2013 Nanning’s Industrial Development

On January 19th, 2014, exciting news came from the Industrial and Information Commission of Nanning that in 2013, the total industrial production value by the enterprises above the designated scale was estimated 255 billion yuan, with the growth rate of the total industrial output value and the growth rate of the industrial added value by the enterprises above the designated scale both ranking top. There were 34 enterprises with over 1 billion yuan output value, 7 more than that in 2012. In 2013, under the poor economic situation, Nanning’s industry found its own good way, developed fast, and had strong staying power, so the industrial growth rate ranked first among the provincial capital cities of China.

Industrial Growth Rate: Ranking First Among the Provincial Capitals of China

In August 2013, the Manufacturing Center of Hot Rolled Plate, Phase II of Guangxi Alnan’s Project of Manufacturing an Annual Output of 200,000 Tons of Large-Size High-Quality Aluminum Alloy Profiles, was put into production, with estimated annual sales income reaching about 10 billion yuan.

In 2013, faced with the severe situation of the economic downturn, decline in market demand, and lowering product prices, Nanning developed its industry with steady and fast growth and presented a steady-to-good development tendency by means of paying special attention to the key enterprises and key projects, developing the strategic leading industries, cultivating and developing strategic emerging industries, and transforming and upgrading the traditional advantageous industries, which led to the in its industrial economy.

In 2013, as predicted, Nanning’s total industrial output value by the enterprises above the designated scale reached 255 billion yuan, up by 20.5% on a year-on-year basis; the total industrial added value by the enterprises above the designated scale was 77 billion yuan, up by 16.5% on a year-on-year basis; January-October, the growth rate of the total industrial output value by the enterprises above the designated scale ranked first among 27 provincial capitals in China and the growth rate of the total industrial added value by the enterprises above the designated scale ranked second; the industrial growth rate ranked first or second for three consecutive years among the provincial capitals in China. In the meanwhile, the optimization and upgrading of the industrial structure were pushed forward steadily, changing from the production-speed-oriented to growth both in production and benefit, and marching on the track of “good-and-fast” development.

Building up Enterprises: Over 540 Enterprises with an Annual Production Value of Over 100 Million Yuan

November 24th, 2013 saw the birth of an industrial enterprise with an annual output value of over 10 billion yuan as expected by all, and it was predicted that its annual output value would reach over 15 billion yuan. It was less than 3 years since Foxconn entered Nanning, but Foxconn Nanning Scientific and Technological Park had reached over 10 billion yuan of sales volume. However, the achievement made by Foxconn Nanning Scientific and Technological Park was just a miniature of modern industrial development of Nanning.

In 2013, Nanning continued to implement the project of “Paying special attention to the large enterprises, building up the small enterprises, and supporting the mini enterprises”. Resources were concentrated on pushing Foxconn and Alnan to become enterprises of 10 billion yuan output value, supporting a batch of growing small and medium enterprises to fast become enterprises of over 100 million output value, and promoting small and medium enterprises to become enterprises above the designated scale. With great efforts, in 2013, there were 50 more enterprises with an annual output value over 100 million yuan, reaching a total of over 540 enterprises; there were 34 enterprises with an annual output value of 1 billion yuan, 7 more than that in the previous year; there were 968 enterprises above the designated scale as estimated. In the meantime, Nanning intensified the financial service to the small and medium enterprises, and an accumulated amount of 4.33 billion yuan of loan as floating funds to the small and medium enterprises was arranged via the loan platform for the small and medium enterprises by the government, assisting the development of the enterprises.

Technological Innovation: Seven Products Winning the Title of “Guangxi Famous Brands”

Technological innovation is the source for the development of industrial enterprises. In 2013, Nanning concentrated on the promotion of structural readjustment, and transformation and upgrading, intensified the service for the enterprises, and pushed forward enterprises’ technological innovation to achieve new results. From January to November 2013, Nanning had one more state-authorized lab, 17 more enterprises technological centers and research centers of the provincial-level; 73 projects were awarded the technological innovation projects of the provincial-level; 7 products won the title of “Guangxi famous brands”; 6 products won the provincial-level excellent achievement prizes for new products.

Meanwhile, the growth of Nanning’s industrial export was higher than the national average. From January to November 2013, Nanning’s industrial export value by enterprises above the designated scale was 19.273 billion yuan, accounting for 30.68% of the Guangxi’s total and an increase by 6.74 percentages on a year-on-year basis, and the growth rate was as much as 48.55%, far higher than that of the national average of 4.6% and Guangxi’s average of 15.93%.

