What is the China-ASEAN Expo (CAEXPO)?
Proposed by H.E. Wen Jiabao, Premier of China at the 7th China-ASEAN (10+1) Leaders’ Summit held in Pali Island, Indonesia on October 8, 2003, the China-ASEAN Expo is an annual event convened in Nanning, Guangxi, China since the year 2004. As a pragmatic endeavor to promote the construction of the China-ASEAN Free Trade Area (CAFTA), this propose was well received by heads of state/government of the 10 ASEAN countries and was written into the Chairman’s Statement released afterwards.
The 1st CAEXPO was held on November 3 – 6, 2004, setting up total 2,506 booths for 1,505 exhibiting enterprises, attracting 18,000 exhibitors and trade visitors, among whom, 4,000 purchasers came from outbound China. 210 categories of exhibits were showcased, covering 11 sectors, including machinery & equipment, household appliances, ICT products, automobile & parts, hardware & mineral products, building materials, agro-based products, medical & healthcare products, chemical raw materials, light industrial products and arts & crafts, garment & textiles, etc. 757 booths were used by enterprises from the 10 ASEAN countries and other countries/regions outside China, taking up 42.9% of the total. A trading volume of USD1.084 billion was concluded. Of the total, the export volume was USD875 million, the import volume was USD110 million, and the rest was USD99 million. During the CAEXPO, 26 promotion conferences on investment projects were held, where 129 international investment cooperation projects were contracted, worth USD4.968 billion, and 102 Chinese domestic cooperation projects, amounting to 48.54 billion yuan. The 2nd CAEXPO was held on October 19 –21, 2005, setting up total 3,300 booths for 2,000 exhibiting enterprises, drawing 25,000 exhibitors and trade visitors, among whom, 6,000 purchasers came from outbound China. 170 varieties of products were exhibited, covering 5 categories, i.e. machinery & equipment, electrical appliances & electronics, light industrial products and arts & crafts, hardware & building materials, agro-based products and foodstuffs. 782 booths were used by enterprises from the 10 ASEAN countries and other countries/regions outside China, taking up 27.4% of the total. A trading volume of USD1.15 billion was concluded, up 6% over the previous year. Of the total, the export volume was USD820 million, the import volume was USD170 million, and the Chinese domestic trading volume was USD160 million. During the CAEXPO, 28 investment promotion events and 2 contract signing ceremonies were arranged, where 126 international investment cooperation projects were contracted, worth USD5.29 billion, up 5.9%, and 263 Chinese domestic cooperation projects valued at 50.18 billion yuan, up 5.5% over last year. The 3rd CAEXPO was held on October 31 – November 3, 2006. 2,500 companies at home and abroad applied for 4,269 booths as exhibiting enterprises, and 3,663 booths were actually arranged for 2,000 qualified ones, 363 booths more than those of last year. 7,971 exhibitors and 31,000 trade visitors were attracted, and the number of the latter grew by 32% over the previous CAEXPO. Among them, 8,900 trade visitors came from outbound China, up 38%. 1000 booths were used by enterprises from the 10 ASEAN countries and other countries/regions outside China, accounting for almost 1/3 of the total. 46 promotion conferences and business matching programs were staged. 132 international investment cooperation projects were contracted, worth USD5.85 billion, up 10.5% over last year. Meanwhile, 301 Chinese domestic cooperation projects were signed, worth 55.37 billion yuan, an increase of 10.4%. Heads of state/government and high-ranking officials attending this event were H.E. The 4th CAEXPO was convened on October 28 – 31, 2007, setting up 3,400 booths for 1,908 exhibiting enterprises. It drew 8,181 exhibitors, up 3.6% over last year, and 3,3480 trade visitors, up 8%, and the number of trade visitors from outbound China increased by 6.3% over the previous year. 1,124 booths were used by enterprises of the 10 ASEAN countries, accounting for 33% of the total, growing 35%. 26 investment promotion programs were arranged, where 182 international cooperation projects were contracted, totaling USD6.15 billion, up 5.3% over last CAEXPO. More large projects were involved. Among the 182 international cooperation projects, 18 ones had the investment volumes over USD100 million, 4 ones more than that of last year. 59 overseas investing projects of Chinese enterprises were also signed, 19 ones more than that of last year, totaling USD1.58 billion. Where is the venue of the CAEXPO?
The venue of the CAEXPO is Nanning International Convention & Exhibition Center in Nanning city of Guangxi, China. The 5th CAEXPO is held on Oct 22nd - 25th, 2008 in Nanning City, Guangxi, China. There are 3000 international standard booths, of which 2500 are indoor booths and 500 are outdoor booths. It is learned from the press briefing of the 5th China-ASEAN Expo Secretariat that foreign enterprises and institutions are intensely interested in participating in the Expo this year. The number of the applied exhibition booths reaches 116% of those provided. In order to do a good job for exposition services, the relevant departments take innovative measures to make services more convenient and personalized.
It’s known that great achievements are made in investment and exhibition invitation this year. Domestic and foreign purchasers and investors are more enthusiastic to attend the CAEXPO than last year, with a record high number of the exhibition booths applied by ASEAN countries. By August 31, the total number of the booths applied by domestic and foreign enterprises and institutions reached 3857, far more than the total number provided. It’s the first time to offer transportation facilities for the businessmen from Hanoi and Cebu. In addition, three details for charter flights embody the priority of innovation and service. Firstly, different Moslem food is offered to different eating habits of Moslem countries; secondly, the Customs clearance form and Expo service manual are available on charter flights for visitors to know in advance; thirdly, typical clearance labels will be designed for visitors to attach to their clothes and luggage in order to be identified by inspection department and get easy Customs clearance.
What are the new measures of customs inspection and quarantine service for the 5th CAEXPO?
Nanning Customs plays an important role in examining the exhibits, passengers and their luggage for CAEXPO. By integrating and improving various customs clearance facilities, 12 regular measures are taken for effective supervision to facilitate the clearance for CAEXPO. These measures include one-time administrative examining and approval system for entry exhibit permit; special channel; 24 hours’ clearance reservation system; supervision system for non-stop passage from border crossings to Nanning International Convention & Exhibition Center to facilitate fast clearance and transportation of exhibits and passengers, etc. All these measures are to provide quality service for CAEXPO regarding administrative examining and approval, policy support and facilitation clearance.
With complicated infectious diseases, animal and plant diseases in ASEAN countries, it’s challenging for entry-exit inspection and quarantine sector to prevent the introduction of diseases during fast customs clearance. With the experience of last 4 CAEXPOs, the Entry-exit Inspection and Quarantine Bureau introduces new service initiatives based on long-term mechanism. These initiatives include the facilitation of quarantine examination and approval for part of the entry animals and plants as well as their products. The examining and approval time for imported animals and plants is shortened from 45 working days to 7 days. Express food testing is carried out so that one testing time is shortened from 3 to 5 days to no more than 50 minutes. The pre-audit of pre-packaged food and cosmetics labels has been canceled and the inspection formalities for entry exhibits are simplified. The joint clearance with joint inspection and one-stop service is implemented. At the same time, with the state's preferential policies, all exhibits are free of charge for inspection, quarantine, pest management and supervision.
