Situated in the Southwest coast of China, Guangxi Beibu Gulf Economic Zone (BGEZ) consists of four cities, namely Nanning, Beihai, Qinzhou and Fangchenggang. Covering a landmass of 42,500 square kilometers, it has a total population of 12.55 million by the end of 2006. The Development Scheme will span from 2006 to 2020.
Chapter One Background
BGEZ is located in the conjuncture of South China Economic Circle, Southwest China Economic Circle and ASEAN Economic Circle. It is the only coastal area that is included in the Western Development Program of Chinese central government. Blessed with both land and sea access to ASEAN, it enjoys favorable and strategic geographical location. Moreover, BGEZ is rich in sources, such as coastal line, land, fresh water, marine, agriculture, forest and tourism. It is able to accommodate a relatively big population and has comparatively big environmental carrying capacity, excellent eco-system and low development density, thus enjoying enormous potential for further development. Ever since reform and opening up, especially the implementation of Western Development Program, the development of BGEZ witnessed remarkable progress. Its business strength has been greatly strengthened, infrastructure construction saw significant development, competitive industries with local features experienced fast growth, opening up level was continuously upgraded, people’s livelihood was visibly improved, and eco-construction and environmental protection have been strengthened. BGEZ has entered the best development period ever seen in history.
Accelerating opening up and development of BGEZ helps to boost all-round economical and social growth in Guangxi, upgrade the development level in Autonomous Region, consolidate ethnic unity and ensure border stability. It will contribute to the further implementation of Western Development Strategy, strengthen the construction of the passage to sea for Southwest China, advance the opening up and economic development in Southwest region and build a strategic highland to facilitate and support Western Development. It also helps to improve our coastal and border economies layout, coordinate to the development of East, Central and West China, and link them even closer in order to give a great impetus to national economic and social development. It is beneficial to the construction of China-ASEAN Free Trade Area and the growth of China-ASEAN Strategic Partnership towards Peace and Prosperity.
National government attached great importance to the development of coastal area in Guangxi and clearly identified BGEZ as the key region for Western Development Program, opening up and cooperation with ASEAN. There are new requirements and new missions. Opportunities to accelerate the development of BGEZ have come into being, conditions are mature and it is time to start.
Chapter Two General Plan
I. Guiding Principle
Guided by Deng Xiaoping Theory and the thought of “Three Represents”, efforts will be made to further implement Scientific Outlook on Development, emphasize on opening up and cooperation, take reform and innovation as the engine, further emancipate the mind, keep up with times, change the mode of development and strive to build BGEZ into a new growth pole along the coast of China.
II. Development Principles
Adhere to the principles of putting people first and promoting the development of science; adhere to opening up and cooperation, promote mutual benefit and win-win results; adhere to market oriented approach and facilitate complementarities; adhere to scientific layout and encourage orderly exploitation; adhere to intensive development and promote the congregation of factors; adhere to eco-protection and facilitate environmental conservation.
BGEZ will reply on Beibu Gulf, serve Southwest, South and Central China, and connect East, Central, West China and ASEAN. It will play a role as an important passage, a bridge of exchanges and a platform of cooperation which link multiple regions, in order to facilitate development and construction through opening up and cooperation. It is expected to develop into a China-ASEAN logistics base, trade base, processing and manufacturing base and information exchange center, which serves as a strategic highland to facilitate and support Western Development and a key international regional business cooperation zone, featured by high opening up level, strong influence, economic prosperity, social harmony and sound eco-environment.
Ⅳ. Development Priorities
Improve land resources development to ensure spacious room for opening up and cooperation; improve industry layout to make our industries more competitive; upgrade the capacity of international passage to support opening up and cooperation; deepen both domestic and international cooperation to explore new space for opening up and cooperation; strengthen social development and build a harmonious environment for opening up and cooperation; endeavor to advance reform and innovate the mechanism of opening up and cooperation.
