  Ⅶ. Construction Conditions
  Shanglin County is located in the south central of Guangxi province, east foot of Mount Daming. Most of the County area is covered by stone mountains and hills. The county enjoys the subtropical monsoon climate, with an annual average temperature of 20.7 degrees centigrade, the annual average rainfall is 2407.5 mm, and the annual average moisture is 81%. The mild weather and plenty of rainfall are very suitable for the growth of cassava. As far as the output of cassava in Shanglin County is concerned, there is ample supply of raw materials. Besides, there are excellent facilities for the project in terms of water and power supply, communications, and traffic and transportation .

  ⅰ. Analysis on Market
  Guangxi is one of the big producing areas of cane sugar in China.
  Most of the alcohol produced in Guangxi is molasses alcohol. So far in Guangxi, there are nearly 100 sugar refineries. And almost each refinery has an alcohol workshop, with the quality of most alcohol at best reaching the national standard but almost little reaching the grade of high quality. To the contrary, there are only a few refineries which use cassava as the raw material of alcohol. Usually, some refineries have reconstructed their alcohol workshops in order to keep producing alcohol during the period in the absence of cane squeezing. They may take cassava to produce alcohol but with small output. For Guangxi province, most of the alcohol has been supplied to other provinces because supply exceeds demand in Guangxi. Since 1998, the state has prohibited the use of grains such as corn to produce alcohol and from then on buyers pour into Guangxi to purchase molasses alcohol and cassava alcohol. In other words, this is a great opportunity for developing cassava alcohol.
  ⅱ. Anticipated Economic Benefits
  Considering that the annual output of alcohol is 30,000 tons at 6,800 Yuan per ton, the annual sales revenue will be 204.00 million Yuan, the annual tax and profit 25.87 million Yuan, and profit on investment 18.00 million Yuan. Besides, biogas produced from alcohol waste liquid will reach 2.50 million cubic meters, making a profit of 1.20 million Yuan alone. The project intends to repay the loan with profit and depreciation after the project is put into production. Calculation shows that it needs only three years to fully recover the investment. In addition, 250 jobs are created for the unemployed, opening a new way for the people in the mountainous region to get rid of poverty and get better off.
  Ⅻ. Progress of Preparation Work
  The Pproject Propsal was approved in 1996 with the G. Plan [1996] No. 38 Document by Guangxi Planning Commission; the Feasibility Study Report was completed by Xi’an Design Institute under China Federation of Light Industry in the same year. On 23rd August 1996, the report uniformly passed the assessment examination organized by Guangxi Planning Commission. So far, preparation work has been completed basically.

  ⅰ. Low cost of land use: Apart from the cost for cultivated land and administrative expenses provided by the state, the local government does not collect charge of any sort.
