Each campus is to occupy a land area of 1000 mu with an enrollment capacity of 3000¡«5000 students, of whom 50% are postgraduate students and over 500 are foreign students. The land for Phase I development is 500 mu which covers the teaching facilities such as classroom buildings, office buildings, scientific experiment buildings, library; sports establishments such as ggym, playground, open air sports ground; living facilities such as students canteens, auditorium, teaching administration buildings, logistics service facilities and outdoor public facilities, etc.
¢ö. Project Site:
The project site is located in the higher education base in the west of Xiangsihu New District. The planned area of the Higher Education Base is 17.08 k©O which is surrounded by the urban express ring road and Yongjiang River. It is adjacent to Jinsha Lake, Luowen Reservoir with beautiful scenery of mountains and lakes, harmonious ecological environment, convenient traffic conditions and non-polluted surroundings. Presently there are many colleges and universities being reconstructed in the area. The site selection is in agreement with the requirements of the master plan of Nanning as well as the requirements of urban regional construction and development.

The project site has convenient traffic facilities and water and power supply as well as communications service can meet the needs of the project construction.

Land will be acquired through administrative transfer and all investment (including land acquisition fees through administrative transfer) is intended to be raised by the government and the enterprises.

¢û. Analysis on Market and Anticipated Economic Benefits
Guangxi and Nanning have obvious advantages in geographical location and have a strong momentum in economic development. The success of the first CAEXPO in Nanning and the fact that the CAEXPO permanently settles in Nanning has made Nanning an attractive place to investors as the environment has been improved greatly and has proved Nanning an unprecedented opportunity for development. According to the master plan of Nanning, the builtup area of Nanning will reach 300 k©O with a population for the urban area of 3 million by the year 2020. For the near future (in 5 to 10 years) emphasis will be given to the construction of Xiangsihu New District. The population for the area after the completion of the construction will reach 600 thousand.
Therefore there is a promising future for universities from home and abroad to open their campuses in Nanning in expanding their popularity, source of students or returns in investment.

XIII. Project Competitive Advantages
The project is entitled to the national preferential policies for the Western Development, preferential policies for coastal open cities, related preferential policies of Nanning, as well as investment and financing policies of Nanning for the enclosed administration zone of Xiangsihu New District and other preferential policies of Nanning for investment promotion.
XIV. Project Owner
Nanning Administration Committee of Xiangsihu New District is a governmental agency of the Nanning Municipal Government. Its duties and responsibilities are to exercise its administrative right over the 69k©O of the whole region by unified guidance, unified planning, unified policies, and unified administration. It is entitled to the administrative power of the municipal level, taking charge of the planning and construction as well as the investment promotion for the New District. With a simplified and highly efficient system, the Committee is fully functional in its service with simple procedures in examining and approving projects by providing ¡°one-stop¡± examination and approval and ¡°one-package¡± service. (Located in the west suburb of Nanning on the upstream of the Yongjiang River, Nanning Xiangsihu New District has a total planned area of 127k©O. The New District is mainly planned for the construction of higher education base, high and new-tech industrial base, administrative and business service area, cultural and sports center, supported with real estate development, business and trade and tourism industry, etc.)