V. Development Goals
General Goal: BGEZ is to be built into a key region of economic growth along the coast of China in 10 to 15 years, and takes the lead to realize building a moderately prosperous society in West China.
Specific Targets: Remarkably improve business strength, further improve economy structure, continue to deepen opening up and cooperation, further strengthen eco-conservation and improve people’s livelihood in an all-round manner.
Chapter Three Geographical Layout
I. Geographical Structure
In accordance to its general functions, environment carrying capacity, and development density and potential, BGEZ is divided into cities, countryside and eco-zone.
Cities: covering 9% of the planned BGEZ area to provide room for industrialization and urbanization drive.
Countryside: Covering 56% of the planned BGEZ area to provide land for agricultural production, construction of countryside human settlement, country roads and other infrastructure facilities.
Eco-zone: Covering 35% of the planned BGEZ area which includes existing natural reserves, water conservation zone and eco-restoration zone, and provides land to safeguard eco-safety.
1. Core City Area
It refers to completed area and extension area of cities and townships. Following the principle of coordinated development of cities and rural area, rational layout, land conservation, functions improvement and complementarities, give priority to strengthen comprehensive carrying capacity, rely on Nanning City to build a city cluster of Nanning, Beihai, Qinzhou and Fangchenggang, realize a harmonious growth of cities and townships big or small and become a key region with a high density of population and economy in China as well as a key region of China-ASEAN cooperation. By 2020, urban constructed area will have covered 1350 square kilometers, including first class urban constructed area (Nanning), second class urban constructed area (Beihai, Qinzhou and Fangchenggang), third class urban constructed area (Urban District of Dongxing and related counties) and fourth class urban constructed area (13 key townships).
2. Coastal Heavy Chemical Industry Zone
It refers to industrial zone with modern industries, which relies on coastal cities and deep-water fine ports. An area of 86 square kilometers will be exploited in the near future. Priority will be given to build Qinzhou Port Industrial Zone, Qisha Industrial Zone and Tieshan Port Industrial Zone.
Qinzhou Port Industrial Zone: An area of 36 square kilometers will be developed first, focusing on petrol-chemical, energy, phosphorus chemical, integrated project of forest, pulp and paper and other supporting industries.
Qisha Industrial Zone: An area of 30 square kilometers will be developed first, focusing on steel, heavy machinery, energy, grain and oil processing, ship manufacturing and repairing and other supporting industries.
Tieshan Port Industrial Zone: An area of 20 square kilometers will be developed first, focusing on energy, chemical, integrated project of forest, pulp and paper, container manufacturing, harbor machinery, marine industry and other supporting industries.
3. Economic Development Zone
Business parks refer to all kinds of national or provincial new and high-tech development parks, economy and technology development zone and border economic cooperation zone, which have already been approved. They will just follow relevant documents and papers in regard to their development direction, industry priority and land allocation.
III. Countryside Area
Countryside area covers human settlements and agricultural area. It is an important part to safeguard countryside economic and social development and the habitation of agricultural population.
1. Countryside Human Settlements
Importance will be given to develop villages with better transportation, topography and water resource conditions and encourage gradual and orderly relocation of countryside population who are living in miserable conditions. By 2010 construction land for countryside human settlements will have realized zero growth, while by 2020 it will have decreased by 10%.
2. Agricultural Area
Agricultural area is the platform to produce all kinds of agricultural products. Meanwhile it is playing an active role to regulate climate and improve environment. It covers mainly paddy production zone, stock raising zone, sugar production zone, subtropical fruits zone and eucalyptus plantation zone. According to local agricultural resources, efforts must be made to produce fine varieties of major agricultural products, such as grain and economy crops in bases in a large scale, standard and specialized way. Concrete efforts will be made to protect basic farmland and follow the farmland quota set by national and provincial government.
Eco-zone, which covers natural reserves, water conservation zone and eco-restoration zone, is an important region to protect eco-safety.
