The bureau is 1) to study and draw up relevant measures, policies, laws and regulations for the municipal reform and the development of science and technology; to study and analyzes the key issues of how science promoting the harmonious development of economy, society and ecology; to formulate and implement intermediate and long term plans and the annual plan for the whole city development of science and technology; 2) to organize the work of aiding-the-poor program with science and technology, the spread of science and technology, the international co-operations and exchanges in science and technology, the breakthrough and development in science and technology; 3) to organize the work of spreading the agricultural and industrial development in science and technology, the technical innovations in enterprises, the social development inducted by science and technology, the Spark Project and the Torch Project; 4) to take charge of the registration, the appraisal and the reward of the city’s scientific and technological achievements and the spread and application of key scientific and technological achievements; to make budget and final accounts of scientific and technological research funds; 5) to administrate scientific and technological information, intellectual property rights, earthquakes, the study of soft science and technology market; to investigate and work out the main layout of the scientific and technological development, the priority fields of science and technology and the construction plan for scientific and technological facilities; 6) to take charge of the whole city’s foreign affairs concerning science and technology; to organize and coordinate the implementation of the strategy to  rejuvenate the city through science and technology.
