In recent years, Nanning has promoted the "three changes" reform in rural areas, in which the resources were changed into assets, funds were changed into shares, and farmers were changed into shareholders. The ownership of village collective resources was clarified, and the rural productivity was unleashed and developed.
Influenced by the "three changes" reform in villages, the remarkable progress has been made in Nanning's rural collective economy. As of April 30 this year, the number of villages and communities which have the income of more 50,000 yuan, reached 1,231, accounting for 78.96% of the total; the number of villages and communities which have the income of more 100,000 yuan, reached 260, accounting for 16.68%; the number of villages and communities which have the income of more 200,000 yuan, reached 108, accounting for 6.92%; the number of villages and communities which have the income of more 500,000 yuan, reached 44, accounting for 2.82%. According to Zhang Chao, deputy director of the Office of Agricultural Affairs of the CPC Nanning Municipal Committee, Nanning will focus on the review of the verification of rural collective assets, and prioritize the national pilot reforms on rural collective property rights of the fourth batch of counties (districts), including Xingning District, to ensure that all tasks will be completed by the end of October, 2020. According to the work plan, by the end of 2020, more than 30% of the administrative villages in Nanning will become the pilot villages. Nanning strives to achieve an annual collective income of more than 50,000 yuan for each administrative village.
