The bureau is to 1) draw up intermediate and long term plan and annual plan for the development of the city’s education and to examine the implementation of them; to take charge of the construction distribution and overall plan for the city’s high schools and primary schools and organize the maintenance of the capital construction; 2) to manage comprehensively and coordinate to guide the whole city’s primary education; to draw up term working plan, evaluation criteria, regulations, administrative measures for primary education and to inspect their implementation; to supervise the comprehensive reform in primary education and other kinds of education and teaching reform; organize experience exchange and to spread good doings; to organize and coordinate the uniform entrance examination of senior high schools; to participate in drawing up the development plan for primary education; 3) to administer the city’s adult secondary vocational education and adult cultural and technological education; 4) to administer physical education, health and art education in schools of all kinds and at all levels; to investigate and draw up teaching plans for PE, health and art education; to draft all regulations and take charge of the inspection and implementation of the made plans and regulations; 5) to study and implement the-State/the Autonomous Region’s policies and laws concerning written and spoken Chinese; to coordinate each department to use the language standard; to supervise and check the use of the language; to administer and guide the promotion work of using standard Chinese and the standard Chinese training for teachers; to instruct the testing of standard Chinese proficiency; to administer and instruct the construction work of using the standard language in society.