1. Natural Reserve
Different kinds of natural reserves approved by governments at all levels cover an area of 4899 kilometers, accounting for 11.53% of the planned BGEZ area. Strict efforts will be made to protect them against human interference. Any development and construction activities that are not in conformity with functions of natural reserves, or might change their topography, landform, vegetation and earth’s surface are banned.
2. Water Conservation Zone
Water conservation zone is an area that supplies rich water resources for production, living and eco-environment, including drinkable water conservation zone of cities and townships, large or middle scale reservoirs and their buffer zone. It covers an area of 6390 square kilometers, accounting for 15.04% of the planned BGEZ area. Mandatory protection of the water conservation zone is implemented. Any development and construction activities that are not in conformity with functions of water conservation zone are banned.
3. Eco-restoration Zone
Eco-restoration zone refers to the region that has a fragile eco-system and low eco-stability, and its eco-environment is prone to deteriorate, including rock desert, sands, marsh, salina and bare land, etc. It covers an area of 3621 square kilometers, accounting for 8.52% of the planned BGEZ area. Mandatory protection of the eco-restoration zone is implemented. When vegetation and eco-environment are restored, cautious tourism development can be considered. Any urban and industrial construction or farming or husbandry that may damage eco-environment are banned.
Ⅴ. Coastal Line Classification
Coastal line of BGEZ can be separated into 7 categories.
Port and industrial coastal line: 228 kilometers of coastal line is planned for the development of deep-water port, expansion of fishing port and coastal industries.
Urban construction coastal line: 147 kilometers of coastal line is planned for the development of cities and townships and expansion of their functions.
Tourism coastal line: 53 kilometers of coastal line is planned for the construction of tourism facilities.
Leisure and entertainment coastal line: 133 kilometers of coastal line is planned for the construction of high grade resort and sanitarium.
Aquiculture coastal line: 213 kilometers of coastal line is planned for various kinds of aquiculture with local characteristics.
Eco-protection coastal line: 390 kilometers of coastal line is planned for the protection of marine eco-environment and rare animal and plant.
Other coastal line.
Ⅵ. Functional Zones
In accordance to geographical layout and coastal line classification, 5 functional zones are planned to be built.
Nanning Zone: Covering Nanning City and its surrounding key development parks. Importance will be given to develop high-tech, processing and manufacturing, trade and modern service industry and build a bonded logistics center. Nanning is to be built into a China-ASEAN regional international city, comprehensive transportation hub and information exchange center.
Qinzhou Fangchenggang Zone: Covering Qinzhou City, Fangchenggang City, coastal industrial zone and related coastal area. Efforts will be made to build bonded port area, develop coastal heavy chemical industry and port logistics and build it a processing and manufacturing base and logistics base which can make good use of both domestic and international markets and resources.
Beihai Zone: Covering Beihai City, Hepu County and its surrounding key development zone. Efforts will be made to develop beach tourism and trans-nation tourism. Priority will be given to develop high-tech industry and export processing industry, such as electronic information, bio-pharmacy and marine exploitation, expand the bonded logistics function of export processing zone, protect eco-environment and build Beihai into a beautiful coastal city with comfortable living environment.
Tieshan Port (Longtan) Zone: Covering Tieshan Port of Beihai City and Longtan County of Yulin City. Importance will be given to construct high capacity berth and deep water channel of Tieshan Port, undertake transferred industries, develop port industries and build a cross straits (Yulin) pilot zone of agricultural cooperation.
Dongxing (Pingxiang) Zone: Covering Dongxing City of Fangchenggang, Pingxiang City of Chongzuo, border economic cooperation zone and surrounding key development zone. Efforts will be made to develop border export processing, trade logistics and border tourism, expand the functions of Pingxiang economy and techonology cooperation zone and set up Pingxiang border comprehensive bonded area.
Chapter Four Industrial Development
Petrochemical: Build large scale oil refinery base in Qinzhou and develop petrochemical products, such as crude oil; strive to develop petrochemical industrial chain during the Twelfth Five-Year Plan period and form a coastal petrochemical industry cluster. Replying on its chemical industry infrastructure, Nanning is expected to build a fine chemical base.
