Rules for Exhibition Booth Arrangement and Exhibits Withdrawal
Article 1 For the purpose of arranging exhibition booths or withdrawing the exhibits, the personnel involved may only be admitted to exhibition pavilions by a valid construction permit.
Article 2 With regard to the admissible load restrictions applied to the Nanning International Convention & Exhibition Center, the weight shall be limited to 1.5 kg/m2 for the Exhibition Pavilion No.1, 3, 4, 5, 14 and 15, and 3.5 kg/m2 for the Exhibition Pavilion No.2, 6, 7, 8, 9, 10, 11, 12 and 13.
Article 3 Exhibitors may not dismantle, refit, damage or defile the buildings and fixed equipment from their original state. It is forbidden to drill or nail the surface of any floor or wall inside exhibition pavilions. For inside-pavilion transportation purpose, please use only the pushcarts equipped with tires made from rubber or nylon.
Article 4 It is forbidden to bring any inflammable or explosive articles or any radioactive hazardous articles into exhibition pavilions. Where an exhibitor specially has needs for the above articles, he or she shall request an approval from the Security Office by providing the latter in advance with the information in all particulars. With the approval of the Security Office, the exhibitor may only place the articles concerned at the designated site, and shall keep them under surveillance by particularly designated personnel.
Article 5 Exhibitors may not arbitrarily move any equipment or exhibition facility away from the exhibition booth they belong to. For constructors undertaking to arrange exhibition booth or withdraw the exhibits, should the constructors have particular requests for their constructing ways and means, they shall contact the Exhibition Office in advance. Only when the Exhibition Office signs for the approval of these requests, may the constructor concerned commence the construction.
Article 6 Without authorization, exhibitors may not dismantle, add or remove any fixed electrical device or lighting facility inside the exhibition pavilions. Each standard exhibition booth is equipped with a 500-W socket, used only for general electricity consumption. Where the actual electricity consumption may exceed the above limits, the exhibitor concerned shall submit a pre-application to the Exhibition Office by August 30th, 2005, with a diagram of inside-booth electricity consumption attached therein. For the power supply of each exhibition booth, it is the on-site designated electrician who takes charge of the electrical connection.
Article 7 Constructors undertaking to arrange exhibition booths or withdraw exhibits shall strictly follow the provisions for electricity consumption. Electricians on duty shall always carry their qualification certificates with them, and consciously observe the safety rules on the operation of electricity consumption.
Article 8 For the purpose of exhibition booth construction, the distance between each panel and wall shall at least 50cm.
Article 9 Cooking is forbidden in exhibition pavilions, regardless of any electrical appliance to be used for that purpose.
Article 10 Materials used for construction must be flame resistant products. Construction may only be carried out using necessary fireproofing measures. No installation of transformers is allowed in any flammable object.
Article 11 The work schedule for the Arrangement of exhibition booths is: from 8:30 to 18:00 on October 10th-17th and from 8:30 to 13:00 on October 18th. Exhibition pavilions will be cleared and shut down at 13:00 on October 118th. During the period of booth arrangement, whenever a constructing enterprise requests extra working hours on a work day, it shall apply to the Exhibition Operation Office by 15:00 on that work day, and bear all costs and fees incurred accordingly.
Article 12 It is forbidden to obstruct fire prevention passages. Where a party is required by the Fire Prevention Committee/Office to correct misconducts or improve fire prevention situation, it shall take prompt action to implement the Committee’s decisions or recommendations.
Article 13 Constructors undertaking to arrange exhibition booths or withdraw exhibits shall, before they commence the on-site construction, sign a contract on safety liability with the Organizer of the Expo. Wherever such a contract is breached, the constructor(s) concerned shall be liable for any casualty or loss incurred accordingly.
Construction with Regard to Custom-built Exhibition Booths
1. Booth Specification (picture for reference)
Each standard booth takes up 9 square meters of area (3m x 3m), and is furnished with one fascia board, one three-side panel (there are two fascia boards and one two-side panel at the corner of the passage), one table, two chairs, two lamps, one power plug (500W), one trash can and carpeting.
The rental rate of raw space is calculated based on a minimum area of 36 square meters, without any equipment furnished accordingly.
2. Construction Application
Due to the policies of the Expo, it is strongly recommended that the exhibitors, who are assigned two or more standard exhibition booths, construct a custom-built exhibition booth by connecting the standard booths with each other, with the purpose of displaying the exhibitor’s image a pattern of booth set-up and arrangement that is compatible with the overall design of the Expo. For the exhibitors subject to above custom-built booth requirements, please submit your design plan to the Exhibition Operation Division by August 15th, 2005 for examination. Only when you pass the above examination, along with a fire prevention review, may you commence the booth arrangement. If the information is not submitted on time, the booth(s) concerned may only be constructed as the standard booth(s).
(1) Construction Requirements for Custom-built Exhibition Booths
A raw-space custom-built exhibition booth may only be designed and arranged within the limit of the booth itself. The maximum height for 1/3 of the overall area of booth shall be 6.5 meters, while the height of the other 2/3 of the overall area shall not exceed 4.5 meters.
(2) Application Formalities and Related Processing Matters
a) Required application materials shall include:
①Form B5 of this Manual, titled as Raw-Space Construction Application, in duplicate (upon request only);
② Front view and side view drawings, colored, three-dimensional drawing, electro circuit diagram, in quadruplicate;
③ Booth design instructions and technical data with regard to the building materials for booth construction, in duplicate.

