Till 2002, there were 264 kindergartens in total in the municipality with an enrollment of 58,700 kids. Among the 130 located in the urban area, 16 were state-run, 78 were enterprise-run and 36 were run by other sectors. These urban kindergartens had a total enrollment of 36,059 kids. The 3-year preschool attendance rate for kids aged 6 to 9 years old in the city is 84% and the one-year preschool attendance rate for kids in the countryside is 99% There are 6 regional level model kindergartens and 9 city level model kindergartens in the city. By December, 2002, 5 of the 6 regional model kindergartens were reviewed and passed the reassessment by the regional education authorities and one would be reviewed in March, 2003. There were 1,521 full time teachers in the urban kindergartens and 96.4% of them had qualified education. 847 of them have 3-year or above college education, accounting for 55.7% of the total; 475 of then had intermediate academic titles and 306 of them hadsenior academic titles.