Besides, Nanning pushed forward the overall innovation of the management system and operation mechanism of the development zones. It was predicted that the output value of the industrial parks of Nanning would take up about 75% of the total industrial output of Nanning, and there would be 6 industrial parks with over 10 billion yuan of industrial output value. The industrial parks had more obvious concentration effect and stronger receiving capacity.

Regional Integrated Development Plan of Nanning, Beihai, Qinzhou, Fangchenggang, Yulin, Chongzuo and Baise

Recently, the Development and Reform Commission of Guangxi formally issued the Regional Integrated Development Plan of Nanning, Beihai, Qinzhou, Fangchenggang, Yulin, Chongzuo, and Baise (hereinafter referred to as the Plan). According to the Plan, Nanning, Beihai, Qinzhou and Fangchengang form the core and radiate out to the other three cities of Yulin, Chongzuo, and Baise. In the seven cities, a regional modern business, trading, and logistics base, an advanced manufacturing base, a characteristic agricultural base, and an information exchange centre shall be built, so that the seven cities can be built into an influential city cluster in Beibu Gulf, new strategic pivot of opening up and development in southwest and central south of China, and new height featuring international regional economic cooperation for ASEAN.

Nanning is taking the leading role in the integrated development of the seven cities. In 2015, the integrated development framework will take its shape. In 2020, the integrated development pattern will be realized, so that at that time, this region will take the lead in Guangxi to complete the comprehensive construction of a well-off society, and the city cluster of Beibu gulf will be built up. In 2030, the goal of the integrated development will be comprehensively achieved.

Nanning Focusing on the Development of Fine Chemical Engineering, Papermaking and Sugar-making

The Plan focuses on the development of the six industrial groups as petrochemical industry, steel, aluminum, manganese, paper-making and sugar-making in the seven cities. The industries are distributed among the cities in accordance with their industrial bases. In petrochemical products, the Petrochemical Industrial Park of Nanning Liujing Industrial Park, Qinzhou Petrochemical Industrial Zone, and the Petrochemical Industrial Park of Beihai Tieshangang Industrial Zone are taken as the main areas for the development of petrochemical industrial cluster. In Nanning, the focus of development is on organic chemical industry, and fine chemical industry and expansion of petrochemical middle products. In papermaking, Liujing Industrial Park focuses on the development of bagasse paper-making, mulberry rod paper-making, and bamboo pulp paper-making; great efforts are made to develop middle and top grade art paper for press, paper for daily use, packing paper, and printing cultural paper; a paper products trading market is to be built in Liujing Industrial Park. In addition, Guangxi will develop its sugar-making industrial cluster, mainly Chongzuo, Baise, Nanning, and Fangchengang. In this industrial cluster, refined sugar, fructo-oligose, isomaltulose, high-activity dry yeast, and sucrose polyester are to be developed.

The Plan places great expectation on Nanning Airport under expansion, which will be built into a hub airport facing ASEAN. With the continued development of high-speed rail, Guangxi will build a passenger and cargo comprehensive junction center and a railway containers key center in Nanning in accordance with the requirements of zero distance transfer” and “seamless joint”. The railways from Nanning to Guangzhou and Yunnan to Guangxi are under construction. Besides, the expressway network from Nanning to Baise and from Nanning to Yulin is also gradually being perfected. All the transportation lines will eventually be formed as “one center, one pivot, two axes and seven longitudinal expressways” among the seven cities. One center refers to the regional international shipping center of the Beihai Gulf. One pivot refers to Nanning regional comprehensive transportation pivot. Two axes refer to the transportation routes of Longlin-Baise-Nanning-Hengxian-Yulin, and Napo-Jingxi-Chongzuo-Qinzhou-Beihai. Seven longitudinal expressways refer to the modern comprehensive transportation system including Baise-Jingxi, Longlin-Shuolong, Nanning-Pingxiang, Nanning-Qinzhou (Fangzhengang), Liujing-Qinzhou Port, Hengxian-Hepu, and Yulin-Tieshan Port.

Development of Hengxian, Wuming, and Binyang into Medium-sized Cities

At present, the traditional “four cities of Beibu Gulf” — Nanning, Qinzhou, Beihai and Fanchenggang have realized their urban integration in service charges of banking and communication services. According to the Plan, residents in these four cities will obtain more integration convenience, including unified employment and insurance policy systems, which refer to the urban integration in human resources and social security. Unified senior middle school entrance examination, which means educational resources integration, will be realized next year in the four cities. By 2020, urbanization rate of the four cities’ cluster will have been more than 60%.