Paper Making: Build large scale forest, pulp and paper base in Qinzhou and Tieshan Port, develop integrated industry of forest, pulp and paper and create a coastal industry cluster.
Metallurgy: According to requirements of national steel industry policy, efforts will be made to take full advantage of BGEZ’s coastal strength, adjust product mix, actively boost merger and restructuring of steel enterprises, accelerate to wash out backward steel companies and increase products’ added value. Bring into full play of rich aluminum resources in Guangxi, develop aluminum processing projects with high technology content and strong competitiveness and aluminum deep processing industry in Nanning in order to provide fine aluminum plate and foil needed by transportation, aviation and packaging industry.
Light Industry and Foodstuff: Endeavor to develop grain and oil processing, actively develop sugar making, deep processing of agricultural products and textile and garment industry.
High-tech: Importance is given to develop high-tech industry, such as electronic information, bio-engineering, new material, modern Chinese medicine, energy conservation and environmental protection, upgrade innovation and incubation capability of Nanning and Beihai New and High-tech Industrial Parks and build a Nanning bio-industry base.
Marine: Strive to develop deep processing of marine products, marine bio-pharmacy and marine chemistry, strengthen the exploration and exploitation of mineral resources, for example marine petroleum and gas, and boost the industrial application of marine scientific and technological fruits.
Crop Cultivation: Priority is given to develop the plantation of tropical and subtropical fruits, vegetables, fast growing forest, high quality spice and sugar cane; active efforts are made to develop the plantation of winter potato, cassava, Chinese medicine and precious flowers.
Stock Raising: Priority is given to develop stock raising with local features, for example milk buffalo.
Marine Fishery: Actively promote eco-aquiculture and restrict the intensity of near-shore fishery. Seek rational exploitation of fishery resources and prudent development of deep sea fishery and improve fishery port facilities.
III. Service Industry
Logistics: Accelerate to build coastal and city bonded logistics system. Efforts will be made to build Nanning regional international logistics base, border trade logistics base and border comprehensive bonded area.
Finance: Actively bring in various kinds of financial institutions, strive to develop financial industry, such as bank, insurance, securities, futures and trust, etc, set up a group of new investment and financing companies, explore to establish industrial investment foundation, actively develop venture capital investment company, build Nanning regional financial center and create a modern financial system. Prudent efforts will be made to adjust and broaden bank market access for countryside regional financial institutions and endeavor to foster rural financial system.
Information Service: Strengthen the service capability by post and telecom, step up to promote E-business and E-government, actively develop digital industry, which takes geographical information and animation, etc as its content, accelerate information application and build a China-ASEAN regional international information exchange center, which covers comprehensive and professional information, such as commerce, investment, finance, port and shipping, product inspection and quarantine, tourism, labor, science, technology and culture.
Convention and Exhibition: Take full advantage of China-ASEAN Expo and China-ASEAN Business and Investment Summit to boost the development of convention and exhibition economy, build and improve related service facilities in Nanning and Beihai.
Real-estate: Strengthen policy guidance and macro-control on property market. Cities like Nanning and Beihai must adopt eco-friendly measures to build a favorable living environment to attract population and industries and boost the healthy development of real-estate industry.
Tourism: Actively develop holiday tourism, create classic tourism products, promote Pan-Beibu Gulf (PBG) package tour, strengthen the construction of tourism infrastructure, public service system and safety and quality supervision system and develop BGEZ into a regional international tourism destination and tourism promotion center.
Chapter Five Infrastructure
Establish modern coastal port cluster.Identify port functions and rational division of labor, promote comprehensive development of port and build Guangxi coastal port cluster. Construct a group of 10,000-ton berths and deep water navigation channel, build port logistics center, strengthen the transportation system of energy, iron ore and containers and the collecting, distributing and dredging system that links hinterland and improve handling capacity of coastal ports.
