At the beginning of the year, the government of Khon Kaen, Thailand wrote to invite Mayor Lin Guoqiang to visit Khon Kaen and take part in the Songkran Festival in April. The delegation had to give it up because of the outbreak of Sars. The Khon Kaen government wrote again to invite the Nanning delegation to visit Khon Kaen to participate in the Chak Phra & Thot Phapa Festival to be held in October. Led by Lu Lifeng, deputy director of the municipal People's Congress, a delegation consisting of 5 representatives visited Khon Kaen in October. The delegation was well-received by the Khon Kaen government and by 16 local Chinese corporations. The delegation participated in the Chak Phra & Thot Phapa Festival and visited Nanning Garden, Khon Kaen University, as well as other places of interest.
In November, a delegation consisting of 17 representatives from Khon Kaen led by a former foreign minister visited Nanning. They were well-received by Li Jiheng, Secretary of the Municipal Committee of the CPC, and other municipal officials.
