  Covering an area of 120mu, the Project is intended for an automatic production line for fine rubber powder with the annual capacity of 5,000 tons. The Project scope will include construction of workshops and other supporting facilities, erection of automatic production line equipped with tyre grinding and milling device, round cutting machine, metal fiber separating equipment, and screening and separating equipment. etc.
  Ⅵ. Project Site: Long’an Economic Development Zone for Returned Overseas Chinese
  Ⅶ. Construction Conditions
  The Project is proposed to be located inside the Long’an Economic Development Zone for Returned Overseas Chinese, 40km away from the center of Nanning, 18km from the County Seat, 3km from the Youjiang River, 6km from Fangchun Station of Nan-Kun Railway. Nan-Kun Railway, Nan-Bai Class II Highway, Nan-Bai Expressway, Longwu Highway and Youjiang Waterway pass by the project site, which provides the site with convenient traffic conditions. Inside the Development Zone there is a 35,000V substation, a water supply plant with a capacity of 8,000tonsd/day. It is planned to pump water from the Yongjing River for the use of the Project. The Development Zone is provided with perfect post, telecommunication, finance, schools and health care facilities and institutions.

  ⅰ. Analysis on Market
  At present, the annual tyre output in China is taking the third place in the world and has exceeded 130 milllion pieces, with an annual growth rate of two digits. However, it is estimated that 70% of the used tyres resource has yet been reclaimed and reused, and less than half of the used tyres have not been recovered and recycled. The rubber resources in China are extremely poor and mainly depend on import. Therefore, recycled rubber will be highly demanded on the market.

  Ⅻ. Progress of Preparation Work: The Project Proposal and Feasibility Study have been completed. Land requisition has been finished and the water, power and road have reached the site. These have created the conditions for the Project to be commenced at any time.
  XIII. Project Competitive Advantages
  The Circular of the People’s Government of Guangxi Zhuang Autonomous Region Concerning Some Regulations for Implementing the Policies and Measures for the Western Development Strategy of State Council is applicable to the Project, i.e. that the Project will be favored by the other preferential policies worked out by the People’s Governments of Long’an County and the Guangxi Zhuang Autonomous Region, in addition to the preferential policies for the Western Development Strategy.

  The Long’an Economic Development Zone for Returned Overseas Chinese is located at the lower reaches of the Youjiang River, connecting Wuming County and Nanning City in its east, next to Tiandeng County in its west, sharing the same boundary with Fushui County and Chongzuo City down its south and bordering on Pingguo aluminum capital up its north. With an area of 56,000mu and a population of 6200, the Development Zone is 50km away from the center of Nanning City, 25km away from the County Seat of Long’an and 35km away from the Aluminum Capital of China – Pingguo Aluminum Mine, and facing the Nan-Kun Railway, Na-Bai Expressway, Nan-Bai Class II Highway, and Youjiang River Waterway, which provides the Development Zone with convenient traffic conditions. The Development Zone is also provided with perfect infrastructures: one 35,000V substation, a water supply plant with a daily capacity of 8,000 m3 and perfect post, telecommunication service facilities.
