¡¾36 key projects put into use¡¿
On October 26, 2004, completion ceremonies for 36 key construction projects for the China-ASEAN Expo were held respectively in Zhuxi Level Crossing over Minzu Avenue, Binjiang Road, Eastern Bank Road along Jiangbei River Bank Park, the western extension line of University Avenue, Yonghe Bridge and the Golden Lake Square. More than 500 people including provincial and municipal leaders at various levels, journalists of Guangxi and other provinces as well as the investors from France, Germany, Denmark and other countries were invited to participate in the ceremonies. The 36 key projects for the China-ASEAN Expo included 655 sub-projects in four categories with a total investment of 7.106 billion RMB. One category was construction of squares and hotels. Nanning International Convention and Exhibition Center contains 15 exhibition halls, 3,400 international standard exhibition booths, 200 non-standard exhibition booths, and a multi-function hall with the capacity of more than 1,500 people, a banquet hall which has a capacity of holding 1,000 people for meal and the simultaneous interpretation system for 11-country languages. The construction also included the renovation of 66 hotels and the construction of urban traffic management and fire command center with information technology.
The second category was the construction of city bridges and roads. The completed 19 city roads covered a total length of 49.6 km and improved the traffic "bottleneck" situation and the River Bank Park had the integrated purposes of flood prevention, transportation, economy and landscape. The construction included one bridge and four level crossings. All this had improved Nanning¡¯s traffic condition. The third category was projects related to ecological, landscape and living environment protection. The Folk Song Square featured with ecological garden, has a capacity of holding 35,000 people at the performance. The design of Five-elephant Square with five-elephant sculpture chosen by people of Nanning as a local feature symbolizes Nanning¡¯s ancient folklore. The comprehensive management project for Nanhu sewage interception, dredging, beautifying environment and water supplement, the landscape renovation; eight city roads for cityscape appreciation and 58 major roads for landscaping, vegetation and illumination had greatly improve the living environment. The fourth category related to projects grass-root problem. The renovation of Donggouling and the Rehabilitation of 14 km Chaoyang Creek; the renovation of 349 lanes and alleys benefit several hundreds and thousands people. A total of 17,339 sets of economic affordable housing and 600 sets of low-rent housing have been established to solve the housing problem for 13,600 households with medium and low-income and undergoing housing-hardship as well.
¡¾Security Services¡¿
In 2004, to ensure that the first CAEXPO be held successfully, the city Public Security Bureau took "safety first" as its guiding ideology, focused on "prevention of explosion and gun shots, fire, fatal traffic accidents and group incidents ". Thoughtful arrangements were made for the security work of the Business & Investment Summit, the China ¨CASEAN Expo and the International Folk Song Festival. The security people adopted the principle to progress as the whole, implement the plan step-by-step, and ensure security at the major places by a good job at the grass root level. They carried out investigation, rectification, training, and maneuver. The security bureau started 10 major anti-crime campaigns including the comprehensive rectification of social security against robbery, drug trafficking and other criminal activities. The security management also included road safety ratification; training emergency handling skills, enhancing discipline awareness, practicing handling mass emergencies, terrorism, vicious criminal cases, managing traffic increasing funds for security facilities; carrying out fire control and safety survey, suspending the operation of the units with unqualified fire facilities; setting up city's fire communications network constituted by a variety of means of communication and equipment; the city fire brigade in Nanning City Fire Command Center; installing and checking security management information system in 46 star hotels and 309 hotels and investing 18 million Yuan to import advanced police equipment for full security checks of all the people and objects for important activities of CAEXPO. During the period of the Business & Investment Summit, The China-ASEAN Expo and the International Folk Song Festival, the security work covered all water, land and air aspects. The security bureau worked out more than 110 plans and involved 96,000 police and 120,000 people in investigations and the operation, which enabled them to have avoided various destabilizing factors in 199 cases, resolved 155 cases, mitigated and controlled 44 cases and got 147 tasks accomplished
¡¾Transportation Services¡¿
In 2004, Nanning made great efforts to improve traffic system for a better service for CAEXPO. 8, 663 drivers and conductors were trained for foreign languages and etiquette. Nanning municipal government enhanced the management of taxis that run in the railway station, bus stations, airport and hotels. As many as 165 taxis were ready in these areas for passengers at home and abroad. In addition, the government required 900 more from the taxi corporations and another 244 buses, opened 15 new bus routes, 4 temporary bus routes, and arranged 206 wagons and 26 luxurious grand and medium-sized passenger buses for conference use only. The government opened three special bus routes connecting the star hotels with the Nanning Convention and Exhibition Center, and one special line that runs between Naning International Convention and Exhibition Center and Qingxiushan Scenic Spot.
