“Action Program of Pan-Beibu Gulf Economic Cooperation Joint Expert Group” was approved at the second working meeting of Pan-Beibu Gulf economic cooperation joint expert group. All the experts at the meeting agreed to conduct the feasibility study of Pan-Beibu Gulf economic cooperation according to the schedule of the action program.
This meeting was held under the guidance of the spirit of “open and inclusive for mutual benefit” in Pan-Beibu Gulf economic cooperation, which was proposed at the 7thChina-ASEAN Commerce Ministers’ conference held in August. It is also an active implementation of the proposal of “setting up a joint expert group to study the feasibility of Pan-Beibu Gulf economic cooperation” put forward by Premier Wen Jiabao at the 11thMeeting of China-ASEAN Heads of States and Governments. This meeting has submitted study reports on the scope, aim, priority areas, institutional arrangements, action plans and landmark projects in Pan-Beibu Gulf economic cooperation.
This meeting also discussed the outline of the “Working Plan of Pan-Beibu Gulf Economic Cooperation Joint Expert Group” and the “Feasibility Study Report of Pan-Beibu Gulf Economic Cooperation Joint Expert Group”. It defines the responsibilities, methods and short-term plan of the work for the Joint Expert Group.
This meeting was sponsored by the Ministry of Commerce and organized by Guangxi Department of Commerce and it is one of the important activities of the 5thCAEXPO.
Favorable Policies for Beibu Gulf Economic Zone
Beibu Gulf Economic Zone is the focus of attention of many investors. What industries in Beibu Gulf Economic Zone are worth investing? What are favorable policies and project funding from the government?
It’s known from the Legislation Office of Guangxi Zhuang Autonomous Region that the long-awaited "Guangxi Beibu Gulf Economic Zone Ordinance (draft)" (hereinafter referred to as "Draft"), has recently come out. The Draft defines the functions, development focuses, administration systems and promotion measures of Beibu Gulf Economic Zone.
Four Categories in Industry Focus
Focus:What are the functions of Beibu Gulf Economic Zone in the future? What industries and projects are worth investing?
Draft:Great efforts are made to build Beibu Gulf Economic Zone into a center of logistic, business and trade, processing manufacturing and information exchange for China-ASEAN cooperation. It will become a strategic highland to promote and support the development of the western region in China and an important international and regional economic cooperation zone with a high degree of openness and influence, prosperous economy, harmonious society and healthy ecology.
Interpretation:Beibu Gulf Economic Zone will give full play to its advantages in location, ports and resources. The key industries fall into four main categories: first, the modern industries with emphasis on petroleum chemical industry, papermaking, metallurgy, electric power, electronics, light food, high-tech and marine industries; second, the modern agriculture with emphasis on farming, animal husbandry and marine fisheries; third, the modern service industries with emphasis on logistics, finance, information service, convention and exhibition, real estate and tourism; and fourth, other industries defined by Guangxi People’s Government.
“Green Light” for the Land Use of Projects
Focus:What are favorable policies for land use if an enterprise settles in the zone?
Draft:Guangxi Government shall give priority to the land use for construction purposes in Beibu Gulf Economic Zone.
Interpretation:The existing urban master plan and the plan of land use by all the cities in Beibu Gulf Economic Zone were made around the year 2000 and they now can not meet the needs of current development. In particular, there is insufficiency in land use for construction purposes. In order to guarantee the settlement of major projects with proper land use, Guangxi Government shall make efforts to increase the land use quota in Beibu Gulf Economic Zone from the conversion of agricultural land within the competence of Guangxi. In particular, for the annual arrangement of land use for industrial park construction, priority shall be given to the industrial parks in Beibu Gulf Economic Zone. Guangxi will make unified arrangements for the land use of major infrastructure and projects in Beibu Gulf Economic Zone in order to ensure the land use.
The Draft makes clear the land management reform in Beibu Gulf Economic Zone. The reform in household registration system is to support the improvement of urban and rural land management system. Within the scope approved by the State, the increase of land use for urban construction is linked with the decrease of land use for rural construction, and suitable to the scale of converted urban population from rural population.
