2 Project Scope, Capacity and Capital Compositions
There are two waterworks in Long ’ an, one is old and one is new. The old one has a daily supply capacity of 10000m3. The water is taken from Youjiang River, with two pumps of 55kw each for the first step pump house and another two pumps of 75kw each installed for the second step pump house which serves as standby for water supply as second source. The new one has a capacity of 20000 m3/day, with water taken from an automatic river flow from a reservoir. The new one was put into operation after it was completed in July of 2001. There are five pumps of 75kw each installed in the pump house . The total supply capacity of both new and old ones is 30000 m3/day.

Long ’ an Waterworks was set up in 1969. It is a state-owned public institution with a total staff of 96 people, of whom 6 are retired and 90 are on the job. It is now an enterprise of water making, water supply and water sale all in one. It is implementing the system of self responsible for its income and expenditure, self operation, assuming sole responsibility for its profits and losses and independent accounting. As is appraised by Guangxi Zhongtianyin Accounting Firm, its total asset amounts to 29.86 million yuan, owing a debt of 14.10 million yuan to the bank as delayed repayment of loan. Of the sum, 3.1 million yuan is loan by the mortgage of the asset of the waterworks, 4 million yuan is loan by the guarantee mortgage provided by the Electricity Industrial Company of the county, and 7 million yuan is loan by the guarantee mortgage by the Real Estate Development Company of the county and the 400000 yuan is loan by Long’an Tung Oil Factory with our guarantee.

4 Project Market Analyses
Efforts have been intensified in the urbanization of Long ’ an County Seat and the construction of the trwo development zones of Chengdong and Chengbei are underway . The construction of Nanning-Kunming Expressway , the section from Zhengdong Village of Chengxiang Township to Youjiang Bridge No.Two at the entrance of the county seat, will lead to the development of 5000 mu of land. The advantages in the market of water supply is more and more obvious.

The total supply volume in 2003 is 3 million ton , with a total production value of 2.65 million yuan.
● Assets and Liabilities: Total Assets: 29.86 million yuan. Total liabilities:23.56 million yuan, of which 9.13 million is current liabilities, 14.43 million is long-term liabilities and 6.30 million is net asset.