3,600 bus-stop signs produced in advanced technique were put in every city bus-stop, replacing 13,300 old ones. 162,000 illegal adlets in bus stops were cleared away. The traffic police made efforts. Over 300,000 illegal practices were detected, 50,000 vehicles that break the traffic regulation were detained temporarily, over 100,000 driver's licenses were suspended; over 50 vendor stands that occupied the sidewalk were cleared out. The municipal government coordinated with the service sectors such as civil aviation airport companies, railway station and bus stations and put into action 21 measures for civilian convenience. They raised 60000,000 RMB for projects to renovate the navigation lights, enlarge parking aprons and VIP rooms at international airport, to pave the ground of the square, add decorations, and update electronic display screen at the railway station, and expand lounges at Jiangnan Bus Station. 3,700 model taxi drivers were selected to work for the CAEXPO. Heads of the autonomous region and municipal government coordinated with the airline companies to open 23 temporary flights to and fro Nanning to Jakarta, Kuala Lumpur, Manila, Singapore, Bangkok, Hanoi, and Pnom-penh. The airline companies offered good services to connect flights. Coordination was also made to increase flights to Nanning, for example, the Nanning-Hong Kong chartered flights previously scheduled 4 times a week were increased to daily flight, and Nanning-Guangzhou flights were increased to 5 to 7 times per day, thus giving great convenience to ASEAN exhibitors to transit from Guangdong to Nanning.
¡¾Communication Services¡¿
In November 2004, during the CAEXPO, the municipal communication department took three measures to offer services. First, it established the on-site service spot with 60 professional attendants and 200 professional technicians to provide services of fixed phones, wireless phones, broad bands, data transmission and Internet. The customer center of Nanning telecom (hotline 10000) prolonged their service to 24 hours each day during the expo, and added professional interpreters to work as assistants. The communication department offered 30,000 consultancy services, activated 112 broad bands for exhibitors, offered 150 Internet junctures, and activated 14 ADSL (Asymmetric Digital Subscriber Line), 58 smart phones and 13 fixed phones.
The second measure was to ensure that each important stand in urban areas had a professional technician who would attend to any technical problem that might occur. The municipal communication department also arranged 12 periphery flying squads, which were responsible for arranging professional technicians of China mobile, transmission and electricity to stand-by in important urban regions for orders from the command center. Six optimizing test groups were also set up to give a morning test to each important urban region and handle any technical problem. On-site command center and net management center had also been set up to ensure the command and coordination over the spot and the computer center. During the expo, three vehicle-carried dynamos, 30 small dynamos also engaged in the service to endure abundant power supply. At the same time, 35 Internet maintenance vehicles and 141 maintenance men were sent to the spot to adjust the net transporting ability and the wireless capacity, so as to provide unblocked network to exhibitors.
The third measure was to send out 550 service and maintenance people and over 230 communication emergency guarantee vehicles to guarantee the all-round, multi-means and integrated information services for the CA-Expo.
¡¾Customer Center of CAEXPO¡¿
In 2004, the customer center of the CAEXPO was founded. On the basis of governmental public service center, it enlarged the capacity and upgraded the hardware and software of database servers, to help complete a multi-lingual service system and develop specialized applying system. Hotline 96123 was open to service, which offered special services in Chinese, English and languages from ASEAN countries. It also enacted the short message incoming number inside Guangxi autonomous region for China mobile and China Unicom. Accompanied by Internet service centers, people were given integrated channels, namely speech, websites, short messages, E-mails and faxes, to services like phone consultation, government-and-public interaction and management of human resources. During the 2004 CA-Expo, customer center received over 4800 calls.
¡¾Public Health Services¡¿
In 2004, municipal public health sectors organized a series of activities concerning sanitary inspection and reform in specific areas, to prevent outbreak of epidemic diseases and food poisoning cases during the China-ASEAN EXPO, China-ASEAN Business and Investment Summit, and Nanning International Folksong Arts Festival.