Simplifying Procedure for Administration Approval
Focus:Are there any simplified procedures for examination and approval or getting licenses for investing and establishing an enterprise in Beibu Gulf Economic Zone?
Draft:The governments above county level in Beibu Gulf Economic Zone shall change the government functions and reform the administrative examination and approval methods. By simplifying the procedures for administrative examination and approval，delegating administrative examination and approval authority and reducing administrative fees, the governments shall increase administrative efficiency and build themselves into service-oriented governments.
Interpretation:The relative centralized administrative permission power is enacted in Beibu Gulf Economic Zone. Guangxi Government can appoint the administration committee in Beibu Gulf Economic Zone or the economic management institution that exercises the administrative permission power of the relevant functional department.
According to the Draft, the government of Guangxi and the municipal governments in Beibu Gulf Economic Zone shall formulate special policies and flexible measures within their jurisdiction to promote the opening up and development of Beibu Gulf Economic Zone. Besides, the Draft sets up some escape clause. If the expected result is not achieved in a reform or innovation practice for the development of Beibu Gulf Economic Zone, the related units and personnel are exempted from punishment as long as the reform is in line with the provisions of administrative procedures.
Establishment of Financial Enterprises Encouraged
Focus:What measures are taken in financial service in Beibu Gualf Economic Zone?
Draft:Great efforts are made to improve the financial service system and capital market in Beibu Gulf Economic Zone and to establish a sound financial organization system, create a sound financial ecological environment and accelerate the formation of a regional financial center.
Interpretation:Guangxi encourages the establishment of industrial investment fund, venture investment fund and issuing bonds of municipal administration in Beibu Gulf, and supports enterprises listing and financing, and issuing bonds; at the same time, Guangxi also encourages the establishment of futures companies, finance companies, finance leasing companies, small loan companies and other professional financial enterprises, and new financial services organizations.
Special Funds for Large Projects
Focus:What are favorable policies and support for project funding?
Draft:Guangxi has set up special funds for the opening up and development of Beibu Gulf Economic Zone to support the coastal ports, highways, railways, water supply, electricity, ports, information and other infrastructure construction as well as the construction of industrial parks and major industrial projects.
Interpretation:As for the funding support in Beibu Gulf Economic Zone, according to the Draft, the relevant departments of Guangxi will give priority to Beibu Gulf Economic Zone in terms of technical transformation, transportation, construction, science and technology, water conservancy, agriculture, and forestry, etc.
One-stop Passage Clearance at Ports
Focus:What facilities are offered to enterprises in terms of infrastructure construction and logistics in Beibu Gulf Economic Zone？
Draft:In accordance with “Guangxi Beibu Gulf Economic Zone Development Planning” approved by the State, all the people’s governments above county level in Beibu Gulf Economic Zone shall revise relevant plans, select and arrange construction projects strictly according to their functions, space layout and development priority.
Interpretation:As for the projects in infrastructure construction, Guangxi Zhuang Autonomous Region considers strengthening the infrastructure construction, including modern ports, highways, railways, aviation facilities, energy, communications, water supply and sewage, and building a shared and interconnected transport infrastructure.Meanwhile, Guangxi will also support the construction of special supervision areas at the Customs, such as the bonded ports, integrated bonded areas, export processing zones, bonded logistics parks, bonded logistics centers in Beibu Gulf Economic Zone, so as to develop the bonded logistics industry.
The Draft states clearly that the ports construction in Beibu Gulf Economic Zone shall be strengthened by upgrading the ports, speeding up the e-port network, promoting “one-stop” Customs inspection and trade facilitation.
2008 China-ASEAN Cultural Industry Forum is held in Nanning from Oct 28 to 31 and the “China-ASEAN Cultural Industry Interaction Program” is worked out by the two sides.
This forum is co-sponsored by the Department of Cultural Industry and the Bureau for External Cultural Relations of the Ministry of Culture and the Department of Culture of Guangxi Zhuang Autonomous Region. 70 officials, scholars, entrepreneurs and artists from China and ten ASEAN countries have been invited to attend the forum.