Administration of Exhibition Booth Usage
a) Exhibition booths are only available to the exhibitors who have passed the qualification inspection review and registration. The user of an exhibition booth must be the exhibitor indicated on the fascia board of that booth.
A branch or subsidiary may participate in the Expo on behalf of its head office or group company (herein as the “head offices”); namely, it may process the formalities of qualification inspection and review, as well as being put on record on the latter’s behalf. It may also use the exhibition booths designated to its head office.
b) It is forbidden to assign or sublease (re-sell) the exhibition booth, if the acts concerned breach the relevant rules and provisions of the Expo in this regard. Where the user of an exhibition booth is inconsistent with the exhibitor indicated on the fascia board of that booth, the exhibitor is deemed to have broken the booth assignment or subleasing rules. Other forbidden acts of the exhibitors in this context include:
1. As a member of a joint venture, assigning the use of exhibition booth to another member;
2. Assigning the use of exhibition booth to its suppliers, business cooperators, or its nominal head offices, branches or subsidiaries;
3. Representing the non-exhibitors (hereby referring to those that never engaged or have failed in the qualification inspection and review, and consequently are not registered) in order to conclude transactions or sign contracts with the third party at the Expo;
4. Leasing the exhibition booth to other economic entities;
5. Without authorization, arbitrarily swapping its own exhibition booth with other exhibitors, or exchanging its own with the latter’s.
6. Overcharge its suppliers, fellow members of a joint venture, or business cooperators for their participation in the Expo.
7. Other acts that constitute a breach of relevant rules and provisions of the Expo for assignment and subleasing of exhibition booths.
c) Maintenance of Order
1. The sales of exhibits and sample products are prohibited during the period of the professional day. Those violating the regulation will have their exhibits and sample products confiscated.
2. No Public domain or passage may be occupied for on-site sale or other uses without the permission of the Expo.
3. No act shall be allowed to infringe on intellectual property rights, including fake and inferior commodities, piracy, etc.
4. Public areas may not be used for illegally setting up billboards. Publicity materials, regardless of their variety, may only been issued within the limit of the exhibition booth they belong to. No improper competition activities shall be allowed.
5. Exhibitors shall abide by the provisions of the Expo for exhibits withdrawal. Exhibits withdrawal is not permitted ahead of the schedule of the Expo.
d) Each exhibitor shall take good care of his or her exhibits, and put them in the cabinet each day before the closing of the exhibition pavilions. For valuable articles, exhibitors shall take effective protection measures, and designate particular personnel to look after them. The Expo will arrange for 24-hour security guards for each exhibition pavilion, but will not be liable for any loss of the exhibits.
Rules of Booth Arrangement and Construction
Rules of Booth Construction

Setting up of Special Booths
Should you need to entrust the agents in charge of special design recommended by the Expo to set up the booths, please choose one of them and submit the related application to the Organizing Committee for record.
Exhibitors who specially design their own booths should observe the rules as follows:
Verification and approval for design of pavilion shall be provided to the proper authorities;
The designated constructor for setting up special booths must be qualified for interior ornament;
3D color modeling drawings shall be provided to the proper authorities;
Plan and elevation drawing of the design shall be provided to the proper authorities (including illustrations on size and materials needed);
Directions on electricity power use and related requirements shall be provided to the proper authorities.
Apply for passes for constructors. Constructor passes will be issued to certified personnel in charge of booth setting at the Pass Center.
Once the decoration is finished, the booths may be put into use upon the verification of departments in charge of security and fire prevention of the Expo.
Requirements
1) The area of upright projection of the special design and arrangement of the booths shall not go beyond the reserved space area.
2) Designated constructors are not allowed to make any amendments unilaterally to the verified booth arrangement plan; verification and approval must be obtained when any amendment is necessary.
3) Construction Certification should be hung at the prominent site of the booth when construction is undertaken.
4) Designated constructors should abide by the regulations on fire prevention. The constructors are not allowed to undertake tasks beyond the defined scope, and should be under supervision and surveillance of the administrative departments of the Expo. Once any undertakings beyond the defined scope are found, the administrative departments of the Expo will give oral warnings to the constructor and may even annul its construction qualification. All the consequences of such action shall be born by the constructor.
5) Designated constructors are not allowed to use cutting machines, electric saws or spray paint at the construction site. Should any electric welding or wire welding be needed, the constructor shall make application to the administrative departments of the Expo and go thorough procedures related to fire use at the site by providing effective operation certification. When the relevant procedures are completed, the administrative departments of the Expo will designate electricians to conduct power connection, and then the constructor may use electricity for booth arrangement.
6) Please refer to the Regulations on Power Use for detailed requirements upon the special booths.
Surveillance Organization
The Exhibition Management Office of the Expo serves as the surveillance organization, which will undertake full-time supervision and management of constructors in charge of booth arrangement, and fine those that break the relevant rules and regulations.
Administration Rules for Publicity Materials
1. Expo publicity materials, special issues, collections, newspapers, audio & video products, electronic publication and other materials that are printed in the name of the Expo, and given out in the course of the Expo), are under the unified administration of the Information & Advertisement Division (hereinafter as the “Advertisement Division”) of the China-ASEAN Expo Secretariat (hereinafter as “the Secretariat”).