Establish complete high grade highway network.Priority is given to build national expressway projects that connect Guangxi to Yunan, Guizhou Province and Peal River Delta, such as Nanning-Baise-Kunming, Nanning-Hechi-Guiyang, Nanning-Wuzhou-Guangxi expressway. Accelerate to advance the upgrading of national and provincial highway network, build inter-province passage as soon as possible and increase the technology level and overall efficiency of the highway network. It is expected that by 2010 a relatively complete highway network to sea in Southwest China will have been formed.
Establish high capacity railway passage.Importance is given to build Nanning-Guangzhou railway and set up a high standard and capacity railway passage linking Pearl River Delta; build Hunan-Guangxi double track railway and Nanning-Liuzhou inter-city railway and set up a high standard and capacity railway passage linking Central and East provinces and the trunk railway line from Beijing to Guangzhou; build Nanning-Kunming double track railway and upgrade Guizhou-Guangxi railway to set up a high standard and capacity railway passage to sea linking Southwest China; upgrade Nanning-Fangchenggang double track railway and build Hepu-Hechun railway and spur lines connecting coastal ports to set up a high standard and capacity railway passage for port transportation and distribution. By 2010, a relatively complete railway network connecting Southwest China, Central China and South China will have taken shape.
Establish an aviation passage that covers extensive areas.Quicken the expansion and reform of Nanning and Guilin Airports, improve supporting facilities, increase trunk line flights to major cities in China, open or increase international air routes and flights to ASEAN, Japan, Korea, Europe and America, etc. Open feeder flights to cover all the key cities in Guangxi so as to create a feeder line aviation network.
Establish Nanning comprehensive transportation hub.Priority is to build four primary systems, namely passenger transportation, goods transportation, information and supporting service, in order to set up a comprehensive transportation hub with organic combination of railway, highway, aviation and coastal ports.
Priority is to develop hydropower. Take advantage of deep water ports and use domestic and foreign coal resources to set up coal transportation, warehousing and distribution base. Actively develop clean energy and renewable energy and promote nuclear power construction. Guide competitive enterprises to set up crude oil storage base in Qinzhou, strengthen power grid construction and develop power transmission and distribution network.
III. Water Conservancy
Build city and township water conservancy facilities of water supply, water conservation, drinking water and disaster prevention and related supporting projects, improve water supply capacity and ensure the safety of drinkable water, promote sewage treatment and recycling and strengthen the capability to combat natural disasters.
Accelerate the construction of information infrastructure, information tank and third party E-business platform, actively facilitate the integration of TV network, telephone network and computer network, promote E-government, E-business, distance education and medical information application and strengthen the protection information safety.
Chapter Six Social Construction
I. Education and Culture
Increase fiscal allocation to education, encourage quality education, advance education equity, strengthen the construction of teachers’ team and continue to consolidate and upgrade 9-year compulsory education. Accelerate to promote the development of standard compulsory education and basically realize information application in education management. Promote vocational education and train industrial workers and other professional talents on a large scale; expand the scope of secondary vocational education, improve the quality of ordinary high school and steadily develop higher education. Actively develop culture of public good, advance cultural industry and protect ethnic cultural heritage.
Strengthen government responsibility and spending and build public health service system, medical service system, medical insurance system and medicine supply system covering both urban and rural residents. Strengthen three-level countryside health service network and urban community health service system and deepen medicine system reform. Maintain low birth rate and improve the quality of new born population. Deepen the implementation of cleaning project in both cities and villages.
III. Urban and Rural Employment
Stick to the implementation of employment policy and construct a standardized human resources market in cities and rural area. Strengthen government guidance, improve public employment service, create more jobs through various channels and in multiple ways, expand employment scope and improve employment structure. Strengthen employment training for migrant countryside surplus labor, help zero-employment family to find jobs and give employment guidance to laid off workers, college graduates and ex-servicepersons.
