Nanning Bonded Logistics Center starts operation
After the Nanning Customs Office officially entered the Nanning Bonded Logistics Center on June 28, 2010, the Guangxi Entry-Exit Inspection and Quarantine Bureau entered in the center officially as well on July 13, which showed that the focus of the Nanning Bonded Logistics Center has shifted from construction to operation.
As an important part of the logistics system of Guangxi Beibu Gulf Economic Zone,theNanning Bonded Logistics Center enjoys the policies for the bonded logistics, other related policies of Guangxi and the Beibu Gulf Economic Zone, and preferential treatment in many aspects such as in taxation, customs, finance, and service. The Bonded Logistics Center strives to build itself into Nanning’s comprehensive bonded area in two to three years through unified planning and phased construction, on the base of which it plans to construct the China-ASEAN International Logistics Base with an area of 28 square kilometers.
The Shift from “Outbound Business” to “Guangxi Regional Business”
One of the important tasks of the Nanning Bonded Logistics Center is to help enterprises solve the problem of “outbound travel”. The marketing manager of Alnan, Mr. Hu Yongzhong, once explained to reporters what “outbound travel” is. For the export-oriented processing enterprises, their raw materials come from foreign countries and their markets are abroad. If their products have to be sold at home because of poor foreign markets or other causes, the products must be sent abroad and then brought back, causing one more customs declaration. Such a process is called “outbound business”. The enterprises in Nanning mostly choose Hong Kong as the place of this practice, thus “outbound busienss” is called “one day’s travel of Hong Kong”.
TheBonded Logistics Center serves as “exterior Customs within the border”, where the enterprises can finish the process of declaration for exit and entry by a single tour. That is to say, enterprises can complete an “outbound busienss” through the Customs inspection of Nanning Bonded Logistics Center and paying related taxes without bordering to deliver goods to the ports of Guangxi, ship to Hong Kong and then return to Shenzhen for customs declaration.
TheNanning Bonded Logistics Center shall develop to be the core of the bonded logistics system of Guangxi Beibu Gulf Economic Zone connecting Southwest China with Southeast Asia, which extends the functions of coastal ports, and the large-scale logistics business base linking together seaports, airports and border ports.