2. The publicity materials may not be given out at the Expo unless they are examined by the Advertisement Division for approval according to the following requirements:
1) The contents of publicity materials must focus on social life, economy, scientific and technological development and culture of China and/or the ASEAN Countries. Titles of the publicity materials must conform to their contents.
2) In any publicity material, the editing and printing unit must be indicated (joint editing or printing must be noted as well). Words which easily cause misleading or misunderstanding, such as “prestigious and excellent,” “famous,” or “best,” etc., shall not be used to name a publicity material. The contents of the articles and pictures, as well as the advertisements, patents or copyrights involved thereafter, must comply with the relevant provisions of the country. In case of any intellectual property infringement, the editing and printing unit concerned shall bear the legal liabilities accordingly.
3) For publicity materials to be issued during the Expo, the exhibitors shall provide personnel at the designated sites to give out the materials free of charge. Publicity materials may not be sold in any way.
4) Publicity materials used particularly for publicizing the Expo shall be edited, printed and issued uniformly by the Secretariat.
5) Without the permission of the Secretariat, no institution or individual may solicit the contributions or advertisements on behalf of the Expo, nor may any institution or individual place on the cover and/or back cover of any publication or publicity material the Chinese or English wordings of “China-ASEAN Expo” (including acronyms), or use the emblem and logo of the Expo.
3. Except for those publicity materials that are uniformly edited, printed and issued by the Secretariat, all other publicity materials, prior to their issuance, must go through the procedures for approval and documentation according to Article 2 above and the following requirements:
1) The applicant must be an editing and printing unit with a legal person status. In case of joint editing and printing, the parties involved shall submit an agreement on the joint editing and printing, where the duties and obligations of each party are specified.
2) The applicant shall advise the proportion of each part of a publicity material to the whole, including the proportion of the publicizing materials and advertisement for the Expo both for the free and charged articles respectively.
3) The time limit for examination, approval and submit will be temporarily set for time being of this Expo.
4. The Secretariat will uniformly designate the locations at which publicity materials may be given out. No institution or individual may issue any materials publicly at any location other than the designated ones. No one is allowed to engage in any kind of sales at the designated locations.
5. During the Expo, the Secretariat will be in charge of the examination of the contents, quality and issuance of the publicity materials relating to the Expo, as well as the verification of the quantities of the materials issued.
6. Publications and publicity materials for a particular exhibition pavilion may only be issued within the limit of that pavilion or within the limit of the booths concerned with these materials.
7. Others
1) Presswork and audio & video products for overseas enterprises to display or utilize at the Expo, as well as the advertising materials to be used in this regard, may not be displayed or utilized until they are examined and approved by the Customs Service within its discretion.
2) Each exhibitor is responsible for the issuance of its individual materials (e.g., catalogue of the commodities, company profile, instructions of the products), which may only be conducted within its own exhibition booth(s).
3) At the Expo, the sales of audio & video products, as well as reading materials like books and newspapers, must be in conformity with the related Chinese laws, regulations and provisions. For the above publicity materials, they are not required to go through the formalities provided in above Article 2 and 3 for examination, approval and submit, but may only be sold at the locations designated by the Advertisement Division.
Any issuing activity that violates the provisions of these rules will be banned immediately when it is observed.
Rules for Security and Safety
Aimed to maintain good order for the Expo, prevent various accidents from happening, and to guarantee safety at the Expo, these Rules are promulgated as below:
1. Each pavilion shall organize a security team, headed by one of the leading members of the contractor of that pavilion (who is the first person to be responsible for the security of that pavilion). Meanwhile, a certain number of full-time security officials shall be appointed to assist the Security Office of the Expo in security and safeguard work.
2. A system of security responsibility shall be established, and measures on security and safety shall be taken based on the principle of “whoever is in charge must be responsible for the security and safety.” To ensure the safety of the Expo, security publicity and management must be improved to enhance the security awareness of the participants of the Expo.
3. All participants of the Expo shall attach great importance to the security issue, conscientiously observe the rules and policies of the Expo in this regard, and work together to maintain the order of the Expo.
4. Within a period from exhibition booth arrangement to exhibit withdrawal, everyone accessing the Nanning International Convention & Exhibition Center must bear a valid admission certificate issued by the Expo, obey the inspection procedures concerned, and cooperate with the security guards. Except for those being exempted from the entry inspection, all participants of the Expo must conscientiously obey the inspection procedures and cooperate with the entrance guards in this regard. No one is allowed to lease his/her own admission certificate to others, or bring anyone who bears no such certificate into exhibition pavilions. Otherwise, the person involved will be given penalties according to the related rules and provisions.
5. Exhibits, samples and personal belongings must be well taken care of. During the Expo, at the closing of the exhibition pavilion on each day, valuable articles must be put into the cabinet or safe for storage, or protected by other efficient measures. Articles mentioned above must also be looked after and administrated by specifically designated personnel. Exhibitors shall enter exhibition pavilions on schedule. For the safety of the exhibits, it is suggested that exhibitors should not withdraw from the pavilion ahead of the schedule.
6. Restricted knives, or other exhibits and samples in that kind, shall be locked in the cabinets or fixed to the exhibition board, and looked after and administrated by person especially assigned to this task. The quantities of these articles shall be verified each time the exhibition is opened or closed, so as to prevent them from being stolen.
