Construction Scope and Scale: To set up public utilities and auxiliary facilities as per the national Class II general hospital standard, covering a total plot area of 300 mu equipped with 200 beds for in-hospital patients. ¢ö. Project Site: Nanning Liujing Industrial Park ¢÷. Construction Conditions There are convenient traffic conditions in the Nanning Liujing Industrial Park where the project is located. As far as highway is concerned, the Guilin-Beihai Expressway and Nanning-Guangzhou Expressway meet each other here. For railway, there are two railway stations in the Park, namely, Liujing Station on Xianggui Line and Hengxian Station on Liqin Line. For waterway, the Yujiang River is available for passage of ships of 1000 tonnage all the year round. The artery road network of ¡° two-vertical and three-horizontal¡± within the Park is under construction and will be open to traffic by the end of March 2005. The communications network has covered every corner of the Park and program-controlled telephone and broadband internet are available for connection. There are two mobile phone radio stations in the Park. The existing facilities for water and power supply are enough to meet the needs of the project development. There is one 35KV transformer station and one 110KV transformer station and one 220KV transformer station are under plan for construction and construction will be started soon. ¢ø. The Yujiang River downstream the Yongjiang River is available for passage of ships of 1000 tonnage all the year round. It is only 70km away to the Nanning International Airport by expressway. Presently dozens of enterprises have already started their business in the Park. It is planned to develop a total area of 30k©O in ten years with a target of 10 billion Yuan as realized GDP. The project is entitled to the most preferential land price for infrastructure construction according to the preferential policies for Nanning Liujing Industrial Park. ¢¢. Preferential policies for taxation. The taxation for the project is implemented in accordance with the document No. GUIZHENGFA[2001]100 Notice of the People¡¯s Government of Guangxi Zhuang Autonomous Region on the Implementation of Some Regulations on the Policy and Measures for the Western Development Program Issued by the State Council . Meanwhile the project is entitled to the lowest taxation level in terms of customs duty, urban house property tax, land use tax, license tax of vehicles and vessels, stamp tax, contract tax, urban maintenance and construction tax, surcharge for education, etc. ¢£. Preferential Fees. The project is entitled to a ¡°Zero Fee Rate¡±. No administrative charge or charge for non-profit-making service is to be collected from the project unless otherwise clearly prescribed by the national laws. In addition, upon submitting necessary documents, the investors may entrust the Park to go through all procedures for certificates and license necessary for the investment in the Park and fees charged by the county-level departments include only cost of the certificates and licenses. XIV. Project Owner Investment & Development Co. Ltd of Nanning Liujing Industrial Parkwas founded on April 24, 2003 with the approval from the People¡¯s Government of Hengxian County. It is a state-owned company with limited liability with independent corporate capacity. The company has two share holders, one is the Administration Committee of Nanning Liujing Industrial Park and the other is Hengxian State-owned Assets Management Center with a total registered capital of five million Yuan. The company is the main entity for the development and construction of the Liujing Industrial Park. It represents the Administration Committee of Nanning Liujing Industrial Park and Hengxian State-owned Assets Management Center to possess within its authorization the property rights of the state-owned assets, stock ownership, and other property appurtenant to municipal facilities within the Park, and to decide within its authorized right on investment and construction projects within the Park.
