Eight New Measures by Nanning Customs to Serve the 3rd China-ASEAN EXPO

For the 3rd CAEXPO to be held in Nanning in October this year foreign vehicles carrying freight or passengers no longer need to worry about a cumbersome transit procedure, because the Nanning Customs House has provided Express Supervision, enabling foreign vehicles to reach Nanning International Convention and Exhibition Centre directly from the major land entry points of Guangxi. This is one of the eight new measures being introduced by the Nanning Customs House, based on the successful experience of the previous two CAEXPOs and in line with the new characteristics and trends of the 3rd CAEXPO. These measures will facilitate entry of the CAEXPO participants through better service, accelerated administrative approval, and improved policy support. The effect of the eight new measures will be to simplify the administrative approval and speed up customs clearance for exhibits through a unified administrative examination and approval system applied to exhibits from different countries and in different batches prior to the inauguration of each CAEXPO. Beginning with the 3rd CAEXPO, a one-stop approval and filing procedure will be implemented upon relevant commodities showcased at the CAEXPO. For the next year, no filing will be needed unless under special circumstances.
 
The current system of declaring and verifying the non-retail exhibits whose purpose is publicity, consumption and return at the CAEXPO has been simplified. Namely, the separate list of exhibits and Customs declaration is being replaced by a single sorted list of exhibits, thus reducing the operational cost of to the exhibitors and their agents and ensuring the scientific management on non-retail exhibits.
 
Tariff, value-added tax and consumption tax of retailing exhibits will be paid to Customs as deposits by the Secretariat of the organizer and freight forwarders respectively, remitting exhibitors and their agents paying relevant taxes or guarantee procedures for every lot of goods in customs clearance. The relevant taxes will be levied and the canceling after verification procedure will be done at the close of the exhibit, based on the actual types and quantity of retail items that have been sold. The Customs will also work out procedures for valuable exhibits like jewelry and jades that are hand-carried by the exhibitors in order to facilitate the customs clearance, declaration, exhibition preparation and breakdown for those exhibitors.
 
As mentioned above, during the CAEXPO, with the approval of the departments in charge of transportation of China, the Express Supervision will enable foreign vehicles carrying freight or passengers to reach the Nanning International Convention and Exhibition Centre directly from the major land entry points of Guangxi, by providing facility entry service to exhibit representatives and their exhibits. In order to cut down the links in customs clearance and to speed up the over all process, a unified inspection and quarantine department will provide one-stop clearance and inspection & quarantine service at the Nanning International Convention & Exhibition Center  This procedure will give exhibitors more time for preparing their exhibits in the Center.
 
The construction of the 1st phase of E-port at the Friendship Pass has been speeded up. With the new system being put into use, the incoming and outgoing cargo at the Pass should experience a ˇ°One Clarification, One Dischargeˇ± that will quicken the customs clearance of exhibits.
 
During the CAEXPO, special customs processing points providing special service will be offered to government, delegation members and business VIPs at major ports of Guangxi, such as in Nanning, Guilin, Pingxiang and Dongxing.