Plan making and Staff Training£ºThe Municipal Public Health Bureau worked out 27 plans to improve healthcare and sanitation inspection, and cope with emergency public health incidents. The municipal sanitary inspection bureau and the municipal disease control and prevention center made various emergency plans, and. carried out five large- scale on-site maneuver for first aid, plague prevention and management, emergency medical treatment for food poisoning. All this greatly enhanced the ability of public health administration to manage emergencies.The Municipal Public Health Bureau also organized basic first aid trainings for over 3, 000 hotel attendants, firefighters and police officers. Four training courses for the classification of the hygiene of catering business, and one for sanitary management of public places were also opened to enrollment, with total attendants of 713 managers from 268 hotels, public places and supermarkets.
Hotel Sanitary Inspection and On-site Medical Treatment£º5, 328 sanitary supervisors and 550 vehicles were dispatched to 118 reception sectors to standard facilities for food processing, services at public places and supply of sanitary drinking water. Inspections were also made on the air quality inside guest rooms and restaurants, and the sanitation of food and utensils, with a total eligibility rate of 91.89%. Sanitary Inspection Department also sent 138 sanitary inspectors to monitor the food safety of 87 reception hotels along the course of food processing.
During the China-ASEAN EXPO, China-ASEAN Business and Investment Summit, and Nanning International Folksong Festival. , the bureau offered on-site sanitary inspections over 130 reception hotels, stationed medical care group to the reception hotels, and sent on-site emergency medical guarantee group to 20 important events, totaling 380 sanitary inspectors and medical staffs and 60 ambulances.(time)
Epidemic Monitoring £ºFrom Sep. 20 to Oct. 31, weekly reports were required for epidemic situations. While from Nov.1 to 8, daily reports were required. Hotline for epidemic situations stayed open 24 hours each day. During this session, 24 various epidemics were reported and properly handled.
Environmental Disinfections and Special Treatment to Epidemic Infected Areas£ºOdor elimination was conducted in 15 meeting rooms at Nanning Convention and Exhibition Center, covering an area of 900 square meters. 3, 200 square meters carpet were also treated with odor elimination. Water disinfections were conducted twice in 17 reservoirs, accounting for 740 cubic meters on the whole. As for the epidemic infected areas, disinfections cover 4,000 square meters, including 1,000 square meters¡¯ terminal sterilization.
¡¾The Customs Services¡¿
In November, 2004, Nanning Customs formulated inspection and quarantine regulations for entry goods for the expo, including the tariff exemption to imported goods of seven categories valued less than US¡ç15,000, however a pledge was still required. The Customs inspected 114 containers of entry goods for the expo, covering 2000 commodities of 22 categories, weighted 52.8 tons, and with a total value of US¡ç122,000. It also held responsible for inspecting 38 entry and exit flights, including eight private planes boarding heads of states, and six government-charted planes. Inspections were also made on 1063 entry passengers, 987 exit passengers, and another 375 passengers were given inspection exemption priority.
¡¾Inspection and Quarantine¡¿
In 2004, Guangxi Entry and Exit Inspection and Quarantine Bureau put a great effort into ensuring the successful opening of the Expo. It tried to get policy and operation support, as well as sponsorship from local government and the General Administration of
Quality Supervision, Inspection and Quarantine (AQSIQ). Coordination was also made with the Customs, entry ports, export faculties, port management faculties and inspection and quarantine bureaus of other provinces. The bureau also tried to upgrade the on-site inspection and quarantine facilities as well as those in related ports, and set up an on-site inspection system that emphasized ¡°the unified declaration in the entry ports, the classified inspection of exhibits, the concentrated inspection and storage of exhibits in exhibiting halls, and ID entry for listed goods into the exhibited halls. Exhibits were classified into sensitive exhibits and other exhibits for inspection and quarantine purposes. An on-site office was set up to offer speed-up Customs services with effective inspection. During the expo, CIQ Guangxi inspected 1500 batches of goods, including 500 categories of entry exhibits, 8000 entering and exiting passengers, and captured 26 batches of harmful biotic of 24 categories, including the administrative prohibited A-class and B-class harmful insects.