How to realize the 60% urbanization rate? Based on the Plan, it can be seen that the urban population of Nanning will reach about 3 million and the GDP will amount to more than 500 billion. Nanning will naturally become the core city; Beihai, Qinzhou and Fangchenggang will be the central cities; and Chongzuo, Yulin and Baise will be the sub-central cities. It is worth mentioning that some counties (county-level cities) with great development potential like Hengxian, Wuming, Binyang, Hepu, Lingshan, Dongxing, Bobai, Luchuan, Fusui and Pingguo have the chance to become medium-sized cities whose population will be more than 200 thousand.

Gradually Achieving Barrier-free Medical Insurance Transfer in Seven Cities

What positions do the migrant people have in the seven integrated cities? From the allocation of the education resources in the Plan, we can clearly see that the Plan brings compulsory education of the children of non-native permanent residents into the educational development plan, so that those children can get the same compulsory education as local students with urban and rural household registration. In the educational fund appropriations, Guangxi will boost the joint of the management systems in educational fiscal appropriation, educational funds and teachers' salaries and gradually unify school construction standards, teaching and administrative staff’s authorized strength standard and their wage standard, and standard for public fund per student, and will increase the level of equipments foe experiment and practice in senior middle schools at the same time.

As for medical treatment and health, residents in the seven cities can enjoy “medical history all-in-one passbook” in unified outpatient service and emergency treatment in the major medical establishments, and the citizens of medical insurance can even independently choose among the designated medical institutions in the seven cities to seek the medical advice. In order to ensure that the medical insurance system will benefit all residents in the seven cities, Guangxi will gradually achieve barrier-free medical insurance transfer and try hard to narrow the gap of fundamental public service level.

Control Plan of the Area Surrounding Nanning East Railway Station

Detailed Control Plan of the Area Surrounding Nanning East Railway Station (hereinafter referred to as the Plan) has been approved by Nanning Municipal Government after two years’ compiling, field investigation, advice consultation from many aspects, and experts’ reviews.

As a regional international transportation junction, what city image shall the area surrounding Nanning East Railway Station show? According to the Plan, the land surrounding the Station will be divided into residential housing, public services, urban roads, transportation junctions, and squares. The area surrounding the Station will be linked together through the construction of overpasses around the Station, forming overhead pedestrian network. On both sides of the South Square and the North Square, the height of commercial and business buildings should be from 100 to 120 meters. The color of the buildings in the planned area will mainly be elegant, pure and fresh, creating a distinctive urban landscape. An underground parking lot with no less than 4, 076 parking places will be constructed in the Station for the convenience of the citizens.

The Planning Layout: "One Axis, Two Centers, and Three Districts" 

As the leading comprehensive transportation junction in Nanning and even in Guangxi, the area around Nanning East Railway Station is Nanning's image show area. The land-use range of the Plan is an enclosure area of 2.0 square kilometers surrounded by the extension of Changgang Road, Fenghuangling Road, Fengling North Road, and East Ring Expressway to be built as planned (to be built by route changing and transformation of the present Nanning City Ring Expressway). The planned population here is 3,000 people; office employment is 85, 000 persons; average number of daily passengers is 230,000 persons (in the year of 2020).

Nanning East Railway Station planning layout structure is "one axis, two centers and three districts". "One axis" means the north and south landscape axis based on the Station building axis as a benchmark. "Two centers" refer to the South Square and the North Square which serve as two public centers. "Three districts" refer to the supporting functional district in the north, the railway station in the center, and the supporting functional district in the south. The layout structure follows the transportation planning of Hongqiao Transportation Junction and other advanced transportation junctions and terminals, uses the directional overhead system paralleling to the railway to relieve the passenger traffic, as well as uses the "overhead entrance and underground exit" layered transport system. On the one hand, the mobile traffic and urban daily traffic (traffic for commercial and office activities) are separated to improve the efficiency. On the other hand, the space cutting of the terminal by the overhead passenger transport channels can be reduced, so as to increase the development value of the land surrounding the Station.

The Planning has won the approval, which will usher in a construction surge of the municipal supporting facilities and commercial facilities surrounding the Station.

Construction Requirements: the Height of the Commercial and Business Buildings on Both Sides of the Squares Should be From 100 to 120 Meters

According to the Plan, the surrounding land will be divided into the land for residence, public services, urban roads, transportation junctions, and squares.

Distributed in the southwest corner of the planning area, near Fengling North Road and Fenghuangling Road Interchange, the residential land of a total area of 2.5 hectares is the resettlement land for the staff of Tunli Pig Farm. The land for public services, with a total area of 25.2 hectares, including the land for commercial and business use, is located at both sides of the South Square and the North Square. The land for urban roads is 56.94 hectares as planned.

