i.Analysis on Market
The real estate development market in Nanning develops steadily. Since the implementation of the " 136 Program " by Nanning, Nanning has taken on a new look with each passing day and the living environment has been improved greatly. The success of the first CAEXPO and its forever settling in Nanning enables the city to have a better environment to attract investment and provides the city with unprecedented opportunities for development. The development of the Xiangsihu New District is an important measure taken by the Municipal Party Committee and the Municipal Government of Nanning to meet the challenge of the new century, serve the CAEXPO, facilitate comprehensive development, build up a big Nanning and create a modern international metropolitan city. It is also a marker project for the ¡±136 Program¡± by Nanning to achieve significant changes in 6 years. At present, new construction projects are relatively less in the Xiangsihu New District mainly due to the fact that land is short in supply in this district. In the peripheral areas of the land for this project, the infrastructures are excellent and the environment is good (bordering on the Yongjiang River in the south). XIII.Project Competitive Advantages
i.This project is entitled to the preferential policy on the reconstruction of ¡°Village in the City " in Nanning and the investment and financing policy and the investment promotion policies as well as the policy of the Enclosed Management Zone of the Xiangsihu New District. The total cost for the early phase of this project can meet the land selling fees in principle. Where the total cost for the early phase goes beyond the assessed land price, supporting expenses of urban construction and comprehensive technological service charge can be reduced or remitted correspondingly according to the amount of the excess. Where the municipal infrastructure construction drives the reconstruction project of the old city, subject to the approval by municipal government, the input of the municipal infrastructure can be included into the total cost for the early phase, and thus the project will be able to enjoy the above preferential policies. Where breakeven is impossible even with the favorable conditions, proper reconciliation can be made to urban design conditions, and construction requirements of infrastructure and public facilities in order to improve the income of the project.

Xiangsihu New District is the key area that Nanning has developed and constructed recently. At present land is in short supply in this area. This plot of land borders on Yongjiang River in the south and is supported with complete infrastructure facilities and good environment.
XIV. Project Owner:
The Management Committee of the Xiangsihu New District is an agency of the municipal government of Nanning. It mainly administers unified leadership, unified planning, unified policy and unified management over the area of 69 sq. km under its jurisdiction within the Xiangsihu New District. It is authorized to exercise administration authority of the municipal level and is mainly in charge of such work as construction planning, and investment promotion, etc. The Management Committee is featured by simplified and highly efficient management system, sound service function, simple and convenient ¡°one-stop¡± examination and approval procedure, and ¡°streamlined¡± service (The Xiangsihu New District lies in the west of Nanning and the upper reach of Yongjiang river. The total planned area for this project is 127 sq. km. The New District is planned for the construction of the high education base, new-high technology industrial base, administrative & commercial center, culture & sports center, and such industries as real estate, trade and business, travel, etc.)
