Responsibilities:

I. To draft the development schemes of human resource and social security affairs of Nanning, organize the drafting of local laws, regulations and rules on human resources and social security affairs, draft relevant policies and organize the implementations and supervisions on relevant policies.

II. To draft the development schemes on human resources markets and the mobility policies on human resources, and establish integrated and standardized human resources markets to improve the rational flow and efficient allocation of human resources.

III. To be responsible for the employment promotions of Nanning.

IV. To establish a sound social security system which covers urban and rural areas of Nanning.

V. To be responsible for forecasting warning and information guidance on Nanning's employment fund, unemployment fund and social insurance fund, draft response schemes, and implement preventions, regulations and controls to maintain the stabilization of employment situations and to keep the overall balance between the incomes and expenses of the social insurance fund.

VI. To cooperate with relevant departments to draft overall planning and structural adjustment policies on human resources of the administrative departments and public institutions, responsible for the approval on supplementary personnel schemes of administrative departments and public institutions at municipal level; implement the national and provincial reform policies on remuneration distributions, welfare policies and retirement policies for administrative departments and public institutions, draft macro-control policies on remuneration distributions of staff in enterprises, and establish safeguard mechanisms on regular salary increase and payment for staff of administrative departments, public institutions and enterprises.

VII. To implement city-strengthened-by-talent policies and engage in talent management affairs.

VIII. To implement resettlement policies for military cadres who transfer to civilian work, cooperate with relevant departments to draft relevant resettlement policies and organize the implementations, organize and coordinate trainings for demobilized military officers, responsible for managements and services for those military officers who independently chose their careers, and cooperate with relevant departments on solving the difficulty for decommissioned officers.

IX. To cooperate with relevant departments to draft comprehensive policies and schemes on migrant workers, carry forward implementations of relevant policies, coordinate the settlements on major and difficult problems and safeguard the legitimate rights and interests of migrant workers.

X. To implement the national and provincial introduction schemes and policies about overseas talents; improve Nanning's service systems for introducing overseas talents, implement centralized managements on overseas trainings, and implement integrated managements on those foreign experts who work in Nanning.

XI. To implement the conciliation and arbitration system on labor and human resource disputes and labor relation policies, improve the coordination mechanisms on labor relations; implement policies on eliminating illegal child labor and policies on special labor protections for women workers and underage labors; organize and implement labor supervisions, coordinate labor right protection affairs, and deal with those cases that violate the laws and regulations on human resources and social securities.

XII. To establish a sound working system on petition, maintain stability of human resources and social security system, and cooperate with relevant departments to settle those significant petition and emergency cases.

XIII. To be responsible for the integrated managements on civil servants of administrative departments of Nanning, draft allocation policies on relevant staff and resettlement policies on special staff, organize the implementations and supervisions on staff-administrative measures of public institutions which refer to the civil servant laws and on administrative measures of employed civil servants.

XIV. To organize and implement the codes of conduct, construction of professional ethics and capability development polices of civil servants; organize and implement position classification standards and management measures on civil servants, and responsible for the information collections and managements of civil servants.

XV. To organize and implement selection and recruitment system of civil servants, and responsible for selection and recruitment of civil servants and those staff in the units which refer to the civil servant laws.

XVI. To organize and implement assessment systems of civil servants, draft training schemes, plans and standards of civil servants, and responsible for instructions and organizations of civil servant trainings for administrative departments at municipal level.

XVII. To organize and implement appeal and accusation systems of civil servants and labor dispute arbitration systems of employed civil servants to safeguard civil servants' legitimate rights and interests.

XVIII. To draft and implement governmental incentive systems, instruct and coordinate governmental incentive work, review those rewarding activities implemented in the name of Nanning Municipal People's Government, and review the persons rewarded in the name of Nanning Municipal People's Government.

XIX. To be responsible for the bureau’s international communication and cooperation affairs.

XX. To undertake other affairs assigned by Nanning Municipal People's Government.
