real estate transactions, property service management and the housing safety management, etc.; coordinate and settle the related complaints and disputes.


14. Be responsible for the daily work of Nanning Housing Provident Fund Management Committee.


15. Guide the housing security, house property management and housing system reforms of all counties; guide the housing security, property service management, daily management of housing safety, house rentals management and the management of the houses in the collectively-owned lands of all districts.


 

16. Undertake other affairs assigned by the Nanning Municipal People's Government.