¡¾Food Hygiene Inspection System¡¿
On Oct 26, the food hygiene inspection system was put into use. During the CAEXPO, the system recorded 1500 copies, or 70,000 data of the inspection of vegetable and food supplements as well as that of sanitation. These data provided government officials and related managing institutions with the situation of food safety in Nanning and effectively prevented food contamination and food poisoning.¡¡
¡¾Price Supervision¡¿
In 2004, the Municipal Price Bureau strengthened its supervision over the price of commodities and services concerning food, housing, transportation and traveling, trying to maintain the normal market price and realize the goal of ¡°Serving CAEXPO, Developing the Metropolis.¡±During , CAEXPO staffs of the municipal price bureau made inspections and analysis over the price of goods and services, such as that of food stuffs, food supplements, rice noodles, hotel rooms, parking, gas, tickets of parks, bus tickets, and taxi fees. For hotel room prices, the price bureau even set administered price. The Municipal Price Bureau, together with the Price Bureau of the Autonomous Region, the Industrial & Commercial Administration Bureau, Chamber of Commerce, Administration of Quality Supervision, and Public Security Bureau made joint inspections on the price of food industry, hairdressing industry, scenic spots, hotels, buses, shops and markets of autos and their fittings.
¡¾Quality and Safety Supervision¡¿
In 2004, the Municipal Quality Supervision Bureau set up special teams to handle with emergencies in food hygiene, the safety of equipments for specific purposes, and the safe production of dangerous chemicals, formulated emergency plans to better solve possible incidents in the above mentioned fields, and set up three inspection teams to carry out thorough inspections. 763 staffs of the bureau inspected 536 hotels and projects for production of food or dangerous chemicals. They also inspected 1560 equipments for specific, 3000 gas bottles, 33 gas tanks, and closed down one illegal workshop that produced peanut oil.
To standardize the logos of public information, the bureau compiled a brochure entitled A model for graphic symbols of public information, made PPT files and held meeting to better convey the model GB/T10001.1-2000 to related departments. Law enforcement officers were sent to standardize the use of public logos in hotels and restaurants and correct the false use of public graphical symbols in public places. In June, over 270 revised signs for restrooms were erected in every street of the city.
¡¾Islamic Food Services¡¿
Among the ten ASEAN countries, Indonesia, Malaysia, and Brunei are Muslim countries. The rest seven ASEAN countries also have certain numbers of Muslims. To better serve guests with Muslim beliefs, the Municipal People¡¯s Committee formulated special plan for supply of Islamic food during the CAEXPO. Coordination and communication with municipal Islamic associations and Islamic associations in Nanyang and Henan got sponsorship and introduced quality beef and mouton to Nanning, so as to improve the Islamic food producing network and increase the amount and varieties of food offered here.
¡¾Training Campaigns ¡¿
In 2004, to realize the goal of ¡°Being a Hospitable Host to Better Serve the CAEXPO¡±, Nanning municipal government organized a number of activities, with the logo of ¡°Serving CAEXPO, Fostering Citizenship¡±. The campaign had three themes: ¡° training millions of citizens¡±, ¡° appraising model households¡±, and¡°polite driving¡±. In February, tens of thousands of officials of government departments, students, employees of enterprises and public institutions, and citizens from communities attended the opening ceremony of the campaign.
Elevating the Quality of Millions of Citizens £ºOn April 2, the Municipal Committee for Ethic Development held the first training course on citizen quality development in the Wuyi Zhong Road community. It marked the beginning of the campaign for the training programs which focused on popularizing CAEXPO. The committee compiled literature entitled Stories of Model Citizens in Green City. Each community 10,000 copies of it were sent out to other communities. A literature entitled ABC about CAFTA was published and 30,000 copies of it were given out. A reading contest was held on knowledge CAFTA. Yongxin District carried out the campaign of ¡°Doing my bit to CAEXPO by taking care of public facilities¡±. Xinning District carried out a discussion about¡° What I can do for the CAEXPO. Xincheng District region started ¡°Being six assistants¡±campaign, which called for citizens to offer their help in tour guiding, interpreting, publicity, sanitation inspecting, environmental protection, and public securities. Longan County organized three teaching groups to carry out training projects in schools and villages. Other counties also actively got involved in the training activities. Till the end of 2004, 6350 training courses were held, with a total number of over 2,600,000.attendees.
Education Program to Drivers£º In order to avoid traffic jams for a better environment, Nanning initiated the campaign of four courtesies for better services of transportation. The four courtesies are politeness; safety, discipline, and friendliness. The bus and taxi industry carried out service competitions to enhance awareness of the courtesies. Communities and government departments at county and community levels helped publicizing the four courtesies by inviting traffic police to talk to students on knowledge about road safety and organizing volunteers to maintain the traffic order at weekends.
