It’s known from the Department of Land and Resources of Guangxi Zhuang Autonomous Region that they had proposed five new land-supporting policies which can be determined within the jurisdiction of Guangxi and other five land policies which need to be approved by the State. The ten proposals have currently been submitted to the CPC Guangxi Committee and Guangxi People’s Government as references for decision-making.
Earlier this year, the State Council approved the implementation of “the Development Plan of Guangxi Beibu Gulf Economic Zone” and the establishment of Qinzhou Bonded port area in June. However, the existing land administration system is not conducive to the construction needs of Beibu Gulf Economic Zone. The major problems include the insufficient annual plan targets of land use, late assignment of the plan, great pressure for the guarantee of construction land use, incomplete and imperfect long-term protection mechanism of cultivated land, and lack of policy support for the transition of reclamation management, etc.
Therefore, the Department of Land and Resources of Guangxi set up a group to reform the land and resources administration system in Beibu Gulf Economic Zone through studying the land-supporting policies within the jurisdiction of Guangxi and putting forward innovative proposals and suggestions for land administration system as well as striving for the policy support from the State.
The five new land-supporting policies which can be determined within the jurisdiction of Guangxi are as follows: all major infrastructure and industrial projects included in Guangxi economic and social development planning and Guangxi Beibu Gulf Economic Zone Development Plan, whose overall plan of land use that is fit for the overall plan of urban construction with no occupying basic farmland needs revision, can be modified according to law; when the modified overall plan of land use needs to be approved by Nanning People’s Government, it shall be submitted for the land utilization after the approval of Nanning People’s Government; when the modified overall plan of land use needs to be approved by Guangxi People’s Government, the municipal government shall clarify the modified part in the land use report and the people’s government of Guangxi will examine and approve the modified plan together with the land use plan; for the newly-added land use targets needed in the projects with an investment of more than 100 million yuan in total or over 5 million yuan per mu in Beibu Gulf Economic Zone, Guangxi Government shall make a unified arrangement without taking the land use quota at city level; for those who cannot make up the occupation of cultivated land in Beibu Gulf Economic Zone, they shall pay land reclamation fees according to the Guangxi administration document 39. We have to carry out the land development and management plan in Guangxi Beibu Gulf Economic Zone and implement major projects construction of land development in Beibu Gulf Economic Zone.
The five policies which need the approval of the State include: to set two-year land use quota for the four cities in Beibu Gulf Economic Zone, namely, Nanning, Beihai, Qinzhou and Fangchenggang; to separate the approval and implementation of the land acquisition and the conversion of agricultural lands; to conduct experiments of integrating the increase of land use for construction in towns and the decrease of land use for construction in the countryside, and rotating the right of land use for non-agricultural construction; to support the extension of industrial parks; and to determine scientifically the leasing time of industrial land according to life cycles of different industries.