7. Exhibiting deadly poisons, inflammable, explosive and radioactive products and the like is prohibited. Only their imitations can be used for display. It is forbidden to bring the real objects of this type into exhibition pavilions.
8. Decoration and construction of exhibition booths shall be carried out in accordance with the Rules on Fire Prevention for Exhibition Pavilions. Exhibits shall be displayed in accordance with the rules and provisions concerned. Exhibits and sample exhibits may not be placed anywhere outside their exhibition booths. Instructions regarding inspection and correction by the Inspection Team and security personnel of the Expo shall be followed.
9. During the arrangement of the exhibition booths/space, vehicles transporting exhibits are to be parked at the designated temporary parking lot after entering the exhibition center. Upon unloading, vehicles should leave the center immediately. Anyone taking exhibits out of the exhibition pavilions should produce the release permit from the Expo authority and pass the security check.
10. Vehicles entering the exhibition center must follow the command of traffic control personnel, follow the designated routes, and park on the designated spots.
11. Once a lost article is found during the Expo, it must be returned to the Security Office immediately. Please do not keep it or dispose of it without authorization.
Rules on Fire Prevention in Exhibition Pavilions
Aimed to accomplish the work on the security and fire prevention of each exhibition pavilion, and due to their respective needs, the following rules are promulgated in accordance with the Law of the People’s Republic of China on Fire Protection and Control (hereinafter as the Fire Protection and Control Law), as well as other related regulations, rules and provisions:
1. Adoption of a responsibility system for fire protection and security
(1) The person in charge of his respective exhibition pavilion or exhibition booth serves as the first person responsible for the fire protection of that pavilion or booth.
(2) Each exhibition pavilion shall rigorously implement the Fire Protection and Control Law, and observe the related administration rules of the Foreign Trade Center on fire control. Measures on fire prevention and control shall be set down based on the principle of “whoever is in charge is responsible”. The responsibility system of fire prevention shall be strictly enforced. Any problem occurring in this regard must be solved promptly.
(3) Anyone who serves as the first person responsible for the security and fire prevention of his respective pavilion or booth shall take full responsibility in this regard.
2. Smoking is prohibited in all exhibition pavilions, and violators will be fined according to the regulation.
3. The fire passages must be unobstructed at all times.
(1) The width of the main passage of an exhibition pavilion must be no less than 3 meters.
(2) It is prohibited to place the exhibits and samples at places (such as the stairs, front room of the escalator, passages, etc.) other than the booths designated. In case of violation, the violating articles are to be confiscated, while a criticizing notice is to be circulated. It is prohibited to hang the exhibits or samples on the ceilings and facilities concerning fire protection, power distribution, or air conditioning. In case of violation, the violator shall compensate for the damage to the facilities concerned, and bear the related responsibility for any harmful effect.
(3) During the arrangement of exhibition booths and the withdrawal of exhibits and decoration materials, exhibits and sample exhibits may not be piled at the entrance or on the passages of the exhibition pavilion, in case they block the fire passages.
(4) The security personnel are authorized to clean up the violating articles. Any damage or cost incurred thereafter shall be borne by the owner of these articles.
4. Fire prevention and safety requirements on decoration activities
Booth design and decoration must be conducted in accordance with national compulsory technical criteria and standards concerning construction and decoration projects, as well as with the following rules:
(1) Design and decoration shall be carried out within the limit of the vertical projection of the booth.
(2) All decoration materials shall be incombustible or difficult to burn. Grass, bamboos, vines, paper, barks, foam, reeds, inflammable plastic board (PP plastic hollow board) and carpets, cloth and boards, which have not been treated in combustion-prevention, are not to be used as decoration materials in the halls.
(3) All personnel involved in exhibition, exhibit arrangement or booth construction shall conscientiously take good care of the fire protection facilities and appliances in the exhibition pavilions, so as to ensure the normal operation and good condition of these facilities.
(4) Nothing may be placed within 1.5 meters in front of the fire hydrants, lights and fire extinguishers. No one is allowed to block, enclose, damage or remove the fire appliances.
(5) No decoration of frames and booths in the exhibition pavilions should have ceilings so that the normal operations of the fire alarm system and the auto extinguishers are ensured.
None of the installation materials, negotiation desks and chairs, exhibits and samples may block or enclose the fire facilities, switch boxes of electrical equipments, nor may any of them block the passages.
All decoration frames must be firmly fixed, and the exhibits and samples must be displayed in such a way as to secure the stability of the arrangement and to prevent them from falling and collapsing that could lead to casualties.
(6) Installation and use of electrical appliances, design and installation of circuits and pipelines must be in conformity with national provisions concerning fire protection and security techniques. Also, electrical facility installations must be carried out according to the requirements of “Regulations on Exhibition Electricity Safety”.
(7) To ensure the safety of the exhibiting sites, no lighting facilities, other than the pre-installed lamps and the lamps of major exhibiting sites, may be installed.
(8) Electricians and welders on duty shall always carry qualification certificates. Major exhibiting sites, self-constructed booths, and the center exhibiting platforms shall be under the supervision of professional electricians on duty.
(9) A completed project may not be put into use until it is reported to and examined and approved by the on-site security office and the Fire Department of the Municipal Bureau of Public Security.
5. It is forbidden to bring any hazardous articles, such as inflammable and explosive products, into the exhibition halls.
