Right after the closing of the seminar by Guangxi Zhuang Autonomous Region On the Strengthening of the Development and Construction of Guangxi Beibu Gulf Economic Zone, two cities of Beihai and Yulin took swift action on implementing the guidelines of the meeting to accelerate the cooperation and development by docking with each other. On the afternoon of July 23, the two sides signed an agreement in Beihai to jointly promote the co-development and construction of Tieshan Port (Longtan) Group. This marks a leap- over of the first inter-area functional group of Guangxi Beibu Gulf Economic Zone from the phase of conceptual planning to substantial advancing.
Tieshan Port (Longtan) Group in Guangxi Beibu Gulf Economic Zone, one of the two major inter-area groups, mainly includes Tieshan Port District and Longtan Town of Yulin City. According to the "Guangxi Beibu Gulf Economic Zone Development Planning" approved by the State, the group will give full play to the advantages of deep-water shoreline and the adjacent area of Guangdong, focusing on building large-capacity berths and deep-water sea-lanes in Tieshan Port, to undertake the transfer of industries, the development of port-oriented industries, and the construction of cross-strait (Yulin) agricultural cooperation experimental zone. On April 25, and on August 16, 2008, the two cities signed a memorandum of understanding and a framework agreement of construction planning. On April 13, this year, Tieshan Port (Longtan) Concept Planning got through the expert review. Following the Planning, the first-period planning area is up to 109.8 km2, with 55.7 km2in Longtan Town, Bobai County of Yulin City, 54.1 km2in Baisha Town, Shankou Town, and Shatian Town, Hepu County of Beihai City, and the coastline of about 11.82 km2.
On July 23, the two cities signed the co-development and construction agreement of Tieshan Port (Longtan) Group, and reached a consensus on the location of Yulin estuary at the east coast of Tieshan Port, the submission for approval of the east coast development concept planning, the establishment of the east coast special planning, the co-promotion of the preparatory work of the infrastructure projects, the improvement of the working mechanism between the two cities for the co-development and construction, and many other issues. In accordance with the agreement, both sides will co-finance by benefit ratio, to start the collective planning of Baisha Town in the whole region, the use of sea, ports, drainage and vertical planning, detailed controlling planning; to jointly push forward the preparatory work for construction projects, such as the reconstruction of the arterial highway from Longtan to Shankou, the construction of arterial highway from Langeng to Longtan and from Chongmei to Shankou, water supply project and sewage treatment plants in the east coast of Tieshan Port, etc.; to adjust and complete the leading group of the development and construction of Tieshan Port (Longtan) Group and improve the corresponding working rules, strengthen coordination and communication, and work together to promote the development and construction of the Group through regular meetings and other forms.
It is known that Beihai has a convenient access to the sea and excellent shoreline resources, but a small population and economic aggregate and its level of industrialization and industrial base is still relatively weak; by contrast, Yulin City, adjacent to Guangdong, has larger population and larger economic aggregate, and its pillar industries, the private economy, individual economy, etc. are relatively developed, but it lacks resources such as shoreline and access to the sea. Wang Xiaodong, secretary of the CPC Beihai Committee, views that the "integrated development and advantages complementation" principle is fully embodied through the co-development and construction of Tieshan Port (Longtan) Group by Beihai and Yulin.