Ⅳ. Social Security
Accelerate to build social security system that covers both urban and rural residents, expand the coverage of basic endowment insurance in cities and explore to establish a new countryside endowment insurance system. Advance the construction of basic medicare of urban employees and residents and new countryside cooperative medical treatment system in full scale. Step up to build multi-layer housing system, improve low-rent housing system and solve housing problem for low income urban families through various channels. Improve social assistance system.
Chapter Seven Eco-Environment
I. Eco-Construction and Protection
Strengthen the protection of eco-forest, natural reserves, important geological relics, marsh eco-system, wild animal and plant and species population, restore or strengthen eco-service function.
II. Pollution Prevention
Strive to develop recycling economy, advance clean production in full scale and promote the recycling of pollutant and scraps. Actively boost the production of non-pollution products and intensify river pollution treatment. Strengthen the construction of treatment facilities of city (township) sewage and domestic refuse and intensify pollution control and treatment in rural area. The discharge of exhaust gas, waste water and waste residue by coastal industry, port and marine project must comply with national standard. Strengthen environment risk control of coastal heavy chemical industry, intensify supervision and management and implement the quota system of over all marine pollutant. Work out emergency plan in case of petroleum leakage and red tide. Strengthen marine environment monitor and conduct forecast and early warning project of marine environment.
Give priority to marine bio-diversity protection, marine fishery resources exploitation and protection, coastline management, marine environment and resources survey and marine disaster forecast and early warning, set up international cooperation mechanism, carry out joint protection projects and build a favorable land and sea eco-environment.
Chapter Eight Opening Up and Cooperation
I. International Economy
Accelerate to change the growth pattern of foreign trade, vigorously under take transferred processing trade from East China and step up to develop service trade and border trade. Actively participate in bilateral and multilateral business cooperation and expand foreign trade volume. Improve opening up environment and strive to channel foreign investment to manufacturing, high-tech, modern agriculture, environmental protection and infrastructure facilities. Innovate the ways of foreign capital utilization, bring into full play the role of foreign investment in boosting independent innovation and industrial upgrading, intensify to bring in competitive big companies both home and abroad, actively nurture big companies, groups and international brands and innovate modes of outward investment and international cooperation. Energetically conduct mutual benefit cooperation of international energy resources. Quicken the construction of Guangxi-Indoneisa Wonojili Business Cooperation Zone. Strengthen port construction, upgrade port level, accelerate the establishment of E-port network, boost easy customs clearance and promote trade facilitation.
II. International Cooperation
Expand all-round cooperation with ASEAN in various areas. Accelerate the construction of China-ASEAN “One Axis and Two Wings”-- new pattern of regional business cooperation. Actively advance Pan-Beibu Gulf Economic Cooperation and expand cooperation with Japan, Korea, Europe, America and other countries and regions.
Deepen transportation cooperation.Under the framework of “two economic corridors and one economic circle”, China and Vietnam will work together to quicken joint research on transportation infrastructure projects and gradually realize the linkage of high grade roads from Nanning to Hanoi and Ho Chi Minh City and the completion of railway trunk line of Indo-China Peninsular; strengthen cooperation in container inter-model transportation and international transit, transportation routes, logistics and coal distribution and passenger liner, etc; increase air routes from Nanning to major cities in ASEAN and build a three dimensional transportation system of land, sea and air that connects to ASEAN members.
Strengthen industrial cooperation.Advance agricultural cooperation, innovate energy cooperation, join hands to develop bio-energy and its utilization technology, build PBG tourism passage and network, cooperate to develop classic tourism projects and tourism routes, establish bilateral and multilateral tourism marketing mechanism within the region and promote easy entry and exit for tourists.
Energetically explore financial cooperation. Work together to set up credit and financing platform within the region, vigorously explore the way to found PBG Regional Bank Consortium and try to build a project database when time is right. Actively help major banks to realize coordinated actions by their branch banks home and abroad and attract and encourage international financial organizations to participate in PBG development.