(1) Fireworks, gasoline, kerosene, alcohol, thinner, hydrogen, and other articles that the security department regards as a threat to the safety of exhibition pavilions are prohibited from being brought into the pavilions. Imitations must be used for the above exhibits and samples. Upon the end the Expo, all chemical exhibits and samples must be cleaned up and taken out of the pavilions by the exhibitors concerned.
(2) In case of a necessity to use gasoline, thinners, alcohol and other inflammable liquid, as well as the naked flame (for electric welding and gas welding) in the performance of construction and mechanical operation, a request for such usage must be reported to the on-site security office of the Expo for examination and approval 24 hours in advance. After it is approved, the requesting party shall assign particular staff to take charge of the performance, so as to ensure the safety of all concerned.
6. The packaging materials must be cleared out of the exhibition pavilions.
Cartons, scraps of paper and other leftover packing materials used in the preparatory period for packaging exhibits and samples, must be cleared out of the halls before the opening of the Expo. It is prohibited to store the above stuffs in exhibition booths, on the top of the cabinets, or behind the booth boards. Breaking this rule will result in severe punishment according to related rules.
7. Clearance work prior to the closing of exhibition pavilions shall be undertaken conscientiously.
(1) Each day before exhibition pavilions are closed, representatives of the exhibitors shall actively cooperate with the safety personnel in the clearance work.
(2) The major tasks for clearance include:
a) Checking and clearing inflammable sundries, kindling and other hidden perils in the booths;
b) Switching off the electricity in respective booths;
c) Taking good care of valuable articles and shutting the doors and windows.
These Rules come into effect as of the date of promulgation. Any violation causing accidents or serious consequences will lead to penalties and legal liabilities according to the Fire Protection and Control Law.
These rules have been reported to Nanning Municipal Bureau of Public Security and Fire Protection for file.
Rules on the Safety Administration of Electricity Consumption
Aimed to achieve an efficient safety administration of electricity consumption inside exhibition pavilions, to ensure the safety of power supply to all the pavilions, and due to the needs for holding the Expo, the following Rules are promulgated in accordance with the Law of the People’s Republic of China on Fire Protection and Control:
1. Administration department of exhibition pavilions for power consumption
The Customer Service Center is the functional department on electricity consumption control. During the arrangement of exhibition booths and withdrawal of exhibits or pavilions, exhibitors with needs for electricity supply shall process the application formalities related to the electricity consumption and observe the Rules promulgated herein.
2. Safety rules on the utilization of electrical materials, facilities and equipment during the arrangement and construction of exhibition booths:
(1) The selected electrical materials, facilities and equipment must meet the national quality standard and fire safety requirements.
(2) The Power distribution switch box must be equipped with a 30mA earth leakage protective device.
(3) Only the ZR-BVV electrical wire (non-flammable double plastic wire with copper core) and shield wire is allowed. The use of flexible cords and aluminum wires is prohibited.
(4) Protective measures shall be taken for electric wire conduit (metal pipes, non-inflammable plastic pipes) covering the pavement, the carpets and laying within the decorated articles.
(5) Metallic protective pipes and metallic parts shall be treated with electric spanning connection and shall be equipped with safe ground connection devices.
(6) All electric loops must be equipped with protective ground wires, and connected with the metallic articles that may be exposed to the leakage.
(7) Fluorescent tube lamps and quartz lamps must be protected by asbestos pads; convective radiating holes must be set within the ad light boxes and light columns. Rectifiers for lamps and switches must be such qualified products that have passed the inspection of the Fire Protection Department.
(8) A protective cover must be used for high-power lamps (e.g., iodine-tungsten lamps over 100W). Use of lamps over 500W is prohibited.
(9) The exhibitor should file an application for the use of electricity in the exhibition booth(s). It is not allowed to connect electrical appliances to power boxes and sockets in exhibition pavilions. To apply for the 24-hour use of power, the applicant must ensure there is no hidden peril of malfunctions, and suitable and reliable protective switches are installed. Any economic loss caused by the power failure, either due to protective motion of the power distribution switch resulting from the malfunction of the electrical appliances, or due to the ill-functioning of the switches furnished by the exhibitors, shall be borne by the exhibitors concerned.
(10) Exhibitors and the constructors shall take good care of the electrical facilities and equipment in exhibition pavilions. It is not allowed to drag or connect wires with the appliances. A party who is guilty of such an infraction of the rules will have his allotted power reduced as punishment, and the exhibitor concerned shall be liable for any economic loss incurred thereafter.
(11) Electrical appliances, circuits, switches and other power distribution facilities must be subject to the inspection of the electrician sent by the Expo. In case of any hidden peril, the exhibitors concerned shall cooperate to make the necessary correction, and may not refuse the inspection or make any excuse for refusing to correct the situation.
3. Administration rules on electricity safety of custom-built booths
(1) In the case of electrical installation for custom-built booths, the constructor concerned shall maintain qualifications on electrical installation, and the electricians involved shall hold a valid operation permit. The parties concerned shall, by providing the above certificates, register with the registration office in charge of the issuance of construction permits. Without a valid operation permit, no electrician or welder is allowed to access the pavilions for construction work.
(2) The electrical installation must be carried out in strict accordance with the specific requirements of the electrical section of custom-built booths.
