V.         Description of the project: Each college/university (branch) to be built is to cover an area of 1,000 mus (about 67 hectares) accommodating 3,000-5,000 students (50% of whom will be graduate students and more than 500 of whom will be overseas students). The initial construction, which covers 500 mus (about 33.5 hectares), includes 1) teaching facilities, such as teaching buildings, office buildings, research buildings and libraries, 2) sports facilities, like a gymnasium, a sheltered playground and a sports field, and 3) other accommodation facilities, including canteens, auditoriums, teaching administration offices, logistics and other open-air public facilities.

VI.       Location of the project: The project is located in the higher education base in the western area of the Xiangsihu New District. (The Xiangsihu New District of Nanning is located in the west of Nanning by the Yong River. It covers an area of 127 square kilometers and has been specially developed as an area for higher education, new high-tech industries, business, sports and cultural industry and the corresponding real estate, commerce and trade, and tourism.) Surrounded by the Yong river and the city ring road adjoining Jinsha Lake and the Luowen Reservoir, the base, which covers 17.08 square kilometers, has beautiful scenery and convenient transportation. Now several colleges/universities are building branches of their institutions in the base.

VII.    Construction conditions: Convenient transportation, water & power supply and efficient communications are available at the construction sites.

VIII.  Total construction fund: The total investment will be about RMB 450 million yuan. 

IX.       The allocation of the fund: The construction land is to be allocated by the local government and total funds needed will be shared by the local government and the schools concerned.

X.         Cooperation method: The project is a cooperative development project.

XI.       Development prospects: Colleges and universities (branches) from both home and abroad can contribute greatly to the development of Nanning, a city with an advantageous geographical location and great potential for economic development. As the permanent venue of the China-ASEAN Exposition that is to be held every year, the city is becoming a more and more advantageous environment for investments. By 2020, Nanning is to be developed into a large city of 300 square kilometers with an urban population of a 3-million. During the next 5-10 years, the construction of the city will focus on the Xiangsihu New District, which expand to include a population of 600 thousand.

XII.    Preparatory work: The feasibility report of the project is being prepared.

XIII.  Incentives for the project: The project enjoys the preferential policies of the national government on the development of the western area of China and the opening of the coastal cities, the preferential policies of the municipal government of Nanning, and the preferential policies of the Xiangsihu New District of Nanning on investment promotions.

XIV.  Project promoter: This project is an investment incentive project promoted by the Administration Commission of the Xiangsihu New District of Nanning, an agency of the municipal government of Nanning that will provide investors with efficient relative services.
