Case: On the evening of Feb 6, 2012, Mr. Li who lived in Tianhe District of Guangzhou received a mail package. Upon opening the package, it exploded and Mr. Li was badly hurt. The investigation showed that the courier did not insist to unpack the mail package for inspection when the sender gave the package to him. Unexpectedly, the so-called “perfume gift” by the sender was a mail bomb.
Analysis: Since the new national standard was implemented, inspection is required to be conducted when sending and receiving mail packages. It is a safety measure taken in express delivery. According to the new standard, sender should inform courier the nature of mail package. If necessary, express company can ask sender to unpack the mail for inspection but the content of the mail should not be checked. For package and printed material, express company should inspect the internal part. If sender refuses, express company can choose not to provide delivery service.
It is noted that real name is required in express delivery. When sending a package, please remember to bring identity card.