(3) The arrangement of custom-built booths should not lead to the blocking or covering of the lighting boxes, power boxes and telephone distributing boxes. In case of a necessity to block the above items, with the approval of the Drawing Examination Committee of the Expo, a 60mm-wide entrance passage must be saved for entry and exit, and a sufficient distance must be left for the operation in front of the above boxes. The distance must be reasonable enough to allow the boxes to be opened safely, with a minimum requirement of 60 mm, so that the safety check and malfunction treatment may be carried out.
4. Safety responsibilities and duty on the spot.
A principle of “whoever is in charge shall be responsible” must be implemented. Exhibitors, constructors and the exhibition pavilions affiliated with the custom-built booths shall be responsible for the safety of power consumption in their respective booths, and strictly observe the Rules on the Safety Administration of Electricity Consumption. During the Expo, above parties shall assign the electricians to take care of the custom-built booths in shifts. A name list of the electricians on shifts must be submitted to the on-site security office for record with information of their phone numbers and places where they are on duty.
5. Administration rules on the electricity safety of standard exhibition booths
(1) It is prohibited to install or add any lights other than the permitted amount. The sockets subject to the application procedures may not be used to connect the lights of the booths. Without permission, exhibitors are prohibited to bring electrical outlets into exhibition pavilions, or connect them with the electrical appliances the largest capacity of which is restricted to 500w. Any violation in this regard is deemed as a hidden peril for the safety of electricity consumption and the exhibitors concerned will have their power cut off and held liable for whatever damage occurs as a result.
(2) Exhibitors are not allowed to dismantle or remove the electrical appliances and equipments installed by the Expo from the exhibition booths, or take them out of exhibition pavilions.
6. Rules on the safety administration of the exhibited samples of electrical appliances
(1) It is prohibited to use high-power electrical appliances (such as the electrical kettle, electric oven and electric iron). In case of a necessity for using such high-power appliances for the purpose of the exhibition, the parties concerned shall process an application for approval.
(2) Where the exhibits, samples or equipment or facilities generate a need for 24-hour power supply, the parties concerned shall, before they process the application formalities with regards to electricity consumption, file their applications to the Exhibition Office before September 1st. Any additional charge resulting from the above procedures shall be borne by the exhibitors utilizing the power.
7. Administration rules on electricity safety of exhibition booth arrangement
(1) The distance between an installed lamp and the exhibiting sample shall be over 300mm.
(2) Power distribution box and sockets shall be installed at conspicuous places and conveniently located for easy operation and inspection.
8. Penalties for the violations of above rules
(1) Where an exhibitor, without prior consent, dismantles or alters the lights or circuits installed for a standard booth, or removes the lights or power distribution box of the booth, the electricians of the Expo may compel the exhibitor concerned to recover the altered part. In case of any damage or loss incurred thereafter to the lights, circuits or power distribution box, the exhibitor concerned will be cited for criticism in an official dispatch and required to make compensation based on actual cost.
(2) Those who, without processing the application formalities for power use, connect their electrical appliances to the power facilities of the Expo, will have their power cut off and fined at a rate that is twice the charge of the electricity consumed by the above electrical appliances.
(3) Those who damage electrical facilities or the equipment of exhibition pavilions, will be fined at a rate that is twice the value of the damaged articles.
(4) Those who do not report the actual amount of the electricity consumed, or consume more electricity than as permitted, may be required by the electricians of the Expo to pay for the actual charges incurred. In case of any violation in this regard that seriously affects the electricity safety, the parties concerned will be warned, and even cited for criticism in an official dispatch.
(5) Any exhibition booth where the violation of the Administration Rules occurs, or an inconsistency with the safety requirements exists, both of which constitute a hidden peril for the safety of electricity consumption, will not be supplied with power. The parties concerned will be ordered to fix or dismantle the booth in question. Those who refuse to follow the order by fixing or dismantling the booth will be cited for criticism in an official dispatch.
In case of any accident occurring to a booth, which is caused by a violation of electrical safety requirements, the parties concerned, as well as the personnel appointed by the parties concerned to take charge of the relevant matters, shall be held responsible for the accident, and even legally liable for whatever incurred accordingly.
Rules for Security and Safety
Aimed to maintain good order for the Expo, prevent various accidents from happening, and to guarantee safety at the Expo, these Rules are promulgated as below:
1. Each pavilion shall organize a security team, headed by one of the leading members of the contractor of that pavilion (who is the first person to be responsible for the security of that pavilion). Meanwhile, a certain number of full-time security officials shall be appointed to assist the Security Office of the Expo in security and safeguard work.
2. A system of security responsibility shall be established, and measures on security and safety shall be taken based on the principle of “whoever is in charge must be responsible for the security and safety.” To ensure the safety of the Expo, security publicity and management must be improved to enhance the security awareness of the participants of the Expo.
3. All participants of the Expo shall attach great importance to the security issue, conscientiously observe the rules and policies of the Expo in this regard, and work together to maintain the order of the Expo.
4. Within a period from exhibition booth arrangement to exhibit withdrawal, everyone accessing the Nanning International Convention & Exhibition Center must bear a valid admission certificate issued by the Expo, obey the inspection procedures concerned, and cooperate with the security guards. Except for those being exempted from the entry inspection, all participants of the Expo must conscientiously obey the inspection procedures and cooperate with the entrance guards in this regard. No one is allowed to lease his/her own admission certificate to others, or bring anyone who bears no such certificate into exhibition pavilions. Otherwise, the person involved will be given penalties according to the related rules and provisions.