III. Domestic Cooperation
Strengthen domestic regional cooperation, energetically participate in Pan-Pearl River Delta economic cooperation and intensify cooperation in transportation, logistics, tourism, energy resources exploitation and environmental protection with surrounding provinces, namely Guangdong, Hunan and Guizhou Province. Further expand economic cooperation with Southwest China to boost the emergence of Nanning-Guiyang-Kunming city belt and strengthen business cooperation with Yangtse River Delta and Bohai region to attract capital, technology, management and talents. Deepen Guangxi-Taiwan economic cooperation and set up Cross Straits (Yulin) Agricultural Cooperation Pilot Zone.
Chapter Nine Measures
I. System and Mechanism Innovation
Advance reform on administration system, market system and land management system, quicken the change of government functions and set up service oriented government. Improve layout of administration division and innovate management pattern of economic zones. Deepen reform of investment and financing system and actively explore to set up new investment and financing platform. Build planning, construction, operation and management mechanism of urban and rural infrastructure facilities. Step up rural financial reform and strive to improve countryside financial innovation capability and service level. Strengthen reform on comprehensive population management system. Combine the reform on household registration system and improvement of urban and rural land management system and implement pilot projects of expanding urban construction land while decreasing rural construction land within the approved scope by the national government. Increase efforts to integrate port resources and promote integrated port construction, operation and management.
II. Opening Up and Cooperation Mechanism
Continue to make China-ASEAN EXPO and China-ASEAN Business and Investment Summit, which are held on a yearly basis, a success. Bring into full play PBG Economic Cooperation Forum and build a platform of open research, exchanges and communication between governments, academic institutions and enterprises. Set up Trans-nation Expert Panel of PBG Economic Cooperation, work together to research and work out cooperation and development plans, explore to establish new mechanism of PBG economic cooperation and actively quest for new mechanism of domestic regional cooperation.
III. Human Resources Development
Improve human resources development environment and build an H&R mechanism that attracts, keeps and makes good use of talents. Cultivate a unified and open human resources market, strengthen training of high level talents and step up to build a training base for innovative talents. Intensify to train agriculture and countryside talents and innovate H&R attraction mechanism. Combine the attraction of capital, investment projects with attraction of technology and talents and take full advantage of external human resources. Give policy support to attract talents of different professions that are badly needed and encourage overseas students to start businesses on their own. Encourage and support to set up H&R development financial channels of different levels and modes and give honors and incentives to talents with outstanding contributions. Improve the training mechanism of cadre exchange between central government, East and Central China and BGEZ region.
Ⅳ. Government Policy Support
Chinese central government gives necessary support to BGEZ in regard to related planning, key projects and project examination, approval and registration, etc, and encourages East region to lead and assist the growth of BGEZ; supports BGEZ to set up bonded port area, comprehensive bonded area and bonded logistics center in places that meet national requirements and expand the bonded logistics function of export processing zone; supports BGEZ to set up regional bank, explore to establish industrial investment foundation and venture investment enterprises, expand issuance of company bonds and encourages qualified enterprises to issue company bonds; supports BGEZ to play a demonstrative role of opening up and cooperation, promote PBG Economic Cooperation to be a new sub-regional cooperation under the framework of China-ASEAN cooperation, strengthen the compilation of plans in key cooperation areas, namely transportation, marine industry, agriculture, forest and fishery, energy exploitation, trans-nation tourism and environmental protection and accelerate to implement cooperation projects.
Relevant authorities of State Council will strengthen guidance and coordination to BGEZ, People’s Government of Guangxi Zhuang Autonomous Region must strengthen its leadership, improve implementation measures, adjust related project plan in accordance to this Development Scheme, select and prioritize projects strictly based on functions, geographical layout and development priorities prescribed in the Scheme.
Set up and improve implementation, supervision and evaluation mechanism of the Development Scheme and improve public participation and supervision mechanism.
