  The plant will be located at such a place that it is 40km a way from the center of Nanning, 18km away from the County Seat of Long’an, 3km away from the Youjiang River, and 6km away from Fangchun Station of Nan-Kun Railway. In the proximity of the Plant, passing by are the Nan-Kun Railway, Nan-Bai Class II Highway, Long-Wu Highway (under construction) and Youjiang River Waterway. All these have provided the Plant with convenient traffic conditions. At presnt, there is a 35,000V substation and a water supply plant with the daily capacity of 8,000m3 inside the site. It is planned to pump the water from the Yongjiang River for the use of the Project. Inside the Economic Development Zone, it is provided with perfect postal, telecommunication, financial, schools, and health care service facilities.

  ⅰ. Analysis on Market
  At present, the plastic-lined steel pipes dominate the market for water supply products. There will be an increasing demand for the plastic-lined pipes along with the acceleration of the urbanization pace and the rapid expansion of the urban water supply networks. With an annual growth rate of 8%, it is estimated that at least 2,380～4,760km-long water supply pipelines will be reconstructed annually. The pipeline to be constructed alone for the national key project, West-to-East Natural Gas Transmission Project will be 4,179km. The quantities of the gas transmission pipelines required for structuring the network for both rural and urban areas where the trunk pipeline is passing through will be unparalleled. According to the statistics, the annual demands for the new type pipelines will be about 330,000,000m.
  ⅱ. Analysis on Anticipated Economic Benefit
  After the Project is put into production, the annual sales revenue will be RMB 7.72million, with the annual gross profit of RMB 42million and annual profit of RMB 27.98million.

  XIII. Project Competitive Advantages
  ⅰ. The Preferential Policies Applicable to the Project
  The Circular of the People’s Government of Guangxi Zhuang Autonomous Region Concerning Some Regulations for Implementing the Policies and Measures for the Western Development Strategy of the State Council is applicable to the Project, i.e. that the Project will be favored by the other preferential policies worked out by the People’s Government of Long’an County and the People’s Government of Guangxi Zhuang Autonomous Region, in addition to the preferential policies for the Western Development Strategy.

  XIV. Project Owner
  The Long’an Economic Development Zone for Returned Overseas Chinese is located at the lower reaches of the Youjiang River, connecting Wuming County and Nanning City in its east, next to Tiandeng County in its west, sharing the same boundary with Fushui County and Chongzuo City down its south and bordering on Pingguo aluminum capital up its north. With an area of 56,000mu and a population of 62million, the Development Zone is 50km away from the center of Nanning City, 25km away from the County Seat of Long’an and 35km away from the Aluminum Capital of China – Pingguo Aluminum Mine, and facing the Nan-Kun Railway, Nan-Bai Expressway, Nan-Bai Class II Highway, and Youjiang River Waterway, which provide the Development Zone with convenient traffic conditions. The Development Zone is also provided with perfect infrastructures: one 35,000V substation, a water supply plant with the daily capacity of 8,000 m3 and perfect post, telecommunication service facilities.