5. Exhibits, samples and personal belongings must be well taken care of. During the Expo, at the closing of the exhibition pavilion on each day, valuable articles must be put into the cabinet or safe for storage, or protected by other efficient measures. Articles mentioned above must also be looked after and administrated by specifically designated personnel. Exhibitors shall enter exhibition pavilions on schedule. For the safety of the exhibits, it is suggested that exhibitors should not withdraw from the pavilion ahead of the schedule.
6. Restricted knives, or other exhibits and samples in that kind, shall be locked in the cabinets or fixed to the exhibition board, and looked after and administrated by person especially assigned to this task. The quantities of these articles shall be verified each time the exhibition is opened or closed, so as to prevent them from being stolen.
7. Exhibiting deadly poisons, inflammable, explosive and radioactive products and the like is prohibited. Only their imitations can be used for display. It is forbidden to bring the real objects of this type into exhibition pavilions.
8. Decoration and construction of exhibition booths shall be carried out in accordance with the Rules on Fire Prevention for Exhibition Pavilions. Exhibits shall be displayed in accordance with the rules and provisions concerned. Exhibits and sample exhibits may not be placed anywhere outside their exhibition booths. Instructions regarding inspection and correction by the Inspection Team and security personnel of the Expo shall be followed.
9. During the arrangement of the exhibition booths/space, vehicles transporting exhibits are to be parked at the designated temporary parking lot after entering the exhibition center. Upon unloading, vehicles should leave the center immediately. Anyone taking exhibits out of the exhibition pavilions should produce the release permit from the Expo authority and pass the security check.
10. Vehicles entering the exhibition center must follow the command of traffic control personnel, follow the designated routes, and park on the designated spots.
11. Once a lost article is found during the Expo, it must be returned to the Security Office immediately. Please do not keep it or dispose of it without authorization.
Rules on Fire Prevention in Exhibition Pavilions
Aimed to accomplish the work on the security and fire prevention of each exhibition pavilion, and due to their respective needs, the following rules are promulgated in accordance with the Law of the People’s Republic of China on Fire Protection and Control (hereinafter as the Fire Protection and Control Law), as well as other related regulations, rules and provisions:
1. Adoption of a responsibility system for fire protection and security
(1) The person in charge of his respective exhibition pavilion or exhibition booth serves as the first person responsible for the fire protection of that pavilion or booth.
(2) Each exhibition pavilion shall rigorously implement the Fire Protection and Control Law, and observe the related administration rules of the Foreign Trade Center on fire control. Measures on fire prevention and control shall be set down based on the principle of “whoever is in charge is responsible”. The responsibility system of fire prevention shall be strictly enforced. Any problem occurring in this regard must be solved promptly.
(3) Anyone who serves as the first person responsible for the security and fire prevention of his respective pavilion or booth shall take full responsibility in this regard.
2. Smoking is prohibited in all exhibition pavilions, and violators will be fined according to the regulation.
3. The fire passages must be unobstructed at all times.
(1) The width of the main passage of an exhibition pavilion must be no less than 3 meters.
(2) It is prohibited to place the exhibits and samples at places (such as the stairs, front room of the escalator, passages, etc.) other than the booths designated. In case of violation, the violating articles are to be confiscated, while a criticizing notice is to be circulated. It is prohibited to hang the exhibits or samples on the ceilings and facilities concerning fire protection, power distribution, or air conditioning. In case of violation, the violator shall compensate for the damage to the facilities concerned, and bear the related responsibility for any harmful effect.
(3) During the arrangement of exhibition booths and the withdrawal of exhibits and decoration materials, exhibits and sample exhibits may not be piled at the entrance or on the passages of the exhibition pavilion, in case they block the fire passages.
(4) The security personnel are authorized to clean up the violating articles. Any damage or cost incurred thereafter shall be borne by the owner of these articles.
4. Fire prevention and safety requirements on decoration activities
Booth design and decoration must be conducted in accordance with national compulsory technical criteria and standards concerning construction and decoration projects, as well as with the following rules:
(1) Design and decoration shall be carried out within the limit of the vertical projection of the booth.
(2) All decoration materials shall be incombustible or difficult to burn. Grass, bamboos, vines, paper, barks, foam, reeds, inflammable plastic board (PP plastic hollow board) and carpets, cloth and boards, which have not been treated in combustion-prevention, are not to be used as decoration materials in the halls.
(3) All personnel involved in exhibition, exhibit arrangement or booth construction shall conscientiously take good care of the fire protection facilities and appliances in the exhibition pavilions, so as to ensure the normal operation and good condition of these facilities.
(4) Nothing may be placed within 1.5 meters in front of the fire hydrants, lights and fire extinguishers. No one is allowed to block, enclose, damage or remove the fire appliances.
(5) No decoration of frames and booths in the exhibition pavilions should have ceilings so that the normal operations of the fire alarm system and the auto extinguishers are ensured.
None of the installation materials, negotiation desks and chairs, exhibits and samples may block or enclose the fire facilities, switch boxes of electrical equipments, nor may any of them block the passages.
All decoration frames must be firmly fixed, and the exhibits and samples must be displayed in such a way as to secure the stability of the arrangement and to prevent them from falling and collapsing that could lead to casualties.
