The main ideas and principal tasks for the economic and social development during the Eleventh Five-Year Plan (2006-2010) are: to take Deng Xiaoping Theory and the important thought of Three Represents as our guide; to adhere to the scientific viewpoint of development; to comprehensively put into practice the guidelines of the Party’s Sixteenth National Congress and the Fifth Plenary Session of its Sixteenth Central Committee and those of the Sixth Plenary Session of the Eighth CPC Guangxi Committee; to make development our top priority and focus on economic development; to concentrate on resolving problems that arise in progress by means of development and reform; to put people first and promote reform and innovation in accordance with the "five balanced aspects" (balancing urban and rural development, balancing development among regions, balancing economic and social development, balancing development of man and nature, and balancing domestic development and opening wider to the outside world); to make full use of opening-up and follow the road of open-economy development. During the Eleventh Five-Year Plan, we should make economic and social development more scientific by changing the idea of development, innovating development modes, improving development quality and changing the way the economy grows. We will open wider to the outside world to spur more development and economic growth and to promote the development of regional internationalization city. Guided by the starting point and also the goal of raising people’s living standards and promoting people’s overall development, we will develop Nanning into a prosperous, culture-rich, eco-friendly, safe and harmonious city and create a new phase for economic, political, cultural and social development, taking the lead in achieving a higher stage of development in building a prosperous Guangxi.

The development goals during the Eleventh Five-Year Plan are: to form an all-directional, multi-layered and wide-ranging opening pattern; to apparently speed up the industrialization, urbanization, informationization, agricultural commercialization, marketization and internationalization; to make obvious achievements in developing regional processing and manufacturing centers, trade centers, logistics centers, financial centers, scientific and technological innovation bases, and culture-exchanging platforms; to greatly increase urban overall economic strength; to promote regional internationalization city functions greatly, to make great progress in building Nanning as Green City of China and make it one of the cities most suitable to live in.

The major targets are: to increase the GDP annually by 12% on the basis of optimizing the economic structure, improving economic performance and reducing consumption; to make efforts to pass the important benchmark of 100 billion yuan in GDP and gross industrial output value by 2010; to make per capita GDP 1.5 times more than that in 2000; to double the industrial added value, financial revenue, total investment in fixed assets, and total export volume based on those in 2005; to use resources more efficiently and reduce the energy consumption in projects with ten thousand total output value more greatly than that at the end of the period of the Tenth Five-Year Plan; To develop a group of competitive enterprises with intellectual property rights and their own name brand products; to further perfect the socialist market economic system and make great progress in developing the open economy; to improve social development by raising the level and quality of nine-year compulsory education, creating more jobs for urban residents, establishing a sounder social security system and reducing the number of poor families; to raise incomes and living standards for both urban and rural residents and to improve conditions of housing, transportation, education, culture, health and environment; to strengthen democracy and the legal system and promote spiritual civilization; to safeguard social security and ensure production safety; and to build a harmonious society.