Transportation junction land includes several parts. Located in center of the planning area, Nanning East Railway Station covers an area of 63.89 hectares. Located on the east side of the South Square, the long-distance bus terminal covers a planning area of 3.07 hectares. Two traffic terminals function as bus and taxi storage (parking) yards, one located in the west side of the North Square in the northern district and the other in the west side of Gaopoling Road in the southern district.

Land for squares is divided into the South Square and the North Square, both as traffic distribution and leisure places. The only difference is that in the South Square an axis area will be set up, which will be paved with rigid materials, in order to highlight the landscape of the East Station (The station building is a tourist spot).

According to the Plan, in order to reach the goal of separating pedestrians from vehicles, the area surrounding the Station will be linked together through the construction of overpasses around the station, creating an overhead pedestrian network.

In the planning area, podium roof greening of high-rise public buildings is required. In order to shape the city landscape, on both sides of the South Square and the North Square, height of commercial and business buildings will be controlled within 100-120 meters, and height of other development land (excluding reserved land for traffic facilities and other public municipal facilities such as postal sorting center) will be controlled within 60-100 meters.

The color of the building in the whole planning area gives priority to elegant, pure and fresh colors, and accords with architectural form and regional landscape coordination requirements, rational architectural styles, patterns and colors will be selected.

Traffic Organization: Five Backbone Traffic Passages and Three Interchanges to be Built

The traffic organization surrounding the Station is clearly shown in the Plan. With the planning area as the center, the backbone traffic passages of the major areas related to the Station area mainly include --

East Ring Expressway: it is the main passage from south to north in the city, and is also the main linking channel connecting Nanning East Railway Station and the remote areas;

North Fengling Road Expressway: it is the main traffic passage from east to west in the city, and is also the main channel connecting the Nanning East Railway Station and the center area of West Nanning;

Fenghuangling Road: it is the main road from south to north in the city, main linking channel for city sections, and is also the main linking channel connecting Nanning East Railway Station and surrounding areas in medium or long distance;

Extension Line of Changgang Road: it is the main road from east to west in the city, main linking channel for city sections, and is also the main linking channel connecting Nanning East Railway Station and surrounding areas in medium or long distance;

Gaopoling Road: it is the main road from south to north in the city, main linking channel for city sections, and is also the main linking channel connecting Nanning East Railway Station and surrounding areas in medium or short distance; besides, it is an important landscape avenue in front of Nanning East Railway Station

To avoid traffic bottlenecks in the Station area, it has been planned to set three interchanges at intersections of the above backbone traffic passages, namely North Fengling Road and East Ring Expressway Interchange, North Fengling Road and Fenghuangling Road Interchange, Fenghuangling Road and East Ring Expressway Interchange.

Parking facilities: there will be no less than 4,076 social parking places in the South Square and the North Square.

The Station as a regional transportation junction, how will vehicle owners park their cars there? According to the Plan, the parking lots for the staff, VIP, buses and intercity buses, and taxi storage yard are located in the four corners of the Station platform on the second floor, and other parking lots are located in the underground.

There are four underground floors in the South Square. Basement 2 is the core floor, including the traffic transfer hall (directly above the subway), the business service space surrounding the transfer hall, and social parking space in outside circle. And here lies the channel from the transfer hall to the exit of the Station in the north, and the transfer channel to the long-distance bus terminal located in the east. Basements 3 and 4 are the ticket offices for the subway and the platform respectively. Basement 1 is the taxi service area, public transportation boarding area, and underground commercial district, all parallel form the south to the north, and on both sides of the underground commercial district are located the social parking lots. According to the approved Comprehensive Planning of Transportation Junction of Nanning East Railway Station, the predicted size of transportation terminals and the distribution of social parking lots of the South Square and the North Square, the number of the underground social parking places of the South Square is no less than 1,662.

There are two underground floors for the North Square. Basement 2 is the core layer, mainly including the traffic transfer hall, business service space surrounding the transfer hall, and social parking space in outside circle. And here lies the channel from the transfer hall to the exit of the Station in the south. Basement 1 is the taxi service area, public transportation boarding area, commercial district, and social parking yard, all parallel form the south to the north. According to the approved Comprehensive Planning of Transportation Junction of Nanning East Railway Station, the predicted size of transportation terminals and the distribution of social parking lots of the South Square and the North Square, the number of the underground social parking places of the North Square is no less than 2,414.