¡¾Volunteers Programs at CAEXPO¡¿
In 2004, the municipal Communist Youth Leagues at all levels carried out a campaign of ¡°Contributing to CAEXPO¡±. In July 25, over 500 volunteers attended the opening ceremony of the campaign for traffic improvement in CAEXPO. On the afternoon of September 15, over 200 delegates from service industries of traveling, banking, public transportation, medical care, post and telephone industry, commerce, public security and hotels made their commitment to CAEXPO in the Nahong Toll Station of the Nanning Airport Express. On the morning of Sep. 25, the contest for English volunteers for the CAEXPO was held in No. 4 Middle School, No. 5 Middle School, No. 9 Middle School, and Peihong Middle School. 3779 contestants took the English exam, 1530 contestants with over 60 points were granted with certificates for English service at CAEXPO.¡¡¡¡
On the morning of October 1, students from colleges and technical secondary schools took part in the activities to publicize CAEXPO in Qingxiu Mountain. They had exchanges with students from ASEAN countries by dances, fashion shows, photo shows and so on, during which they increased knowledge about CAEXPO. On the morning of Oct. 24, the opening ceremony for volunteer work to beautify the Green City, got launched in the square of the Nanning International Convention and Exhibition Center. Thousands of volunteers signed their names for commitment to the Expo. Thousands of volunteers from China Mobile, aviation, transportation, reception and foreign affairs sectors had maneuvers.
From Oct.24 to Nov. 7, tens of thousands of volunteers cleaned Nanning International Convention and Exhibition Center, construction sites, public places, streets and community schools. Thousands of volunteers helped traffic cops in maintaining the traffic order. During the Expo time, 30,000 volunteers took part in work covering over 10 service areas including translation, interpretation and reception.
¡¾Publicity Programs¡¿
In 2004, the Municipal Administrative Departments of publicity carried out a number of promotions of CAEXPO. It launched advertisement of Nanning Cityscapes in CCTV1, CCTV4, Phoenix TV, and conducted on-line publicity campaign on such websites as china.org.cn, gx.xinhuanet.com, gx.people.com.cn, and gx.chinanews.com.cn. It even edited special editions about Nanning in such newspapers as China Daily, Modern Guangxi, Human & Nature, Takung Pao, Party Construction, Sunny Tour, and Guangxi Daily. Guangxi TV and Guangxi Daily even added special columns to give full reports of the summit, the Expo and the Folk Song Festival..
Media subordinate to the municipal government like Nanning Evening News, Guangxi News, Nanning TV and Nanning Radio gave full report of the three important events in video clips or photo. 500 correspondents from correspondent groups of central government in Beijing, Guangdong, ASEAN countries, Macao, Hong Kong ATV, Shengzheng and Hong Kong were invited to the Expo. The Department of Publicity Administration organized interviews with participants who attended the China-ASEAN media forum, the annual meeting for the directors of provincial party newspapers, and the 2004 south-east China Photography Symposium.
Live coverages for the evening parties of Nanning International Folk Song Festival and the Opening and Closing Ceremony of CAEXPO were reported by many media, e.g. Guangxi TV, Guangxi Radio, Beijing Music Radio, China International Radio, Nanning TV, Nanning Radio, xinhuanet.com, gxnews.com.cn, and newgx.com.cn. CCTV offered series reports of the three important events twice a day in the lunch and evening news hour. Many party newspapers in China carried on reports related to the CAEXPO by xinhua news agency. Phoenix TV arranged brief news coverage to CAEXPO on blogging news in their various programs. Korean KBS gave special coverage to Nanning International Folk Song Festival and the scenic spots and cultures of Nanning. Newspapers like Yangcheng Evening News, Nanfang Daily, and Tianjing Morning Post carried on many special reports on the Folk Song Festival. Sina.com and other famous commercial websites even cited many reports on three important events from other news media.
¡¾Social Science Popularization¡¿
From Sep.11 to 12, provincial and municipal social science associations co-organized a large-scaled campaign on the popularization of social science at Chaoyang Square, introducing the achievements in social science in Nanning and Guangxi as a whole, the related knowledge of CAEXPO and the economy, society, politics, culture and customs of ASEAN countries. The popularization was done through billboard publicizing, on-site consultation, and pamphlets. 37 societies or academic associations of Guangxi and Nanning put out 51 billboards; thousands of citizens consulted the experts about CAEXPO; tens of thousands of pamphlets were delivered.
