  ⅰ. Export of live goats and related processed products.
  ⅱ. Construction of live goats transfer station: 2000㎡ wood brick tile structure building, 4000 ㎡ playground holding more than 2000 goats.

  Scale：The goal of Phase I is to export 100,000 live goats, to process 120,000 goats, to produce frozen mutton 1620t, guts and other 580t, and goat leather 120,000 pieces.

  ⅰ. Transportation, water, power and gas supply facilities
  Water：Equipped with DH300 water supply trunk, water amount 121 m3/h.
  Power：Equipped with a total installed capacity of 340.54KW， 10KV line connected for the Park use, a diesel oil generator standby and to be used when power is cut off.
  Transportation：The Park is only 500m away from Shuinan expressway, 400m away from Jinchengjiang—Mashan—Nanning national highway, convenient in transportation.
  Communication facility：Program-controlled telephone and wireless communication signal cover the Park.
  The goat breeding farm covers an area of more than 500mu, the processing workshop covers an area of more than 150mu, water and power supply, road access, land preparation are available.
  ⅱ. Materials and Supporting Facilities
  More than 2 million goats are bred and 0.6 million goats are ready for slaughter annually in Mashan County and the ambient area. Guangxi is also the breeding place of goats. The number of goats at year-end is 4 million and the number ready for slaughter 1.7 million in Guangxi in 2002. At present, there is no goat-processing workshop in Guangxi. “Mashan Black Goat Breeding Farm” has been officially started up since May of 2003. The project can have a stable supply of raw materials. Guangxi Entry-Exit Inspection and Quarantine Bureau approved the registry of “Transfer Station of Guangxi Mashan County Live Goat Supplied to Hong Kong” in 2000 and the black goats can be supplied directly to Hong Kong and Macao. “Black Goat” brand was registered in Guangxi Industrial & Commercial Administration Bureau in 2003, also in the same year the State Quality Monitoring Inspection and Quarantine Bureau approved “Mashan Black Goat” place of origin mark authentication, black goat involving in international trade has been protected by relevant laws.

  (ⅰ) Overseas market：According to statistical data provided by foreign trade departments, more than 8000t of mutton will be exported to Hong Kong and Macao annually. Demand for goats from various countries in the Middle East amounts to more than 15 million heads annually. Many countries and regions regard goat as high quality foodstuff, and have great demand for goat mutton. Every year China exports10 million goats, 10 million pieces of raw goatskin, and the export is growing. Export of the Project products possesses evident competitive advantages.
  (ⅱ)Domestic market ：People’s interest in livestock bred by industry feedstuff is shrinking, while goat mutton as the green meat is deeply appreciated by consumers. Based on the Guangdong, Guangxi, Hainan market demand analysis, demand for goat mutton is continuously going up, and the price is rising while ensuring stability.
  ⅱ.Anticipated Economic Benefits
  The annual profit is RMB4.5million, the investment profit rate is 36%，the annual tax is RMB630,000，the investment recovery period is 3.4years，the internal rate of return before tax is 46.5%，and the internal rate of return after tax is 41.5%.

The CPC Mashan County Committee and the County Pople’s Government determine to foster “Black Goat” a pillar industry，and operation process of the Project will enjoy the most preferential policies to ensure that project owner’s operation costs be lowered.
  ⅱ. Other Advantages
  （ⅰ）Brand advantage：Firstly Mashan black goat is of top quality. The goats are grown in mountainous areas, feeding on various grass and spring, and the mutton is delicate, delicious and nutritious, without strong smell. Secondly it is the effect of brand. Guangxi Industrial & Commercial Bureau has approved registry of “Mashan Black Goat” brand, and “Mashan Black Goat” has been approved place of origin mark registration. Businesses involving in “Black Goat” are protected by law. Thirdly there is a vast market. In 2002 more than 2million black goats were bred in Mashan and in ambient towns, with 0.6 million ready for slaughtering, of which 50,000 were supplies directly from Mashan to Hong Kong. The live goat sales price is more than RMB15.6/kg, and the product supply falls short of demand.
  （ⅱ）Resource advantage: pasture area in Mashan County totals 124775.1ha，various species of grass and shrub is evergreen all the year round there. The annual goat number can reach more than 0.5 million with great development room.
  （ⅲ）Geographic location advantage：Mashan County lies in the middle of Guangxi. Nanning to Du’an expressway passes through Mashan. The distance between the County and Nanning is 96km，convenient in transportation and communication.

  XIV. Project Owner: The Project is undertaken by Xingmu Pasturage Veterinary Technical Service Center in Mashan County, whose fixed assets is RMB17million. Among its 28 staff members, 1 has senior level academic title, 11 have intermediate-level academic title. The Center adopts “Company + Base +Peasant household” operation approach. Up to the end of 2003， households engaged in goat breeding totaled more than 1000，breeding goats for 0.18million heads with advanced inspection and quarantine facilities equipped.