(6) Installation and use of electrical appliances, design and installation of circuits and pipelines must be in conformity with national provisions concerning fire protection and security techniques. Also, electrical facility installations must be carried out according to the requirements of “Regulations on Exhibition Electricity Safety”.
(7) To ensure the safety of the exhibiting sites, no lighting facilities, other than the pre-installed lamps and the lamps of major exhibiting sites, may be installed.
(8) Electricians and welders on duty shall always carry qualification certificates. Major exhibiting sites, self-constructed booths, and the center exhibiting platforms shall be under the supervision of professional electricians on duty.
(9) A completed project may not be put into use until it is reported to and examined and approved by the on-site security office and the Fire Department of the Municipal Bureau of Public Security.
5. It is forbidden to bring any hazardous articles, such as inflammable and explosive products, into the exhibition halls.
(1) Fireworks, gasoline, kerosene, alcohol, thinner, hydrogen, and other articles that the security department regards as a threat to the safety of exhibition pavilions are prohibited from being brought into the pavilions. Imitations must be used for the above exhibits and samples. Upon the end the Expo, all chemical exhibits and samples must be cleaned up and taken out of the pavilions by the exhibitors concerned.
(2) In case of a necessity to use gasoline, thinners, alcohol and other inflammable liquid, as well as the naked flame (for electric welding and gas welding) in the performance of construction and mechanical operation, a request for such usage must be reported to the on-site security office of the Expo for examination and approval 24 hours in advance. After it is approved, the requesting party shall assign particular staff to take charge of the performance, so as to ensure the safety of all concerned.
6. The packaging materials must be cleared out of the exhibition pavilions.
Cartons, scraps of paper and other leftover packing materials used in the preparatory period for packaging exhibits and samples, must be cleared out of the halls before the opening of the Expo. It is prohibited to store the above stuffs in exhibition booths, on the top of the cabinets, or behind the booth boards. Breaking this rule will result in severe punishment according to related rules.
7. Clearance work prior to the closing of exhibition pavilions shall be undertaken conscientiously.
(1) Each day before exhibition pavilions are closed, representatives of the exhibitors shall actively cooperate with the safety personnel in the clearance work.
(2) The major tasks for clearance include:
a) Checking and clearing inflammable sundries, kindling and other hidden perils in the booths;
b) Switching off the electricity in respective booths;
c) Taking good care of valuable articles and shutting the doors and windows.
These Rules come into effect as of the date of promulgation. Any violation causing accidents or serious consequences will lead to penalties and legal liabilities according to the Fire Protection and Control Law.
These rules have been reported to Nanning Municipal Bureau of Public Security and Fire Protection for file.
Rules on the Safety Administration of Electricity Consumption
Aimed to achieve an efficient safety administration of electricity consumption inside exhibition pavilions, to ensure the safety of power supply to all the pavilions, and due to the needs for holding the Expo, the following Rules are promulgated in accordance with the Law of the People’s Republic of China on Fire Protection and Control:
1. Administration department of exhibition pavilions for power consumption
The Customer Service Center is the functional department on electricity consumption control. During the arrangement of exhibition booths and withdrawal of exhibits or pavilions, exhibitors with needs for electricity supply shall process the application formalities related to the electricity consumption and observe the Rules promulgated herein.
2. Safety rules on the utilization of electrical materials, facilities and equipment during the arrangement and construction of exhibition booths:
(1) The selected electrical materials, facilities and equipment must meet the national quality standard and fire safety requirements.
(2) The Power distribution switch box must be equipped with a 30mA earth leakage protective device.
(3) Only the ZR-BVV electrical wire (non-flammable double plastic wire with copper core) and shield wire is allowed. The use of flexible cords and aluminum wires is prohibited.
(4) Protective measures shall be taken for electric wire conduit (metal pipes, non-inflammable plastic pipes) covering the pavement, the carpets and laying within the decorated articles.
(5) Metallic protective pipes and metallic parts shall be treated with electric spanning connection and shall be equipped with safe ground connection devices.
(6) All electric loops must be equipped with protective ground wires, and connected with the metallic articles that may be exposed to the leakage.
(7) Fluorescent tube lamps and quartz lamps must be protected by asbestos pads; convective radiating holes must be set within the ad light boxes and light columns. Rectifiers for lamps and switches must be such qualified products that have passed the inspection of the Fire Protection Department.
(8) A protective cover must be used for high-power lamps (e.g., iodine-tungsten lamps over 100W). Use of lamps over 500W is prohibited.
(9) The exhibitor should file an application for the use of electricity in the exhibition booth(s). It is not allowed to connect electrical appliances to power boxes and sockets in exhibition pavilions. To apply for the 24-hour use of power, the applicant must ensure there is no hidden peril of malfunctions, and suitable and reliable protective switches are installed. Any economic loss caused by the power failure, either due to protective motion of the power distribution switch resulting from the malfunction of the electrical appliances, or due to the ill-functioning of the switches furnished by the exhibitors, shall be borne by the exhibitors concerned.
(10) Exhibitors and the constructors shall take good care of the electrical facilities and equipment in exhibition pavilions. It is not allowed to drag or connect wires with the appliances. A party who is guilty of such an infraction of the rules will have his allotted power reduced as punishment, and the exhibitor concerned shall be liable for any economic loss incurred thereafter.
